RITA & TRUETT SMITH PUBLIC LIBRARY BOARD MINUTES February 25 , 1991 The Library Board of the City of Wylie met in regular session on February 25 , 1991 , in the workroom of the Rita & Truett Smith Public Library, at 7 : 00 P .M. A quorum was present and notice of the meeting was posted in the time and manner required by law. Those present were : Retha Tibbals , Betty Stephens , Mary Jo Smith, Jan Morgan, Shirley.Burnett , and Phyllis Floyd , interim library director . APPROVAL OF MINUTES FOR JTNUTRY 28 , 1991 : Minutes were approved as submitted . RETURN OF LATE MATERIALS: A SPRING BREAK campaign was dis- cussed . All fines for materials returned during the month of March will be forgiven. Suggestions of flyers to be iMadd6d in city water bills , notices to teachers at all schools , and news- paper articles concerning the SPRING BREAK campaign were given. Evaluation of results of the SPRING BREAK campaign would be considered before starting a calling campaign . There will be a new book drop installed near the front door of the library. CAMP WANNA READ: Some summer reading program materials have been ordered , and it was suggested that the program start the second week in June . Phyllis would contact Coty Anderson about directing the program again this year . STATUS REPORT: There is an ongoing of updating spine labels and putting materials in the computer . Between 20 and 30 questions are answered daily at the library by telephone . GENERAL DISCUSSION: Library business is progressing satis- factorily . Meeting adjourned . Based on Mr . Dillard's recommendation and interpretation of the Texas State Statutes , all official Boards and Commissions of the City of Wylie will be required to omit "General Discussion" as an agenda item or as simply an impromptu discussion. All Boards and Commissions are considered official and must abide by the Texas State Statutes and the Charter of the City of Wylie . Members of the public attending your meetings may bring forth an item and ask questions . If there is a specific answer available , you may answer the question without discussion , deliberation or decision . If the subject requires a more detailed and involved discussion , it must be placed on a future agenda . We have been advised that on occasion specific boards have broadly interpreted this to mean that they themselves are citizens and therefore are free to bring up items not on the agenda . Box 428 Wylie, Texas 75098 Dear Carolyn: This will acknowledge your question with regard to citizen participation and council discussion on council and board meeting agendas. Article III, Section 9, of the Charter provides that all city council meetings shall be held and notice given in conformance with Article 6252-17, V.A.T.S., as amended. This statute of course also applies to any board, commission, department, committee, or agency within the city which is under the direction of one or more elected or appointed members, together with every deliberative body having rule making or quasi- judicial power. This includes, among others, the Planning and Zoning Commission and the Board of Adjustment. The Charter also provides, in Article VIII, Section 3, that all meetings are subject to current and future laws of the state concerning public meetings. Article 6252-17 requires the posting of a notice of each meeting specifying any matter which will be considered or acted upon. There are numerous exceptions, one of which is that notice need not be posted with regard to matters about which specific factual information or a recitation of existing policy is furnished in response to an inquiry made at a public meeting, whether such inquiry is made by a member of the general public or by a member of the governmental body. Any deliberation, discussion, or decision with respect to the subject about which inquiry was made shall be limited to a proposal to place such subject on the agenda for a subsequent meeting of such governmental body for which notice has been provided in compliance with the Act. These latter provisions really mean that citizen participation should be limited to a citizen making a statement and asking questions. If the questions can be answered by a staff member or by a member of the city council or board by simply furnishing specific factual information or reciting existing policy, that is permitted. If the question or the statement by the citizen requires any deliberation, discussion, or decision by the council or board involved, then the subject may only be discussed with respect to a proposal to place it on an agenda for a future meeting. The same rule applies to a statement made or question asked by a member of the council or board. In that event, the council or the board involved may not deliberate, discuss, or decide on any matter raised by the member except to the extent necessary to decide on a proposal to place that subject on the agenda for a subsequent meeting. Ms. Carolyn Jones October 18, 1989 Page 2 The only danger that I see to the council or a board of the city in putting items such as citizen participation and council or board discussion on the agenda is that the members may not be sufficiently familiar with these rules to limit their own comments. This is dangerous for them because violation of the statute is a misdemeanor punishable by a fine of not less than $100.00 nor more than $500.00 or imprisonment in the county jail for not less than one month nor more than six months, or both. It is up to the council and the board involved to decide whether the political value of having citizen participation and council or board discussion outweighs the risk of violation of the statute. I have been saying