114.178 acre tract of land located in the John W. Mitchell Survey, Abstract 589, Collin County, Texas.
Background
The City Council is asked to consider a petition for voluntary annexation from William E. Campbell,
Jr. for a tract of land located in the vicinity of the northeast corner of McCreary and McMillan Roads (See
Attached Map - Tract No. 3). The property was released from the City of Murphy's Extra Territorial
Jurisdiction (ETJ) into Wylie's ETJ on January 15, 1996. The City of Murphy action allows Mr. Campbell to
petition the City of Wylie for voluntary annexation.
The Council will be asked to consider on March 26, 1996, a petition for voluntary annexation from
William E. Campbell, Jr. for a tract of land located immediately to the North of the property being considered
for annexation on March 19, 1996. ( See Attached Map - Tract No. 4). If the petition is accepted by City
Council on March 19 for Property A, the petition for voluntary annexation of Tract No. 4 could be accepted
on March 26, 1996 because the legal requirement that property must be adjacent to property located in the
city's limits will have been satisfied.
Tract No. 4, owned by Mr. Campbell, is located within the City of Parker's ETJ. Mr. Campbell is
voluntarily exercising authority granted to a private property owner by the Texas Legislature under H. B.
2758. The City of Wylie did not initiate this action and is simply taking action in response to a private
property owners request for voluntary annexation. Mr. Campbell, has agreed to place in Escrow, an amount
totaling $10,000, to be used to cover legal expenses relating to any suit filed against the City of Wylie for
actions taken on Tract No. 4.
Legal Consideration
The Home Rule Charter states that an owner or owners of land contiguous with and adjacent to the
city limits may, by petition in writing to the City Council, request said land to be annexed. The City Council
may grant or refuse the petition as it sees fit. If the City Council grants the petition, it shall, by ordinance,
annex said land as part of the corporate limits of the city in accordance with Article 970a, V.A.C.S. The
petition requesting annexation is submitted pursuant to Section 43.028 of the Texas Local Government
Code. The subject property is:
1. One-half mile or less in width
2. Contiguous to the City limits of the City of Wylie
3. Is vacant and without residents
The action taken by the City Council to approve the property also approves adoption of a service plan
attached to the ordinance.
Financial Consideration
The County has determined that the current market value of this property is $171,841 with a taxable
market value of$22,265. Currently, the land is agricultural exempt, with $145.84 being paid in taxes. If the
land was to lie as raw land the potential for taxes would be $1,125.56.

Dear Mayor Swartz, Members of the City Council, City Manager Collins and City
Secretary Shuler:
On behalf of the William E. Campbell, Jr. - McCreary Rd. Ltd. Partnership,
William E. Campbell, Jr., General Partner, the undersigned as attorney for the
partnership respectfully requests that a petition for annexation of 114.1.78 acre tract
(subject property) dated September 5, 1995, previously filed in the office of the City
Secretary be reified as of this date.
The petition as originally filed was not acted upon. The partnership requests that
the petition be accepted for filing this date and that the City Council of the City of Wylie
consider acting on the petition at its next meeting.
The petition requesting annexation of the 114.178 acre tract (subject property) is
submitted pursuant to section 43.028 of the Texas Local Government Code. The subject
property is:

PETITION FOR ANNEXATION
TO: THE MAYOR AND GOVERNING BODY OF THE CITY OF WYLIE, COLLIN COUNTY, TEXAS:
The undersigned petitioners hereby request and represent as follows:
1. Petitioners are the sole owners of record of a tract of land described
by metes and bounds on the attached Exhibit "A", which is incorporated herein
for all purposes.
2. The tract is not situated within the corporate limits of any
municipality and is contiguous to the City of Wylie, Collin County, Texas.
3. Pursuant to the provisions of Section 43.0561 of the Local Government
Code, Petitioners represent that the tract is (a) more than forty (40) acres
in size; (b) located entirely in a county with a population of more than 260,000
people; and (c) located in the extraterritorial jurisdiction of a general law
municipality with a population of more than 1,000 but less than 2,500 people
that provides water but not sewer services.
4. The Petitioners further represent that the property is adjacent to
the corporate limits of the City of Wylie, Collin. County, Texas, and the
Petitioners do hereby request that the City of Wylie, Collin County, Texas,
annex the area herein described and agree to a service plan to provide both
water and sewer services to the tract herein described, not later than three
and one-half years after the date of annexation.
5. Petitioners further represent that pursuant to Section 43.0561 of
the Local Government Code, upon annexation by the City of Wylie, Collin County,
Texas, the tract described herein is by statutory decree released from the
extraterritorial jurisdiction of the adjacent general law municipality above
described.
6. Petitioners request that such further action be taken as is appropriate
under the circumstances.

