08-13-2012 (Library) Minutes Library Advisory Board CITY OF WYLIE -- �— Library Board--Minutes Monday, August 13, 2012- 7:00 pm Conference Room Smith Public Library 300 Country Club Rd., Bldg. 300 Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Mindy Ayers, Candy Arrington, Shirley Burnett, Timothy McCray, Elaine Sichter, Gerri Washington, William Whitney, Rachel Orozco (Board Liaison) Members absent: None CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. There were no citizens present at the meeting. PRESENTATION There was no presentation made at the meeting. ACTION ITEMS The Library Board Minutes of Monday, July 9, 2012 were approved as presented. DISCUSSION ITEMS Meeting Rooms— Computer Lab Policy: Add the "rates" language to the Policy with the following addition at the end of Class C: "and other government entities". In the Request form add the language "Description of Training" in the Group Information section. These forms have been tabled for final approval until the next meeting. After approval, the forms must be submitted to City Council for approval. August 13, 2012 Library Advisory Board Regular Meeting Minutes Page 2 of 3 STAFF REPORTS Budget for Fiscal Year 2013: As required by charter, a complete draft of the proposed budget is available at the Reference Desk for review. A summary of the cover page was presented and reviewed by the Board. After numerous meetings there is a proposal to reduce the tax rate by one cent. The current rate is .8989 and the reduced rate would be .8889. For a home that is valued at $150,000.00 the savings per year would he approximately $15.00 or $1.25 per month and the City loses $227,046.00 out of its budget. The tax rate will be set and approved by Council this Tuesday, August 14. At the beginning of each Council meeting there is an opportunity for citizen comments. City personnel are going to be given a salary increase based on their tenure at the rate of 2%, 3.5% or 5%. Some individuals received a salary adjustment and two IT positions were reclassified and also given salary adjustments. New positions being added are a Narcotics Officer, a part-time Administrative Assistant at the Animal Shelter, a new Crew Leader in the Water Department and a Maintenance Worker in the Waste Water Department. The 4B Recreation Department has increased hours to staff the future Senior Citizen Center. The book budget remained the same and the AV budget increased 94% to purchase downloadable audio and eBooks. We hope to have the eBooks up and running by January. The other library budget line items pretty much stayed the same. There were no funds available to add the staff hours needed to open the library more hours. 67% of the time the library is open we are engaged in some type of program which is double compared to other libraries in the Metroplex. We also wanted to add some additional money for more cultural programs which didn't get funded. We were able to leave travel and training in the budget which is necessary for staff that are on committees and are obligated to attend specific conferences. Next year we will again try to obtain funding to open the library more hours. The Board was encouraged to attend the City Council budget meetings. Summer Reading Club: We had 6,000 children attend programs this summer and adult participation increased from last year. Final results are not yet available on the number of logs submitted and which elementary school won the Abby Award. Rachel will provide this information at the next meeting. Library Events: In September, story time starts again the Wednesday after Labor Day and computer classes and the English Conversation Club will also resume. Also in September we are having a chocolate tasting event for adults and pumpkin carving. In October we are bringing back the Mystery Theater. During Teen Read Week we have budgeted to have a school bus pick up teenagers from Harrison, Burnett and Wylie East and bring them to the Library. We believe there has been a drop off in teen participation since the new library opened.
