The Premeeting was convened at 6:30. Thompson reviewed the Planning Report and addressed

Vice-Chairman Porter called the Meeting to order at 7:00 p.m.

CONSENT AGENDA ITEMS
1. Consider and act upon approval of the Minutes of the January 16, 2001 meeting.
Motion was made by Commissioner Ahrens, seconded by Commissioner Wiseman, to
approve the minutes as submitted. Motion passed 5-0.
ACTION ITEMS
1. Consider and act upon approval of a Site Plan for the Tractor Supply Company, proposed
by Greenway Enterprises, Inc., for the property located at 900 Westgate Way, being Lot
2A of Block A of the Westgate Center Addition, and being all of a certain 3.13488 acre
tract situated in the Duke Strickland Survey, Abstract No. 841, City of Wylie, Collin
County, Texas.
Thompson explained that the Final Plat/Replat for this property had been recommended for
approval by the Planning and Zoning Commission at their last meeting and was approved by
the City Council on January 23, 2001. Staff review has concluded that the Site Plan complies
with all pertinent regulations and recommends approval.
Owner/applicant Jim Griffith, 1809 Trailwood, Euless, Texas 76039, distributed brochures
illustrating the types of merchandise to be carried by Tractor Supply. He testified that the
facility is being developed specifically for Tractor Supply and its requirements. He identified
other stores within the vicinity and related how this facility has been modified to
accommodate all of Wylie's codes.
Commissioner Ahrens expressed concern for the barbed wire around the top of the outside
display area. Griffith said that security of the equipment displayed outside is a primary
concern and reason for the wire, but that he would not put the barbed wire on initially.
Commissioner Snider asked if some alternative to chain link could be used for fencing the
outside display area, especially because this is such a visible location. Griffith stated that he
would install a six feet high wrought iron fence along the street frontage and turn the corner
with this wrought iron for a distance of 15 feet. Chain link will still be used for the
remaining, less visible areas of the fence.

Motion to approve with the stipulation that no barbed wire be used and that wrought iron
replace the chain link along the front and 15 feet around the side was made by Commissioner
Snider, seconded by Commissioner Ahrens. Motion passed 5-0.
2. Consider a recommendation to the City Council regarding a Development
Plan/Preliminary Plat for the Estates at Creekside Addition, proposed by Campbell/Wylie
Partners, for the property generally located south of Parker Road (F.M. 2514) and east of
McCreary Road (C.R. 245), being all of a certain 45.192 acre tract situated in the Lewis
M. Marshall Survey, Abstract No. 594, City of Wylie, Collin County, Texas.
Thompson explained that this Development Plan/Preliminary Plat substantially conforms to
the Concept Plan of the Planned Development (00-10) approved by the City Council in
November of 2000, and staff recommends approval.
Owner/applicant Gary DeFrain, 88235 Douglas Avenue, Dallas, Texas 75225, testified that
the Plat will create 32 lots which are a minimum of 10,000 square feet in size and 32 lots
which are a minimum of 12,000 square feet. Approximately 20 acres of public park land will
also be donated, and the park will include a parking lot and lighted hike and bike trail.
Commissioner Porter asked about the notation of floodplain on some residential lots.
DeFrain responded that the floodplain will be removed from four lots. He noted that several
floodplains are actually indicated on the Development Plan: 1) the limits noted on F.E.M.A.
maps; 2) existing limits calculated by a special consulting study; and 3) the limits of the
floodplain after the relief channel relocates Muddy Creek and allows reclamation of the new
residential lots. F.E.M.A. has given tentative approval to the relocation of the floodplain, and
verification will be required prior to obtaining building permits. Thompson confirmed that
the floodplain reclamation concept has been approved by the City Engineer and will be
approved by the appropriate Federal agency prior to permitting of any house construction.
Commissioner Ahrens asked how residents to the east of Muddy Creek will access the trail,
those south along the longer trail as well as those neighboring this property. DeFrain said
that several methods could be used for the trails to cross the creeks at various locations. He
said that it will be the responsibility of a public agency such as the City to construct most of
this regional trail which is located on several private properties.