MITCHELL SURVEY, ABSTRACT NO. 589 OF THE LAND RECORDS OF
COLLIN COUNTY, TEXAS; PROVIDING THAT THE OWNERS AND

against the annexation on March 19, 1996;and
WHEREAS, the City Council finds that it granted the Petition on March 19, 1996; and
WHEREAS, the City Council finds the proposed service plan was available for review and
inspection by citizens; and
WHEREAS, the City Council finds it has completed the annexation process in compliance
with all applicable statutes;and
WHEREAS, all legal notices required for annexation have been given in the manner and

WHEREAS,the City Council has investigated and determined it will be advantageous and
beneficial to Wylie and its inhabitants to annex such territory to Wylie;

SECTION 1: The property described as follows all public streets, roadways and
alleyways located within or contiguous to the same be and the same is hereby annexed to Wylie,

Mitchell Survey, Abstract No. 589,located in Coffin County,
Texas. Said tract is more particularly described in Exhibit "A"
attached hereto and incorporated herein for all purposes.
SECTION 2: The Service Plan for such territory is attached hereto as Exhibit "B" and
made a part hereof for all purposes.
SECTION 3: That from and after the passage of this Ordinance, said territory shall be a
part of Wylie, and the inhabitants thereof shall be entitled to all the rights and privileges of all of

the citizens of Wylie and shall be bound by all of the ordinances and regulations enacted pursuant
to and in conformity with the City Charter and the laws of the State of Texas.
SECTION 4: It shall be unlawful for any person, firm or corporation to make use of said
premises in some manner other than as authorized by this Ordinance, and it shall be unlawful for
any person, firm or corporation to construct on said premises any building that is not in
conformity with the permissible uses under this Agricultural Zoning Classification.
SECTION 5: Should any part or portion of this Ordinance, or of the use created herein
affecting the aforementioned property,be declared unconstitutional or invalid by a court of
competent jurisdiction, it is expressly provided any and all remaining portions and those provided
for within this Ordinance shall remain in full force and effect.
SECTION 6: This Ordinance shall be effective immediately upon its adoption.

SERVICE PLAN FOR ANNEXED AREA
ANNEXATION ORDINANCE NO.

IN COLLIN COUNTY, TEXAS
Municipal Services to the acreage described above shall be furnished by or on behalf of the
City of Wylie, Texas, at the following levels and in accordance with the following schedule:
A. POLICE SERVICE
1. Patrolling, responses to calls and other routine police services, within the limits of
existing personnel and equipment and in a manner consistent with any of the methods of the City
of Wylie, Texas, extends police service to any other area of the municipality, will be provided
within sixty(60)days of the effective date of the annexation ordinance.
2. As development and construction commence in this area, sufficient police
personnel and equipment will be provided to furnish this area the maximum level of police
services consistent with the characteristics of topography,land utilization and population density
within the area as determined by the City Council within two (2)years from the effective date of
the annexation ordinance, or upon commencement of development within the area, whichever
occurs later.
3. Upon ultimate development of the area, the same level of police services will be
provided to this area as are furnished throughout the City.
B. FIRE SERVICES
1. Fire protection and emergency ambulance equipment by the present personnel and
the present equipment of the Fire Department,within the limitations of available water and
distances from existing fire stations, and in a manner consistent with any of the methods of the
City of Wylie, Texas, extends fire service to any other area of the municipality, will be provided to
this area within sixty(60)days of the effective date of the annexation ordinance.

2. As development and construction commence in this area, sufficient fire and

the annexation ordinance, or upon commencement of development within the area, whichever

C. ENVIRONMENTAL HEALTH AND CODE ENFORCEMENT SERVICES
1. Enforcement of the City's environmental health ordinances and regulations,
including but not limited to,weed and brush ordinances,junked and abandoned vehicle ordinances
and animal control ordinances, shall be provided within this area sixty(60)days of the effective
date of the annexation ordinance. These ordinances and regulations will be enforced through the
use of existing personnel.
Complaints of ordinance or regulation violations within this area will be answered and
investigated within sixty(60)days of the effective date of the annexation ordinance.
2. Inspection services, including the review of building plans,the issuance of permits
and the inspection of all buildings, plumbing, mechanical and electrical work to ensure compliance
with City codes and ordinances will be provided within sixty(60) days of the effective date of the
annexation ordinance. Existing personnel will be used to provide these services.
3. The City's zoning, subdivision, sign and other ordinances shall be enforced in this
area beginning within sixty(60) days of the effective date of the annexation ordinance.
4. All inspection services furnished by the City of Wylie,but not mentioned above,
will be provided to this area beginning within sixty(60) days of the effective date of the annexed
ordinance. •
5. As development and construction commence in this area, sufficient personnel will
be provided to furnish this area the same level of Environmental Health and Code Enforcement
Services as are furnished throughout the City.
D. PLANNING AND ZONING SERVICES
The planning and zoning jurisdiction of the City will extend to this area within sixty(60)
days of the effective date of the annexation ordinance. City planning will thereafter encompass
this property, and it shall be entitled to consideration for zoning in accordance with the City's
Comprehensive Zoning Ordinance and Comprehensive Plan.
E. PARK AND RECREATION SERVICES