that the passes would definitely be available again but that we were still working out details since the Faire wanted to do more this year. The entertainment director and I met before the March 6 system meeting and worked out several different promotional ideas to offer member libraries. He was particularly inter- ested not only in how the Faire could promote reading but also in how it might promote library card sign-up. I was trying tto find a way to use the Faire promotions to encour- age Family Reading. I was excited about the options we de- veloped and announced during the system meeting that I would be sending information about the project soon. But when one of the owners heard those options, he called me to say that he felt they could do more! He had come up with a way to encourage family reading and to en- courage student research and writing in conjunction with Channel 4's Great Expectations for Texas Educational Pro- gram. This week I met with KDFW's public relations director and with a representative from the Faire's advertising • agency to work out details for the project. As you know, National Library Week is April 14-20 this year. The Scarborough Faire Renaissance Festival takes place just south of Waxahachie each year and will be the eight weekends between April 27 through June 16. Channel 4 and Scarborough Faire are developing a packet of related promotional materials to send to each participat- ing library. Those packets will include posters, coloring sheets, a suggested reading list (compiled by the Faire) and, if requested, a 1/2-inch videocassette explaining Scar- borough Faire. Your forms must be on my desk NO LATER THAN APRIL 3 so that I can let Channel 4/ Scarborough know which libraries will be needing the promo- tional packets. Great Expectations Program: EXEMPLARY LIBRARY FAMILY The library director and/or staff may nominate an "Exemplary Library Family" from the local community. There is no nomination form and no particular criteria. YOU de- cide what makes that family exemplary and explain it in sup- porting statements along with your nomination. All entries must be submitted to Karen Cage (Public Relations Director; KDFW-TV, Inc. ; 400 N. Griffin St. ; Dallas 75202 ; 214/720- 4444) or to Tamela A. Bembenek (3003 LBJ Freeway, Suite 132 ; Dallas 75234 ; 214/243-8764 ; fax 214/243-7492) NO LATER THAN MAY 14, 1991. The winning family will be the guest of Scarborough Faire June 8 and will be introduced (as Exemplary Library Family) to the crowd just before the parade that morning. (Winners will be notified by May 27. ) Every member of the family will receive free admission, t-shirts, a special tour and other special treats - probably including an invitation to join the King and Queen and their court for lunch. If the family is from such a distance that overnight accommoda- tions are necessary, those will also be provided by Channel 4 and the Faire. Great Expectations Program: STUDENT RESEARCH/WRITING Libraries may encourage student research into the Re- naissance Era with a special program beginning April 14 (the first day of National Library Week) . Students in whatever grades you specify will be asked to write an essay or story about any of several suggested topics relative to that era or about anything else during that period which sparks the writer's interest. Anyone who enters a written article in the contest will receive a coupon for free food from Jack in the Box. Each library may set its own ending date prior to May 14 so that the library director/staff can select the winner from that library and send that to Cage or Bembenek also NO LATER THAN MAY 14. Three winners will be selected from among the entries received at Channel 4 . (Winners will be notified by May 27. ) The first place winner's family will receive all the rewards indicated above for the exemplary family except that only the winning student will be introduced before the parade. Great Expectations Program: NATIONAL LIBRARY WEEK PROMOTION Any NETLS member library BUILDING which plans a special activity for National Library Week and would like to give away two complementary passes to Scarborough Faire in con- junction with that activity should submit tangible evidence of that library promotion (flyer, news clipping, in-house photos, etc. ) to me, dona weisman, NO LATER THAN APRIL 25 so that I can make copies of your information for the NETLS files and then send a list of the participating libraries to Cage and Bembenek. The names of those libraries will go into a hat and one will be drawn to receive 4 additional passes which the di- rector/staff may use however he/she/it chooses. Winners will be notified by May 1. What the National Library Week activity is, the age level it attracts, the amount of time it will run, how the tickets are given away, etc. is up to each library. I'm en- closing examples of flyers from some of last year's programs to give you some ideas. SCARBOROUGH FAIRE: NATIONAL LIBRARY WEEK NEW CARD PROMOTION At the end of each day of National Library Week (April 14-20) , all new card applications at any BUILDING are put into a hat and one name drawn to be the recipient of a free pass to the Faire. To help participating libraries promote this, NETLS Resource Sharing Clerk Dan Ellerthorpe has de- signed an 8 1/2" x 11" poster for which a master is in- cluded. After filling in your library's name, address, logo, hours (whatever) , you may want to photocopy the poster onto colored paper and distribute it some way (bank state- ments? utility bills? local businesses?) . A list of names of daily winners should be sent to me NO LATER THAN APRIL 25 so that I can request those tickets for you to distribute.
