A quorum was present and notice of the meeting was posted in the time and manner required by law. Those present were : Pat Guess , Bebs Fulkerson, Ronnie Bentley , Elizabeth Allen, Cathy Weatherspoon, Jerri Smith, Shirley Burnett , and Phyllis Floyd, librarian. APPROVAL OF MINUTES FOR APRIL 27 , 1992 : Minutes of the last meeting were approved as submitted. ADMINISTRATION OF OATH OF OFFICE TO NEW BOARD MEMBERS: Carolyn Jones , City Secretary, administered the Oath of Office to Jerri Smith, Elizabeth Allen, Cathy Weatherspoon, and Shirley Burnett . REPORT ON SUMMER READING CLUB & PUPPET SHOW: Over 180 children attended the Puppet Show, but the number of participants in the Summer Reading Program was down this year . Other activ- ities such as Vacation Bible Schools were in progress at the same time . SCARBOROUGH FAIRE LIBRARY DAY: Phyllis Floyd reported that 20 children received Achievement Certificates and free passes to Library Day at the Faire . MONTHLY REPORTS: ' Circulation at the library is increasing. The meeting adjourned. Besides other activities,it passed a motion(6-0)"that encouragement and support be given to library supporters,both non-profes- sional and professional,in their efforts to seek legislative exemption for library systems from Uniform State Service Regions." (Those regions will be created as a part of Rider No.120 of the Appropriations Bill passed by the 72nd Legislature.) The Texas Library Association followed up at Annual Assembly July 24- 25,with the following resolution on a legal exemption: Resolution on Uniform State Service Regions (Adopted by the Texas Library Association July 25,1992) WHEREAS, The Texas Library Systems Act enacted in 1969 by the Texas Legislature created a net- work of systems with major resource centers which resulted in the organization of 10 sys- tems with major resource centers;and WHEREAS, The act has raised the level of awareness of public libraries,has increased support on lo- cal,state and federal levers for public libraries,and has resulted in the establishment of public libraries in communities which had been without library service;and WHEREAS, The act has brought about cooperation between Texas public libraries,and the sharing of both material and human resources,and WHEREAS, The act has encouraged hundreds of citizens who have given thousands of volunteer hours advancing the support of libraries in town,cities,county seats and in Austin;and WHEREAS, Radical changes in present system boundaries under Section 120 would cause relocation of three major resource centers,increase bureaucracy,increase operating costs,move funds and resources to libraries in population centers leaving insufficient resources to as- sist libraries in smaller cities,and increase travel distances within some reorganized sys- tems;and WHEREAS, The systems are operated under contract between the Texas State Library and the govern- ing bodies of major resource center libraries,creating some question as to whether the sys- tems are branches of a state agency as described under Section 120; therefore be it Resolved, By the Public Libraries Division that the Texas Library Association seek legislative exemp- tion for library systems from Uniform State Service Regions. r Ei RITA & TRUETT SMITH PUBLIC• LIBRARY * e—_lE, n, ' ( 1 , MI ii, 1 m -_,,.,. 800 THOMAS STREET _ 41YLIE,TEXAS 75098 US n n +��.^ 2i4-A42-75+6+6 FAX 214-442-4 3O2 r' e —_ Contact Per son; " .+ ihrarian "" r, Phyllis A.
