Resolution: Keep Wylie Beautiful Chili Cook-Off
ISSUE
Discuss and consider approval of resolution authorizing the Keep Wylie Beautiful Board to hold a chili cook-
off, September 30, 1995.
BACKGROUND
This will be the second year for the Keep Wylie Beautiful Board to host a chili cook-off. The event will be
held at the Olde City Park and all proceeds will be used to provide improvements to the gazebo. A first,
second and third prize will be given away to the winners.
The Park and Recreation Board met August 28, 1995, recommending that City Council approve the Chili
Cook-off.
RECOMMENDATION
Staff recommends approval of resolution authorizing the chili cook-off.

TEXAS, AUTHORIZING THE REQUESTS OF THE KEEP WYLIE
BEAUTIFUL BOARD TO HOLD A CHILI COOK-OFF, SEPTEMBER 30, 1995
WHEREAS, the Keep Wylie Beautiful Board had made specific requests relating to
the Chili Cook-off, and
WHEREAS, the Wylie City Council deems the requests to be reasonable and in the
best interest of our community pride, and

WHEREAS, the City Council has been assured that all necessary precautions will
be taken to protect the health, safety, and public welfare of the participants and the
spectators
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WYLIE, THAT:
SECTION 1. A letter dated , from the Keep Wylie Beautiful
Board is attached hereto as Exhibit "A" and is incorporated as a part of this resolution for
the purpose of approving requests made therein.
SECTION 2. That all requests as stated in Exhibit "A" are hereby approved with the
condition that all reasonable measures be taken to protect the health, safety, and public
welfare of all citizens, participants and spectators to the cook-off.

Award Bids for Regency and Cooper Reconstruction Projects
Issue
Discuss and Consider award of the contract for the Construction of Paving and Drainage
Improvements for Cooper Drive and Regency Drive.
Background
Sealed bids were opened and read aloud on August 30, 1995. The apparent low bidders
on these projects were BCI Utility, Morrow Construction and JRJ Paving. The Hogan
Corporation is evaluating the various options and checking the low bidders' qualifications.
A detailed breakdown of bid prices and alternate bid items will be provided to aid Council
in evaluating the various options.
In order to incur the least amount of confusion and inconvenience to the property owners,
the contractor(s)will be required to comply fully with the terms and conditions as specified
in the Contract Documents. These items will be addressed at the preconstruction meeting
and required of the contractor(s):
1. Submit a detailed construction sequence plan including traffic control and project
schedule for review by the Engineer and Staff. The traffic control plan must allow
access to all businesses and properties adjacent to the project at all times.
2. Coordinate through City Staff a meeting with the adjacent businesses and property
owners to discuss the proposed plan and schedule and make adjustments if
necessary.
3. Prepare a form letter of notification to be used to inform affected businesses of any
construction related activities which may affect access. This letter must be
reviewed by staff prior to issuance.
4. Deliver letter of notification to affected parties 48 hours in advance of specified
construction activity. A copy must be simultaneously submitted to the City and
Engineer.
5. Notify the City's Inspector as soon as possible as to any changes or problems
which may affect the progress of the project.
6. Prepare the monthly pay request and review it with the City Inspector prior to
submittal to the Engineer for further processing.
7. Coordinate with Staff and the Engineer monthly progress meetings to be held at the
site to review monthly progress and discuss any changes or problems.
8. Fully comply with all other aspects of the Contract Documents.
Financial Considerations
Financing for these two projects will be provided by funds from the 1995 Bond Package.
Staff Recommendation
The Hogan Corporation will make a recommendation on award of these contracts at the
September 12th Council meeting.

Dear Mayor and Council Members
On August 30, 1995,at 2:00 PM,sealed bids for the above referenced project were received at the office of
the Purchasing Agent for the City of Wylie,opened and publicly read aloud. The Hogan Corporation has
compiled a detailed item by item breakdown of the bids and checked the extensions of the items bid_ No
errors were detected that would affect the order of the bidders. The apparent low bidders on these projects
were BCI Utility,Morrow Construction,and JRJ Paving. The Hogan Corporation is in the process of
evaluating the various options with regard to alternate bid items, etc. The City Council will have several
alternatives to consider when making the final award decision. We will prepare a detailed breakdown of
the bid prices,along with all of the alternate bid items,in tabular format to assist in the selection process.
The Hogan Corporation has contacted all three apparent low bidders and requested that prequalification
information be submitted including references,current work load,information on personnel and available
equipment,and more. We will thoroughly review the submitted material and contact the references listed
as well as others to make sure these contractors are currently able to perform adequately on your projects.
We will also be contacting the bonding companies in our review. Upon completion of our review,we will
be able to recommend award of contract on this project.
The Hogan Corporation will be prepared to make a recommendation on award of these contracts at the
regularly scheduled meeting of the City Council on Tuesday, September 12.

