CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:32PM. Present with Chairman
Johnston were; Commissioner Ron Smith, Commissioner David Dahl, and Commissioner
Ramona Kopchenko. Commissioner F. Darnell Harris, Vice-Chairman Gilbert Tamez,
and Commissioner Ruthie Wright were all absent.
Staff present was Renae' 011ie, Planning Director, and Charles Lee, Senior Planner, and
Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Smith led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the December 18,
2012, Regular Meeting.
Board Action
A motion was made by Commissioner Smith, and seconded by Commissioner Dahl, to
approve the Minutes from the December 18, 2012 Regular Meeting as presented. A vote
was taken and passed 4 0, with Commissioners Harris, Tamez and Wright being absent.
REGULAR AGENDA
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City
Council, regarding a request for a Specific Use Permit (SUP) for an
Animal Clinic or Hospital use limited to a lease space(Suite 110) of 2,515

square feet within the existing Zlan Corner Commercial Center, generally
located at the northeast corner of Country Club Road and West Brown
Street. ZC 2012-11
Staff Comments
Mr. Lee presented the Commissioners the report for the request of a Specific Use Permit for
an Animal Clinic or Hospital. The applicant is proposing to lease out a 2,515 square foot
space, more specifically 456 Country Club, Suite 110 within the existing Zlan Corner
Commercial Center.
The proposal includes limited overnight boarding of animals to emergency or very ill
animals.
The applicant did originally request relaxation of the sign ordinance within the provisions of
the Conditions for Specific Use Permit. The applicant has met with Building Inspections and
has rescinded on this provision, and will comply with the requirements for a wall sign. A
stipulation is to be included in the motion that the provision for sign regulation is rescinded.
Five notification letters were mailed to the surrounding property owners, as required by law.
No written responses were received in favor or in opposition of the request.
Commissioners Discussion
Commissioner Kopchenko questioned the definition of animal clinic or hospital, and
boarding of animals. Ms. 011ie stated within the Zoning Ordinance defines the animal
clinic, hospital as animals with a medical condition, and limits boarding overnight.
Outside kennels are prohibited. Commissioner Kopchenko questioned about euthanized
animals, and what is the process.
Michael Lamping, DVM, 703 Glenridge, Wylie, the applicant for the request, stated that
the animals that are euthanized, the owner is given options of having the animal
cremated, or taken to animal cemetery or unincorporated land to bury the animal. The
clinic will have a freezer outside of the main area that the animal is placed inside until
arrangements to cremate are made.
Public
Chairman Johnston opened the Public Hearing. With no citizen approaching the
Commissioner, Chairman Johnston closed the Public Hearing.
Board Action
A motion was made by Commissioner Dahl, and seconded by Commissioner Smith, to
recommend approval to the City Council regarding a change in zoning from
Neighborhood Services (NS) District to Neighborhood Services SUP (NS/SUP) District
for an Animal Clinic or Hospital use, limited to a lease space of 2,515 square feet and
stipulating that all signage adhere to current sign ordinance, within the existing Zlan
Corner Commercial Center, generally located at the northeast corner of Country Club

Road and West Brown Street. ZC 2012-11. Motion carried 4 — 0, with Commissioners
Tamez, Harris and Wright being absent.
ADJOURNMENT
A motion was made by Commissioner Dahl, seconded by Commissioner Kopchenko, to
adjourn the meeting at 7:10 PM. A vote was taken and passed 4 0, with Commissioners
Tamez, Harris and Wright being absent.