1. Residents of this property may utilize all existing park and recreational services,
facilities and sites throughout the City,beginning within sixty(60)days of the effective date of the
annexation ordinance.
2. Additional facilities and sites to serve this property and its residents will be
acquired, developed and maintained at locations and times provided by applicable plans,policies
and programs and decisions of the City of Wylie. This property will be included in all plans for
providing parks and recreation services to the City.
3. Existing parks, playgrounds, swimming pools and other recreational facilities
within this property shall, upon dedication to and acceptance by the City, be maintained and
operated by the City of Wylie, but not otherwise.
F. SOLID WASTE COLLECTION
1. Solid waste collection shall be provided to the property in accordance with existing
City policies, beginning within sixty(60) days of the effective date of the annexation ordinance.
Residents of this property utilizing private collection services at the time of annexation shall
continue to do so until it becomes feasible because of increased density of population to serve the
property municipally. Commercial refuse collection services wilt be provided to any business
located in the annexed area at the same price as presently provided for any business customer
within the City of Wylie,upon request.
2. As development and construction commence in this property and population
density increases to the property level, solid waste collection shall be provided to this property in
accordance with the current policies of the City as to frequency, changes and so forth.
3. Solid waste collection shall begin within sixty(60) days of the effective date of the
annexation ordinance.
G. STREETS
1. The City of Wylie's existing policies with regard to street maintenance, applicable
throughout the entire City, shall apply to this property beginning within sixty(60)days of the
effective date of the annexation ordinance. Unless a street within this property has been
constructed or is improved to the City's standards and specifications, that street will not be
maintained by the City of Wylie.
2_ As development, improvement or construction of streets to City standards
commences within this property,the policies of the City of Wylie with regard to participation in
the costs thereof; acceptance upon completion and maintenance after completion, shall apply.
3. The same level of maintenance shall be provided to streets within this property
which have been accepted by the City of Wylie as is provided to City streets throughout the City.

4. Street lighting installed on streets improved to City standards shall be maintained
accordance with current City policies.
H. WATER SERVICES

be scheduled for Tuesday,March 19. The purpose of the workshop would be to identify goals
and objectives that the City Manager would be held accountable for completing. I have had
conversations with City Council since that evaluation meeting and it became clear that perhaps
a much broader discussion regarding overall city goals and objectives should take place first.
Your staff is very excited about this activity.
The workshop is an opportunity to discuss the City Council's "vision" for the City of Wylie
outside of the budget development process. The City Council could begin to answer the
following questions. Where are we now?What are we known for today? Where do we want
to be in the future...5, 10, 20 years from now? How do we get there?
Your staff has prepared information that will provide a description of the duties and functions
of each department. The information might be used to answer the question,"Are we providing
the type,level and quality of services today that is consistent with the City Council's `vision'."
This information will be further developed as the City Council proceeds with this process.
Ultimately, the level of detail contained for each department's duties and functions, will
provide the City Council a tool to determine specific impacts of eliminating or enhancing
existing services or adding new programs. The specific impacts would be discussed in terms
of staffing, equipment/tools, facilities,time, legal funding and other financial and operational
considerations. We hope that the information as currently presented will be of some value.

Re: Code Enforcement Update
The City Council declared during the City Manager's six month evaluation that Code
Enforcement should be given a higher priority. The following examples demonstrate
the wide range of reactions and actions that Code Enforcement efforts cause. The
inherent rights of property owners and the legal processes that we must follow play very
important parts in the ability of the City to solve situations or correct violations. In
many instances,the owner of the property may only need the City to draw his attention
to the problem and he solves the problem on his own. The City must, at other times,
follow the legal processes of notification, citation and the procedures of the Municipal
Court to get correction of the violations. In some of these cases, the violation may
remain as it was until final ruling by the Court or an appeal.
The City has historically shown an extremely cooperative attitude toward Code
Enforcement efforts. A"try to work with them"approach usually benefits the City and
its citizens in dealing with the majority of the cases. The willingness of the Code
Enforcement officer to work with citizens in helping to correct their violations gives the
citizens a feeling that we are only trying to improve their situation, not deprive them of
their rights as property owners. There will always be a few situations in which this
approach or even a very strict,heavy-handed method will result in the same long, legal
process of correcting or abating a violation.

