08-15-1990 (Library) Minutes RITA & TRUETT SMITH PUBLIC LIBRARY BOARD MINUTES August 15 , 1990 The Library Board of the City of Wylie met in regular session on August 15 , 1990 in the workroom of the Rita & Truett Smith Public Library, at 7 :00 p.m. A quorum was present and notice of the meeting was posted in the time and manner required by law. Those present were : Mary Jo Smith, Cathie Upshaw, Betty Stephens , Jan Morgan, Shirley Burnett , Retha Tibbles and Rosanne Burgess , Library Director. OATH OF OFFICE : Carolyn Jones , City Secretary, administered the oath of office to Betty Stephens , Mary Jo Smith, continuing Board emebers , and Shirley Burnett and Retha Tibbles , new members . APPROVAL OF MINUTES FOR MAY 16th and July 15th, 1990 : Minutes were approved as submitted. DISCUSSION OF 5TH ANNIVERSARY OPEN HOUSE: Invitations were sent to 125 persons directly involved with the library in the past , and newspaper advertising in the News , plus notices were printed on the water bills for the month of August . Stuart Mitchell will bring some of the pictures that he has taken in trips around the world. They are mounted and will be on display in various parts of the library building. Refreshments will be served in the Bluebonnet Room. Rita & Truett Smith will be the honored guests for the after- noon . DISCUSSION OF 90-91 BUDGET : Preparations have been completed and the budget is still not finalized. Rosanne Burgess stated that she had tried not co increase the budget except for materials , and asking for more employees , as the circulation statistics reflect a 64% Lncrease since 1988 . DISCUSSION OF 5 YEAR PLAN AND COMMITTEE MEMBERS : Importance of plan for the next 5 years of growth for the location in the park area. Possible branch `located elsewhere , etc. Each member will suggest 2 or 3 citizens that might serve •on a committee. SUMMER READING CLUB REPORT: There were 257 children who joined the program, with 3, 032 books read during the eight weeks . Certificates were presented to all who had read at least 10 books . LITERACY REPORT : The library is going to be working with the school system and the Collin County Literacy Council to prepare classes and apply for grants to help fund materials urcha se ,Betty Stephens , Cathie Upshaw have been talking withsRuthcPrin 1 who will help us set u g e p a program locally with Pat Guess as the teacher. REUNION PLANS FOR SUMMER 1991 : Possible family for summer of 91 ideas were .tabled and will be sent utoron t el Chamber of Commerce. RECOMMENDATION FOR CITY COUNCIL REGARDING COMMUNITY CENTER: Letter should be drafted to send to City Council making recommen- dation that as soon as possible, another department , such Works , or Finance should take over control of funds and rentalas Publicof Community Center.
