07-14-2003 (Library) Minutes RITA & TRUETT SMITH LIBRARY BOARD BOARD MEETING The Library Board of the City of Wylie met in regular session on July 14, 2003, at the Library. ThE attendees were: Shirley Burnett Grace Morrison Pauline Akin Joe Murphy Liz Allen Scott Ames Adrian Sanchez ACTION ITEMS 1. Discuss and Act Upon Approval of New Board Officers Shirley Burnett was elected President and Grace Morrison was elected vice-president. 2. Discuss and Act Upon Approval of Minutes. Minutes were approved as read from the May 12, 2003, meeting. 3. Discuss and Act Upon Approval of the Noise Policy. The board decided to add three action steps to the process of asking someone to discontinue use of the library. They asked Mignon to revise the signage on safety rules and make the signs bigger and more noticeable. The policy was tabled until the next meeting. Mignon will come back with a revised policy. 4. Discuss and Act Upon Approval of the Revised Circulation Policy. The board voted to revise the circulation policy to cover fines for paperbacks and to charge a $3.00 processing fee for AV materials returned without cases. Changes will take affect on September 1, 2003. Mignon will post the changes on the website and put an article in the August newsletter. DISCUSSION ITEMS 5. Discuss Monthly and Quarterly Report. The Library had increases in all areas in the month of June and the quarter. There were 352 new cards signups in June. 6. Discuss Supreme Court CIPA Ruling. The Supreme Court voted in the later part of June to require filtering for all libraries that receive erate funding. Mignon checked into the ruling further through TSLAC and ALA. Both agencies agreed that the Smith Public Library doesn't have to filter because we are using funds for pots lines and t-1 lines only. STAFF REPORTS State Legislative Issues The 4b library funds are being cut due to a new legislative bill. TIF funds have been reduced significantly and will sunset in 2005. The number of Texshare databases have been reduced significantly. ADJOURNMENT The meeting was adjourned at 8:15 p.m.
