Step 1: Analyze the Library Needs
October 1995 - December 1995
The modern conception of a public library will require many small
libraries to transform themselves . The community' s wants and
needs will be the basis for library operations, but that is not
enough. The library must present itself as a valuable service to
the community. The community must be better because the library
is there . The Library Director must have a complete understanding
of the needs of the library. Steps for analyzing the library are
listed below:
A) Evaluate program needs

Step 2: Library Goals

A mission statement is a statement of the purpose of the library ', t�'y
which specifies the fundamental reasons for the library' s
existence. After the mission statement is written, goals can be 'r� r
defined based on the mission statement. Goals are long range f.
general statements describing a desired condition or future for
the library within the next five years . Objectives are short
range, measurable, and time limited. Accomplishing objectives
helps the library meet the goals and the mission.

Step 3: Building Plan
April 1996 - August 1996
The building plan should serve as a guideline for the architect.
It will list functional areas and identify the library' s spatial
needs. The architect usually determines the location of the
specific areas with the assistance of the building committee .
However, the Bluebonnet Room will remain in its current location.

Step 4: Architect Selection
August 1, 1996 - August 18, 1996
A) Request for proposal
B) Interviews
C) Final selection
D) Budget negotiation
Step 5 : Schematic Design Phase
August 19, 1996 - September 29, 1996
The schematic design phase identifies the spatial arrangement of
the building and the interior and exterior requirements . Surveys
will be conducted to determine electrical, plumbing, HVAC,
mechanical, and structural needs as part of this phase . Flooding
problems will be defined.
Step 6 : Schematic Design Cost Estimate
September 30, 1996 - October 4, 1996
Step 7 : Design Development Phase
October 7, 1996 - November 15, 1996
The design phase includes the placement of the furniture
and equipment .
Step 8 : Construction Documents
November 15, 1996 - January 17, 1997
Step 9 : Release Construction Bids
January 25, 1997
Step 10 : Bid Opening
February 15, 1997
Step 11: Construction Award
February 21, 1997
A) Relocate Community Center
Step 12 : Start Construction
March 3, 1997
Step 13 : Accept Newly Renovated Facility
