12-06-2012 (Public Arts Advisory) Minutes _41 Public Arts Advisory Board CITY OF WYLIE r Minutes Special Called Meeting December 6, 2012 — 1:30 p.m. Wylie Municipal Complex Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER Announce the presence of a Quorum. Chairman Jim Lenox called the meeting to order at 1:40 p.m. Board members in attendance were Anne Hiney, Susan Spurgin, Lynn Grimes, and Gaynell Reed. DeeAnn Ross and Lisa Green were absent. Councilwoman Kathy Spillyards was also in attendance. Staff present included Carole Ehrlich, board liaison/secretary and Craig Kelly, Public Information Officer. • Discussion regarding FY 2012 Wylie Arts Festival Subcommittee Meeting. (C. Ehrlich, PAAB Liaison) Executive Summary The 2012 Wylie Arts Festival Vendor Subcommittee members discussed the 2012 Wylie Arts Festival and the extraordinary issue with the tent notwithstanding the wind and for safety reasons being closed at 1:30 in the afternoon the day of the event. The committee made the recommendation to the full board to refund 50% of the -- vendor booth fees to those tent vendors who were asked to close early or relocate to the events center. The board discussed the 2012 application that noted no refunds to vendors but felt because of the unusual circumstances surrounding the tent that a 50% refund was appropriate. Board liaison Ehrlich stated her staff could calculate the refunds and attach a letter to each vendor and an application for next year's event. She estimated a two week turnaround. REGULAR AGENDA 1. Consider and act upon approval of the recommendations by the 2012 Wylie Arts Festival Vendor Sub-committee regarding possible vendor refunds and/or credits for early closing of the tent. (C. Ehrlich, PAAB Liaison) Board Action A motion was made by board member Grimes, seconded by board member Spurgin to refund 50% of all tent vendor fees and to send a letter to each vendor inviting them back in 2013, based on approval. Consider and act upon final approval of the Olde City Park Downtown Mural including approval of an additional $1,500 for payment of the Downtown Mural to Roger Nitz for the additional 5 foot length of the mural wall. Staff Comments PAAB liaison Ehrlich addressed the board stating that the mural in Olde City Park was commissioned for a 60 X 12 foot mural wall. Artist Roger Nitz was commissioned by the Mural Selection Committee and PAAB to provide the mural. Artist Nitz measured the wall and found an additional 5 feet in length which has been completed as part of the commission. This additional; space required additional design and fabrication. He is requesting an additional $1,500 for the additional design and mural completion. Board Action A motion was made by board member Hiney, seconded by board member Grimes to approve an the final mural design and remit an additional $1,500 to the artist for the additional design and fabrication needed for the mural. A vote was taken and the motion passed 5-0 with board members Ross and Green absent.