Resolution RE: Senior Citizen Advisory Committee
ISSUE
The resolution proposed would establish an ad hoc committee whose role is to seek out solutions
to issues directly affecting the senior citizen population in Wylie.
BACKGROUND
The City Council is very aware of the challenges thus community faces in keeping the Meals on
Wheels Program available with sufficient funding. Over the past few months, staff has discussed with
Council the need to get City employees out of the fund raising business for Meals on Wheels. One of
the tasks of this newly formed committee will be to tackle the fund raising issue and offer possible
solutions. With the purchase of the old post office building to be used as the future community center,
this committee will also have some opportunity to offer suggestions regarding ways in which to make the
center more accessible and comfortable for seniors. Staff would also like to see this committee
coordinate with local businesses, organizations, and civic group regarding the promotion of existing
senior programs, suggestions for new programs, and the identification of duplicated efforts. The
resolution attached offers this committee an opportunity to get involved in the community and work on
issues that directly affect seniors.
LEGAL CONSIDERATIONS
The Senior Citizen Advisory Committee is a recommending body to the Wylie City Council. This
committee has no budget expenditure authority and is created until their tasks are completed or until the
Council decides to make them a permanent board. We would not want to see the committee disband if
they are successful in their goals. The resolution provides a six month review period whereby Council
can evaluate their effectiveness. We have attached a list of names that have been proposed by seniors
and various members of the Council for appointment on the committee. You are not limited to these
names.
RECOMMENDATION
Staff recommends approval of the resolution as proposed and appointment of at least seven and
not more than fifteen members.

Appointment to Animal Shelter Advisory Committee
ISSUE
Council is requested to appoint a City official to fill a vacant position on the Animal Shelter
Advisory Committee.
BACKGROUND
Shortly after the City resumed control of the Wylie Animal Shelter, the City Council appointed
a five member Animal Shelter Advisory Committee. The committe was created by Council
resolution to satisfy one of the requirements of Chapter 823 of the Texas Health and Safety Code
which regulates the operation of animal shelters in the State of Texas. Subsection 823.005 states
that "the governing body of a county or municipality in which an animal shelter is located shall
appoint an advisory committee to assist in complying with the requirements of this chapter", and
that "the advisory committee must be composed of at least one licensed veterinarian, one county
or municipal official, one person whose duties include the daily operation of an animal shelter,
and one representative from an animal welfare organization". The basic duties of the committee,
as defined by Council resolution are to "monitor the operation of the animal shelter to assure
compliance with established standards for health, housing, sanitation and humane treatment". In
September, 1994, the following committee members were appointed for concurrent two year
terms: Michelle Glover,DVM; Russell Wyman,Building Official; Brett Callais,Animal Control
Officer; Joan Hamilton,SPCA; Jim Holcomb,Animal Control Supervisor and Committee
Chairman. Since Russell Wyman is no longer employed by the City of Wylie, a vacancy exists
for a municipal official to serve on the committee. The City Building Official was originally
selected for membership on the committee because an official with a background in code
enforcement seemed a logical choice and this still holds true.
RECOMMENDATION
Staff recommends that Council appoint Mike Phillips, City Building Official, as a member of
the Animal Shelter Advisory Committe to serve the unexpired term of Russell Wyman.

ISSUE
Council is requested to appoint an Animal Shelter Advisory Committee, as required by the
Texas Health and Safety Code.
BACKGROUND
The following is excerpted from Chapter 823 of the Texas Health and Safety Code which
deals with the regulations of animal shelters.
823.005 Advisory Committee
(a) The governing body of a county or municipality in which an animal
shelter is located shall appoint an advisory committee to assist in complying
with the requirements of this chapter.
(b) The advisory committee must be composed of at least one licensed
veterinarian, one county or municipal official, one person whose duties include
the daily operation of an animal shelter, and one representative from an animal
welfare organization.
(c) The advisory committee shall meet at least three times a year.

