01-13-2003 (Library) Minutes RITA & TRUETT SMITH LIBRARY BOARD BOARD MEETING The Library Board of the City of Wylie met in regular session on January 13, 2003, at the Library. The attendees were: Grace Morrison Shirley Burnett Kathy Spillyards Adrian Sanchez Liz Allen ACTION ITEMS 1. Approval of the Minutes. Minutes were approved as read from the November 11, 2002, meeting. DISCUSSION ITEMS 1. Discuss Monthly Report. The statistics increased significantly for December compared to last year. There were over 9,000 checkouts for the month. The Library contributed to Reach for a Star program this year with Toys for Fines. Patrons donated a huge box of toys to the program. 2. Discuss Quarterly Report. The first quarter of FY 2003 showed significant increases over the same quarter in FY 2002. Two major projects this quarter were the revitalization of the friends group and the shelving project. The Friends have seven board nominees that will be appointed on January 23, 2003, at the membership meeting. The shelving project is complete. The entire non-fiction collection and AV collection has been shifted. The weeding project is near completion. 3. Discuss Legislative Issues. Mignon briefed the board on library legislative issues. The most pressing issue is the reinstatement of TIF funds. The other issues include loan star libraries and funding for the ten systems. If TIF funds are not reinstated, funds that have been used to support the systems will be used to fund databases. If the systems have severe budget cuts, this will directly affect libraries. The systems provide consulting, continuing education, funding, rotating collections, and many other services to libraries. Board members were encouraged to write their legislators and express their concerns and encourage them to vote for TIF reinstatement. w The Texas State Library and Archives Commission has contracted with library consultants Himmel & Wilson to conduct a statewide public library development study. The consultant team will study the Texas State Library programs offered to Texas public libraries, focusing on strategies for furthering positive library development in Texas and mechanisms for that development.
