08-10-1998 (Library) Minutes RITA & TRUETT SMITH LIBRARY BOARD BOARD MEETING The Library Board of the city of Wylie met in special session on August 10, 1998 at the Library 7:00 p.m. The attendees were: Jim Swartz Geri Whitt Kenna Johnson Debra Workman CALL TO ORDER ACTION ITEMS 1. Approval of the Minutes. Minutes were approved as read from the July 27, 1998, Special Meeting. 2. Discuss and Act Upon Approval of the Revised Bylaws. The Board approved the Bylaws. They will be on the Council Agenda on September 8, 1998. 3. Discuss and Act Upon the Approval of the Revision of the Circulation Overdues. Debra Workman asked about the time table for the overdues. Mignon explained that the notices are sent out in two week intervals. The third overdue notice will be sent out through the Police Department with the Police Chiefs signature. The ordinances states it is a misdemeanor to not return materials and not pay fines. The Board approved the revision of the circulation overdue notices. Library staff will begin using new notices within the next few days, pending the completion of the software program. DISCUSSION ITEMS 4. Discuss Summer Reading Club. The Summer Reading Club was very successful this year. Parents and children thoroughly enjoyed the Play held on July 29, 1998 at Hartman Elementary. Registrations increased 47% over last year. 5. Discuss July Monthly Report. There was a significant increase in patron registrations; however, the circulation statistics dropped over last year.. Mignon noted that she has begun writing weekly articles for the Wylie News. NEW BUSINESS The Board discussed the operating budget for this year. Mignon commented that she is concerned about needing a new facility within the next few years as a result of the rapid growth. She is considering using FY 2000 4B funds to hire a consultant to write a long range plan for the Library. Jim suggested using the information in the City's Comprehensive Plan upon its completion next year. Information contained in the Comprehensive Plan would be valuable to a consultant. (Kenna Johnson will be serving on the Comprehensive Plan Committee.) OLD BUSINESS Kenna talked with Roz Garland about coordinating some programs for seniors. Roz is an active volunteer with the First Baptist Church Happy Circles Seniors. Kenna will ask Roz to contact Mignon. CITIZEN PARTICIPATION WORKSESSION ADJOURNMENT The meeting adjourned at 8:30 p.m.