TEXAS, CREATING AN ANIMAL SHELTER ADVISORY COMMITTEE,
ESTABLISHING TERMS OF OFFICE, ESTABLISHING MEMBERSHIP
CRITERIA, AND PROVIDING AN EFFECTIVE DATE
WHEREAS, Chapter 823 of the Texas Health and Safety Code requires the creation
of an Animal Shelter Advisory Committee, and
WHEREAS, Said Committee is necessary to insure the safe and humane
administration of the Wylie Animal Shelter, and
WHEREAS, the City Council of the City of Wylie advocates humane,
environmentally friendly and safe conditions at the Wylie Animal Shelter as well as efficient
and responsible administration
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wylie,
Texas, that:
SECTION 1. Purpose. The Animal Shelter Advisory Committee is hereby created for
the purpose of assisting in compliance with Chapter 823 of the Texas Health and Safety Code
regulating the operation of animal shelters in the State of Texas.
SECTION 2. Duties. The Advisory Committee shall monitor the operation of the
animal shelter to assure compliance with established standards for health, housing, sanitation
and humane treatment.
SECTION 3. Appointment of Committee Members. Committee members shall be
appointed, as provided herein, by the City Council for a term of two years each effective
September 13, 1994. Upon the resignation, removal or death of a committee member
Council shall appoint a qualified successor to serve the unexpired term. A chairperson shall
be elected by the membership of the committee at the first regular meeting.
SECTION 4. Composition of Committee. The Advisory Committee shall be
composed five members and shall contain the following membership as appointed by the City
Council on September 13, 1994:
(1) Licensed Veterinarian Michelle Glover, DVM
(1) Municipal Official Russell Wyman, Building Official
(1) Person Whose Duties Include Brett Callais, Animal Control Officer
Operation of Animal Shelter

Replat for Lot 8 & Lot 9, Lake Ranch Addition
Issue
Accept a Minor Replat of Lot 8 and Lot 9 of the Lake Ranch Estates Addition.
Background
This is a Minor Replat which combines Lot 8 and Lot 9 of Lake Ranch Estates into Lot 8-A. This
would allow the property owner to build on a bigger lot. The elimination of an adjoining lot line
also eradicates a mutual access easement which was originally platted to ensure both lots had
ingress/egress access. Combining the two lots into one eliminates the need for this access
easement. The owner has provided a letter from the Homeowners Association requesting
removal of this easement.
This Minor Replat was originally approved by staff and signed by the Planning & Zoning
Chairman and the Mayor. However, due to wording in the Certificate of Completion it is required
to be brought before the Council for submittal and acceptance. In lieu of resubmitting the Plat
with the corrected wording and re-obtaining signatures, etc., we request this item be placed on
the consent agenda.
Staff Recommendations
City Staff recommends acceptance of the Replat.

Issue
Discuss and Consider a Recommendation to the City Council to review and consider amending
a Specific Use Permit for an auction house, "Phoenix Galleries", operated by Doyle Spurgin,
located at 130 N. Ballard.
Background
This Specific Use Permit was originally granted with the specification that it be reviewed in 18
months. Council member Reta Allen requested that this SUP follow closely with the SUP that was
recently granted to Earl Wilson for his auction house.
Mr. Spurgin requested that two items in this SUP be amended. Currently he is allowed to open
for no more than 5 Sundays per year and he wishes to have unlimited Sunday operation between
the hours of 1:00 p.m. and 6:00 p.m. In addition, he requests to increase his occupancy load
from 100 to 200. Originally calculated at 1 space per 2 occupants, parking was recalculated at
1 space per 3 occupants to coincide with the other SUP. In accordance with his parking
agreement with First Baptist Church he can still meet parking requirements.
This SUP is to limited to a period of 15 months from the date of Council approval which would
allow both of Wylie's auction houses to be reviewed concurrently. This additional review period
is due to the fact that the SUP was requested to be amended by the owner.
Board/Commission Recommendations
The Planning &Zoning Commission at their meeting of August 28, 1995, recommended approval
of the amended SUP with the stipulation that he be limited to operation of one Sunday per month.
Staff Recommendations
City Staff recommends approval of amendment to the SUP.

AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF WYLIE AS
HERETOFORE AMENDED AND AMENDING ORDINANCE 93-57 SO AS
TO GRANT A SPECIFIC USE PERMIT FOR AN AUCTION HOUSE AS
HEREIN DEFINED ON A TRACT OF LAND DESCRIBED AS LOT 18,
BLOCK 18, RAILROAD ADDITION; PROVIDING FOR A PENALTY OF FINE
NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000.00)
FOR EACH OFFENSE; PROVIDING FOR A SEVERABILITY CLAUSE;
PROVIDING FOR A REPEALER CLAUSE; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for an Auction House has been requested by
Doyle Spurgin for the property described as Lot 18, Block 18, Railroad Addition; and
WHEREAS, the Planning and Zoning Commission of the City of Wylie and the
governing body of the City of Wylie, in compliance with the laws of the State of Texas and
the ordinances of the City of Wylie, have given the requisite notices by publication and
otherwise, and have held public hearings and afforded a full and fair hearing to all property
owners generally, and to all persons interested in and situated in the affected area and in
the vicinity thereof, the governing body in the exercise of its legislative discretion has
concluded that the Comprehensive Zoning Ordinance of the City of Wylie should be
amended as follows:
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Wylie,
Texas:
Section 1. That the Comprehensive Zoning Ordinance of the City of Wylie, as
heretofore amended, be and the same is hereby amended so as to grant a Specific Ilse
Permit for an Auction House as provided herein on the following described property:
Lot 18, Block 18, Railroad Addition
and further described on the approved site plan attached hereto as Exhibit "A".
Section 2. That the Specific Use Permit shall be subject to the following special
conditions:
1. The approved uses shall be limited to retail uses including the sale
and/or auction of antiques and collectibles and the sale of estates
2. A parking agreement with the First Baptist church providing the
deficient number of minimum parking spaces required shall be
executed to the satisfaction of the City of Wylie prior to issuance of
a Certificate of Occupancy
3. The occupancy load of the building shall be limited to 200 persons
4. That a scaled site plan shall be submitted to and approved by the
Building Official prior to issuance of a Certificate of Occupancy and
attached hereto as Exhibit "A" and made a part of this ordinance
5. That a minimum of 67 parking spaces shall be provided either on-site
or by way of official agreement with the First Baptist Church
6. No industrial products or equipment are authorized for sale or auction
under the terms of this SUP
7. That all non-residential auctions shall not take place in or on the
property described herein but must take place off-site
8. That auctions are limited to two (2) nights per week between the
hours of 6:00 p.m. and 10:30 p.m. as proposed by the applicant and
no more than one (1) Sunday per month between the hours of 1:00
p.m. and 6:00 p.m.
9. That this Specific Use Permit shall by reviewed after a period of
fifteen (15) months from the date of approval
Section 3. That the above described tract of land shall be used only in the manner
and for the purposes provided for in the Comprehensive Zoning Ordinance of the City of
Wylie as heretofore amended, as amended herein by granting of this Specific Use Permit
and as may be amended in the future.
Section 4. That all ordinances of the City of Wylie in conflict with the provisions
of this ordinance be, and the same are hereby repealed to the extent of that conflict.
Section 5. Any person, firm, or corporation violating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and upon conviction shall be punished
by a penalty of fine not to exceed the sim of TWO THOUSAND DOLLARS ($2,000.00) for
each offense and each and every day such offense shall continue shall be deemed to
constitute a separate offense.
Section 6. If any section, paragraph, or provision of this ordinance or the
application of that section, paragraph, or provision to any person, firm, corporation or
situation is for any reason judged invalid, the adjudication shall not affect any other
section, paragraph, or provision of this ordinance or the application of any other section,
paragraph or provision to any other person, firm, corporation or situation, nor shall
adjudication affect any other section, paragraph, or provision of the Comprehensive Zoning

would have adopted the valid portions and applications of the ordinance without the invalid
parts and to this end the provisions for this ordinance are declared to be severable.
Section 7. That this ordinance shall take effect immediately from and after its
passage and the publication of the caption of said ordinance as the law in such cases
provides.

