RITA & TRUETT SMITH LIBRARY BOARD BOARD MEETING October 13, 1997 The Library Advisory Board of the City of Wylie met in regular session on October 13, 1997, in the Library at 7:00 p.m. The attendees were: Shirley Burnett Mary Conley Gerry Whitt Tom Proctor Call to Order 1. Approval of Minutes Minutes from the September 8, 1997, Library Advisory Board meeting were approved. 2. Discuss and Consider Approval of the Long Range Plan. The Board approved the Long Range Plan. 3. Discuss and Consider Approval of the Long Range Automation Plan. The Board approved the Long Range Plan. The Long Range Automation Plan will go to the Texas State Library (TSL) for approval. If the Library's plan is granted approval, the Library will be eligible for federal discounts. After the plan is approved by TSL, Mignon will apply for federal discounts up to 40% off the current rates. These discounts apply to information sharing lines. The Library is currently qualified to receive 25% discounts (House Bill 2128.) Mignon is currently working with the Public Utilities Commission; GTE; and Jim Holcomb; the City's purchasing agent, to get those discounts in place. There will be future updates on the discounts. 3. Discuss Meeting Room Policy. Last month the Library Board approved the Meeting Room policy pending a review of the City Attorney. The City Attorney reviewed the policy and approved the usage of it. 4. Discuss November Meeting Date. Mignon will be attending the PLANT conference on the regularly scheduled November meeting date. She asked the Board if the meeting could be rescheduled. It was agreed to have the November Library Advisory Board meeting on November 20 at 7:30 p.m. This will be the meeting to discuss the Internet policy. (The meeting time was changed to 7:30 due to Bluebonnet Room Reservation.) There was a further discussion regarding the date for the December party. It was agreed that the date would be moved to December 11th pending the approval of the other Board members that were not at the board meeting. The December meeting date will be discussed again on November 20th 5. Discuss FY 97 Summary and Quarterly Report. The FY 97 Summary and Quarterly report were discussed. The Board was pleased with the productivity and statistical increases. 6. Discuss Library User Survey. The Library Board reviewed the survey. Mignon stated that there were more comments this year compared to last year and that most of them were positive. 7. Discuss Children's Behavior in the Library The Library Board had a lengthy discussion on the problems with children's behavior. They suggested signage on the front door along with an article in the newsletter. They agreed that there needs to be more action taken to discipline the children. The Library Code of Conduct states that misbehaving people can be asked to leave. The Board and City Manager are wanting to enforce this more. Another suggestion that was made by the Board is to have a mentoring program to help children with using the library and/or provide things for them to do. Mignon is going to pursue this through the WISD and give a follow-up report at the November meeting. NEW BUSINESS Mignon reported that the contract for the automation system is being reviewed by the Finance Director. She will have more information by the next meeting. Meeting Adjourned 8:45 p.m.