Commissioner Ahrens raised concerns about the single route into and out of the subdivision,
at least until the central street can be extended to connect to a street on the south. DeFrain
responded that the entry way has been designed with wider streets and special median cuts to
allow fire trucks to circulate and provide a "secondary entrance/exit". Thompson confirmed
that this temporary access/egress concept has been approved by the Fire Marshall.
Chairman George asked about the development time frame. DeFrain responded that the
property to the south will first be annexed by the City of Parker (currently in discussion) and
then rezoned to create a similar master planned residential subdivision. Before the subject
subdivision can be developed, the developer must first extend sewerage north from Creekside
Estates (Wylie has said that they will not sewer properties within other municipalities such as
Parker).
Motion to approve was made by Commissioner Snider, seconded by Commissioner
Wiseman. Motion passed 6-0.
3. Consider and act upon approval of a Site Plan for the Cascade Apartments, proposed by
KSNG Architects, Inc., for the property generally located east of Country Club Road
(F.M. 1378) and south of Parker Road (F.M. 2514), being all of a certain 12.02 acre tract
situated in the James McUlmurry Survey, Abstract No. 629, City of Wylie, Collin
County, Texas.
Thompson explained that this property has been zoned to allow apartments for some time,
and that the Site Plan complies with all regulations of the City codes. He noted that a
Preliminary Plat for this property was on the current agenda for consideration.
Samuel Ng, KSNG Architects, Inc., 10440 North Central Expressway, Dallas, Texas 75231,
was resent to review details of the Site Plan and address questions.
Commissioners Ahrens and Snider noted that a gate is indicated at the front drives and asked
if the property was to be fenced along the south and east where single-family residential lots
are developing. Ng responded that wrought iron fence is anticipated along the front and
wood fencing along the other three sides, and that the required 60 feet buffer area will be
landscaped.
Commissioner Ahrens noted that the dumpster to the rear on the east side is turned
incorrectly to be served. Ng responded that this orientation will be corrected.
Chairman George asked if carports and garages had power and were to be masonry. Ng
responded that these had only electricity for lighting, and that garages will be masonry.

Chairman George asked about the drainage swales at the east. Mark Hickman, Hickman
Consulting Engineers, 1315 19th Street, Plano, Texas 75074, responded that the drainage for
this development will be piped underground but has been designed to connect with the ponds
of the neighboring Cascades single-family subdivision.
Commissioner Ahrens questioned the usefulness of the parking lot to the southeast. Ng
responded that this parking was needed to achieve the 2.5 spaces per dwelling unit required
by the Zoning Ordinance. He said that it could not be located elsewhere without intruding
onto recreational open space.
Motion to approve was made by Commissioner Ahrens, seconded by Commissioner
Chapman. Motion passed 6-0.
4. Consider a recommendation to the City Council regarding a Preliminary Plat for the
Cascade Apartments, proposed by Hickman Consulting Engineers, Inc., for the property
generally located east of Country Club Road (F.M. 1378) and south of Parker Road (F.M.
2514), being all of a certain 12.02 acre tract situated in the James McUlmurry Survey,
Abstract No. 629, City of Wylie, Collin County, Texas.
Thompson reported that the subject Preliminary Plat will create the apartment complex
discussed as the previous agenda item. Approval of a Final Plat will be required before
building permits can be issued.
There was no further discussion.
Motion to recommend approval was made by Commissioner Ahrens, seconded by
Commissioner Porter. Motion passed 6-0.

Summary:
The owner/applicant intends to construct a 7,547 square feet building for office/warehouse
operations of the NiCom Construction Company. The subject property is 1.313269 acres in size,
zoned Industrial (I) and is platted as Lot 5, Block B, of the Regency Business Park Addition,
Phase One.
Section 29A.2 of the Zoning Ordinance requires that a site plan be reviewed and approved by the
Planning and Zoning Commission for any apartment development. The purpose of the site plan is
to ensure harmonious and efficient development of land, compliance with appropriate design
standards, safe and efficient vehicular and pedestrian circulation, and provision of utilities and
other services. Site plans shall contain sufficient information related to the site design
considerations and shall conform to data presented within the building permit application.
Issues:
1. Staff has reviewed the proposed site plan for the NiCom Construction facility and
found it to be in compliance with the requirements of the Zoning Ordinance and other
pertinent ordinances of the City of Wylie.

remainder of the property, but is aware that expanded or additional buildings and
drives/parking will require significant modification and reconstruction of the initial