Background
This property was annexed into the City on August 9, 1994 and automatically received an
Agriculture zoning classification. The current owner recently purchased this property and
would like to construct a mechanical shop on this site for her son to repair refridgeration
appliances.
This Industrial zoning conforms to the City of Wylie's Comprehensive Land Use Plan.
Board/Commission Recommendations
The Planning and Zoning Commission recommended approval of this zone change
after holding a Public Hearing at their meeting of August 21, 1995.
Staff Recommendations
City Staff recommends approval of the zone change from Agriculture to Industrial.

GENERALLY LOCATED AT 343 HOOPER ROAD BEING ON THE EAST SIDE OF
HOOPER ROAD AND SOUTH OF HOOPER BUSINESS PARK, FROM "A"

WHEREAS, the zoning of the property hereinafter described is presently zoned as "A"
Agriculture; and,
WHEREAS, the owners of the property have properly filed a request with the City to
change the zoning classification from "A" Agriculture to "I" Industrial; and,
WHEREAS, the Planning and Zoning Commission, after first having given all requisite
notices, by publication and otherwise, and conducting all requisite hearings thereon, has
recommended to the City Council that the request for change in zoning classification be granted;
and,
WHEREAS, the City Council has heretofore conducted a public hearing on the proposed
change and determined that the change should be granted;
WHEREAS, the City Council has determined, in its legislative capacity, that the proposed
change is appropriate and in the best interest of the orderly development of the City in that it is
based on recognition of changed or changing conditions or circumstances in the locality and/or
recognizes changes in technology, the style of living, or manner of doing business, as required by
Section 35.1 of the Comprehensive Zoning Ordinance and therefore not in derogation of any of
the purposes therein expressed;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WYLIE, TEXAS, as follows:
SECTION I
That the Comprehensive Zoning Ordinance, as Codified by Section 1, of Chapter 12 of the
Wylie City Code, be, and it hereby is, amended by amending the Zoning District Map, as the same
currently exists, so as to change the zoning classification on the following described property,
commonly described as 343 Hooper Road, to wit:
The L.K. Pegues Survey, Abstract No. 703, Tract 2,
an Addition to the City of Wylie, Collin County, Texas
from "A" Agriculture to "I" Industrial.
SECTION II
That the property herein described shall be used only in the manner and for the purposes
authorized by the Comprehensive Zoning Ordinance of the City of Wylie, as amended.
SECTION III
Any person violating the provisions of this ordinance, or any part hereof, commits an
unlawful act and shall be subject to the general penalty provisions of Section 37 of the Zoning
Ordinance, as the same now exists or is hereafter amended.
SECTION IV
Should any paragraph, sentence, sub-division, clause, phrase or section of this ordinance
be adjudged or held to be unconstitutional, illegal or invalid the same shall not affect the validity
of this ordinance as a whole or any part or provision thereof, other than the part or parts as
declared to be invalid, illegal, or unconstitutional.
SECTION V
This ordinance shall be in full force and effect from and after its adoption by the City
Council and publication of its caption as the law and the City Charter provide in such cases.
SECTION VI
That all other ordinances and code provisions in conflict herewith are hereby repealed to
the extent of any such conflict or inconsistency and all other provisions of the Wylie City Code
not in conflict herewith shall remain in full force and effect.
SECTION VII`
The repeal of any ordinance, or parts thereof, by the enactment of this Ordinance, shall not
be construed as abandoning any action now pending under or by virtue of such ordinance; nor
shall it have the effect of discontinuing, abating, modifying or altering any penalty accruing or to
accrue, nor as effecting any rights of the municipality under any section or provisions of any
ordinances at the time of passage of this ordinance.

