01-13-1983 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION SPECIAL CALLED MEETING JANUARY 13, 1983 7 :30 P.M. The Wylie Planning & Zoning Commission met in special called session at 7:30 p.m. on January 13, 1983 in the Council Chambers at City Hall . A quorum was present and notice of the meeting had been posted at the time and manner required by law. Planning & Zoning Commission members present were Chairman Joe Fulgham, Vice Chairman John Seeley, Judy Brewster, Mike McAnally, and Albert Harrison. Members Bryant Barry and Ken Mauk were absent. Also present were Director of Public Works Brian Cowan, City Planner J.T. Dunkin, Council members Geline Dodd, Reta Allen, and Percy Simmons; David Englemann, Catherine McAnally, Don Kreymer, Bill Kreymer, Tim Hemingway and Melvin St. John. Chairman Joe Fulgham called the meeting to order. Consider final plat for Kinsington Manor Estates (located east of F.M. 2514 between S.L.S.W. Railroad and J & T Cabinet Shop. Messrs. Tim Hemingway and Don Kreymer, the developers for the subdivision, and Brian H. Cowan, Director of Public Works, asked the item be withdrawn until the January 27, 1983 meeting to allow more time for review by the engineers and City, and needed corrections to be made by the developers. Consider proposed water transmission line and elevated water tank for West Wylie. The Commission considered a proposal by Hogan and Rasor for a pro- posed 12 inch diameter water transmission line and a 250,000 gallon elevated storage tank to be located off F.M. 3412 west of Wylie. The Commission studied the proposal and cost estimate and a general discussion followed concerning the growth and needs of Wylie. The Commission requested a representative of Hogan & Rasor be present at the January 27, 1983 meeting to present the proposal and discuss various options such as : 1) Why is a 250,000 gallon water tank specified rather than a 500,000 gallon water tank? 2) Consider laying water lines to improve water service with the possibility of an elevated storage tank at a later date and, 3) When on the Citys' growth curve was this water tower proposed? Discuss planning and zoning guidelines. The Commission delayed discussion of the Planning & Zoning guidelines until the January 27, 1983 meeting to allow full attendance and allow members to further study the guidelines prior to discussion. There being no further comments, Mike McAnally made a motion to adjourn with a second by John Seeley. All were in favor. Joe Fulgham, airman
