Commission Members Present: Staff Members Present: Michael George, Chairman Claude Thompson, Planner Tony Snider Mike Sferra, Development Services Phillip Tramell Chris Holsted, City Engineer Gary Wiseman Commissioners Absent: Steve Ahrens William Chapman Carter Porter PREMEETING The Premeeting was convened at 6:30. Thompson reviewed the Planning Report and addressed CALL TO ORDER Chairman George called the Meeting to order at 7:00 p.m. PLEDGE AND INVOCATION Commissioner George offered the Invocation and Commissioner Snider led the Pledge of Allegiance. CITIZEN PARTICIPATION No one was present to speak. P&Z Meeting January 16, 2001 Page 2 CONSENT AGENDA ITEMS 1. Consider and act upon approval of the Minutes of the January 6, 2001 meeting. Motion was made by Commissioner Wiseman, seconded by Commissioner Tramell, to approve the minutes with the correction on page 2 that the motion to recommend denial of the Preliminary Plat for the Cimarron Estates Addition passed 6-1 with Commissioner George voting against. Motion passed 4-0. ACTION ITEMS 1. Consider a recommendation to the City Council regarding a Final Plat for Lot 2A, Block A of the Westgate Center Addition, proposed by Probeck Land Surveyors, for the property located at 900 Westgate Way, being a replat of a portion of Lot 2 of Block A of the Westgate Center Phase One Addition, situated in the Duke Strickland Survey, Abstract No. 841, City of Wylie, Collin County, Texas. Thompson explained that the property was originally platted as a single lot in 190 in order to construct Westgate Way. It was replatted in January of 2000 in order to create the 0.82-acre Lot 1 at the corner of Westgate Way and Kirby Street for the development of the Taco Bell restaurant. The plat under current consideration will create a lot for the Tractor Supply Company. Off-site drainage and sanitary sewer extensions to the south will be handled by other instruments at least until the remainder of Lot 2 develops with specific utility demands. The Site Plan will considered at the next P&Z meeting, but should require no modification of the plat. There was no further discussion. Motion was made by Commissioner Snider, seconded by Commissioner Wiseman, to recommend approval. Motion passed 4-0. ADJOURNMENT Motion to adjourn was made by Commissioner Tramell, seconded by Commissioner Snider. Motion carried 4-0, and the meeting was adjourned at 7:08 p.m. \t: CC(LI Q=4 o Michael George, Chairman Claude Thompson, Planner ;/111/fettY Of Wig Action Item No. 1 Site Plan Tractor Supply Company Planning and Zoning Commission Meeting: February 6, 2001 Owner: Greenway Enterprises, Inc. Land Planner: Hudson Engineering Co. Location: 900 Westgate Way Existing Zoning: I (Industrial) Summary: The Site Plan under consideration is for the Tractor Supply Company retail store. The proposal is to develop a 19,088 square feet building for retail sales and warehousing and a 19,695 square feet fenced and paved area for outdoor display. The property is 3.13448 acres in size. The Planning & Zoning Commission recommended approval of the replat creating the subject property (Lot 2A of Block A of the Westgate Center Addition) on January 16, and the City Council approved the plat n January 23, 2001. The subject parcel and all adjoining properties is zoned Industrial, and Retail uses are allowed within the Industrial District by the current Zoning Ordinance. The property adjoining the site to the north is developed for retail/restaurant uses and property adjoining to the west is developed for industrial uses (Sanden). Property to the east across Westgate Way is developing as the Albertson retail center. Section 29A.2 of the Comprehensive Zoning Ordinance, Number 85-23A, states that site plan review and approval by the Planning and Zoning Commission shall be required for any development located within a nonresidential zoning district. The purpose of the site plan is to ensure harmonious and efficient development of land, compliance with appropriate design standards, safe and efficient vehicular and pedestrian circulation, and provision of utilities and other services. Site plans shall contain sufficient information relative to site design considerations and shall conform to data presented within the building permit application. Site Plat — Tractor Supply Company Issues: 1. Staff has reviewed the proposed site plan for the Tractor Supply Company facility and found it to be in compliance with the approved Final Plat and in compliance with all regulations of the Zoning Ordinance and all other pertinent ordinances of the City of Wylie. 2. Of site drainage and sanitary sewerage is to be extended by easements other than platting. Financial Considerations: Site Plan application fees - Paid Staff Recommendation: Approval The Departments of Development Services, Public Works and Fire concur with this recommendation. That earlier action approved a generalized Concept Plan and specific Development Conditions. The Development Plan currently under consideration is the second and final step required to establish the Planned Development. The Development Plan will also serve as the Preliminary Plat. The subject property totals 45.192 acres. The development will create a total of 64 single-family residential lots, 32 of which will be a minimum of 10,000 square feet in size and 32 of which will be a 12,000 square feet. The development also provides for 20 acres of public park and additional right-of-way for the widening of Parker Road. Staff has reviewed the proposed Development Plan/Preliminary Plat for the Estates At Creekside Addition and found it to be in compliance with the Concept Plan and Development Conditions approved by the Commission and Council. This Preliminary Plat complies with the Subdivision Regulations and all other pertinent ordinances of the City of Wylie and State of Texas Estates At Creekside Development Plan/Preliminary Plat Issues: 1. The proposal provides for the construction of a relief channel to improve the flow of Muddy Creek and allow the removal of the floodplain from portions of four residential lots. This adjustment complies with the approved floodplain requirements of the Federal Emergency Management Agency. 2. The central north/south street will be extended south through the City of Parker(including bridging of Muddy Creek) in order to connect with the Creekside Estates development. This extension will provide a second point of access/egress for the proposed development as well as provide an additional north/south collector route between McCreary Road and Country Club Road. 3. The proposal provides for the dedication of right-of-way for the future widening of Parker Road. A 50 feet wide easement is also provided for future access to undeveloped property within the City of Parker west of the subject property. 4. In addition to the dedication of park land, the applicant will provide off-street parking for park access, as well as a lighted hike and bike trail. 5. The applicant is aware that a Final Plat must be approved prior to the issuance of any building permits.