Public Comment on Proposed Tax Rate and F1(95.96 Operating Budget
Issue
Hold a Public Hearing to allow for citizen comment on the Proposed Tax Rate and the Fiscal
Year 1995-96 Annual Operating Budget.
Background
This hearing will complete the requirements necessary for the City to be in compliance with the
"Truth-in-Taxation" laws. For a more detailed discussion of the tax law requirements see the
"Background" section of the attached Item #6 from the August 22, 1995 City Council meeting.
The hearing will give the public an opportunity to comment on the tax rate and the budget. The
proposed Fiscal Year 1995-96 Annual Operating Budget has been available to the Council and
Public since August 18, 1995. Copies of this budget have been available at the City Secretary's
office, the Library, Utility Billing, and a copy has been provided to the Wylie News.
Financial Considerations
The tax rate proposed will generate new levies of $1,794,640 to the General Fund and $529,790
to the Debt Service Fund. For all budgeted funds, the projected totals for revenues and
expenditures are $9,946,120 and $10,481,580 respectively. Total expenditures will exceed total
revenues by $535,460. The General Fund expenditures are $22,200 more than revenues and this
will result in a decrease to fund balance by that amount. The Utility Fund will have a modest
increase in fund balance (working capital) of$52,550.
Legal Considerations
The City is required by law to follow certain meeting and notice (publications) guidelines as
shown on the calendar excerpt from the "Truth-in-Taxation" guide included in the attached copy
of Item#6. This is the required hearing that was scheduled by the City Council at the August 22,
1995 meeting.
Staff Recommendation
No Council action is required other than to give the public an opportunity to comment on the
proposed Tax Rate and Annual Budget.

Resolution accepting the Proposed Tax Rate and Schedule Public Haring
Issue
Discuss and consider the proposed property tax rate for the tax year 1995. The proposed tax rate
requires that a public hearing be scheduled at this time. A vote must also be taken and the
results published in the "Notice of Public Hearing on Tax Increase".
Background
In accordance with the "Truth-in-Taxation" laws of the State of Texas, notices must be published
and a public hearing must be held if an entity's proposed tax rate exceeds the lower of the
effective tax rate times 1.03 or the rollback rate as determined by the effective tax rate
calculation. The City's proposed tax rate is .655 which exceeds the effective tax rate times 1.03
(.61545) but does not exceed the rollback rate of.68315. Therefore, the City is required to vote
on the tax rate and publish the vote results prior to an additional scheduled public hearing. The
above additional public hearing must be at least three to fourteen days prior to the adoption of
this tax rate. The detailed effective tax rate calculation is available in the Finance Department
for Council inspection.
Financial Considerations
The proposed budget is based on the proposed tax rate of.655 per $100 valuation. This is within
the range previously discussed by council. A change in the proposed rate will require revision
of the proposed budget.
Legal Considerations
The City is required by law to follow certain meeting and notice (publication) guidelines as
shown on the attached calendar excerpt from the "Truth-in-Taxation"guide.
Staff Recommendations
The staff recommends that Council vote on the proposed tax rate and schedule the required public
hearing on the tax increase.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY,OF WYLIE, TEXAS, ACCEPTING THE
PROPOSED PROPERTY TAX RATE FOR FISCAL YEAR 1995-1996; ACCEPTING THE
CALCULATION OF AN EFFECTIVE TAX RATE; ESTABLISHING A DATE FOR PUBLIC
HEARING ON THE PROPOSED PROPERTY TAX RATE; AND PROVIDING FOR THE
PUBLICATION AS PROVIDED BY THE TEXAS PROPERTY TAX CODE
WHEREAS, the City of Wylie has received the calculated effective tax rate as presented
by the Central Appraisal District of Collin County; and
WHEREAS, such effective tax rate multiplied by 1.03 is .61545 which by Statute requires
additional public hearing in order to entitle the City Council to consider acceptance and adoption
of an ordinance levying a proposed property tax rate of .655 per $100 (ONE HUNDRED) dollars
valuation; and
WHEREAS, the Texas Property Tax Code Chapter 26, as heretofore amended, provides
for specific procedures in which to consider the proposed tax rate
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wylie, that:
SECTION 1. The City Council of the City of Wylie, Texas, does hereby accept the rate of
.655 per $100 (ONE HUNDRED) dollars valuation as the proposed property tax rate for fiscal year
1995-1996.
SECTION 2. That Council met in public meeting on August 22, 1995 and accepted this
resolution with a majority vote as follows:

official newspaper of the City as provided by the Texas Property Tax Code.

This notice concerns 1995 property tax rates for City of Wylie.It presents information about three tax rates.Last year's
tax rate is the actual rate the taxing unit used to determine property taxes last year.This year's effective tax rase would
impose the same total taxes as last year if you compare properties taxed in both years.This year's rollback tax rate is the