12/29/94 Mr. Williams was still not in compliance and had defaulted Court
Order. Trailer was vacant.
01/95 Due to Defaulted Court Order and Non-payment of citations,
Warrants were issued for Mr. Williams arrest.
02/95 Sometime during this month, Mr. Williams moved a family into the
trailer, using it as a residence without reparations being made to
the trailer.
10/95 Mr. Williams attempted to move in another tenant and TU Electric
called us to inspect before turning on the electricity. Officer
Morman denied the release of utilities to this property since the
trailer was not in compliance. Mr. Williams was told again that he
had Warrants issued for his arrest and that the trailer could no
longer remain on the property and that he had lost his Grandfather
Rights due to the trailer being vacant for a least 180 days and
going from business to residential use illegally. Mr. Williams
posted a bond and set a new court date for 11/14/95.
11/14/95 Court date - the Municipal Judge found Mr. Williams to still be in
default of Court Order. Mr. Williams said that he wanted to appeal
to the County.
11/29/95 Mr. Williams talked to Mike Phillips, Director of Community
Development, and worked out a deal to be in compliance by
2/29/96.

One thing certain about the City Secretary's office is the fact that there are never two
days that are the same. It has been stated that City Secretary's are the "human file cabinet

1. Open Records Request- Citizens, companies and other cities often request
such items as copies of ordinances, resolutions, and correspondence. Open
records are granted on a timely manner as long as these documents do not
have to be prepared. A request must state in detail what the requestor is
asking for and must already be available either by tape, paper or diskette.

Secretary's office. Verification of petitions of candidates, pre-clearance from
the U. S. Justice Department, publishing the notice of election, and
overseeing the election contract. The day of the election the City Secretary
will post the election results and prepare to have the votes canvassed at the
council meeting.
10. Financial Contributions/Ethics - Files are kept to record the financial
contributions on candidates and officeholders.
11. Annexations -When the council annexes property into the city, a number of
things take place in the City Secretary's office. A pre-clearance letter to the
U. S. Department of Justice is prepared, the Secretary of State's office is
advised of the annexation, as well as notifying the city's franchises and the
Central Appraisal District. The ordinances are recorded in the County Clerk's

Subject: Duties and functions of the Police Department
As per your request on duties and functions of the Police Department on a regular or daily basis, I
believe it is very important to the understanding of terminology used in police services, along with
understanding of the police mission and the major goals of the department. The terminology of"The
Police function” is divided into two different areas, (1) operations and (2) administration. The term
"operations" embraces the traditional line or primary functions for which the department was
established such as patrol service,criminal investigation,traffic control, vice enforcement and various
other activities having the direct effect on crime prevention, community policing and law
enforcement. Where as, the term "administration" embraces everything else, such as support, staff
on auxiliary services, technical services, personnel management, internal investigations of police
employees, inspections, formulation of policies and procedures etc.... Administration also includes
the management of all support services in order to give direction and maintain control of operations.
As Chief, I believe that one my main task is to see that the resources of the department are so
managed that its objectives are delivered economically, safely, and effectively. In doing so the
objectives must be translated into a police mission statement for direction of the department.
Mission Statement
The primary mission of the Wylie Police Department is to uphold individual liberty, freedom, and
human dignity under the rule of law. To protect life and property by providing the highest quality of
contemporary law enforcement services possible under the circumstances of given resources. It is
also to serve the collective communities of Wylie ethically and professionally while being proactively
responsive to the city's law enforcement needs.

Major Objectives of the Wylie Police Department
1. Provide sufficient law enforcement response to the City's emergency and non-emergency
calls for police service.
2. Proactively repress crime through specific and direct means.
3. Actively investigate unsolved, but solvable crimes; to detect and arrest perpetrators of said
crimes.
4. Provide a forum of programs for positive interaction and communication with the
community, especially its youth.
5. Gather, protect and preserve evidence that will assist in the successful prosection of
criminals.
6. Provide for the safe and smooth flow of traffic through the city via techniques such as
traffic enforcement and the repression of vehicular accidents.
7. Actively seek, arrest and prosecute those persons responsible for the infiltration of illicit
drugs into the city.
8. Provide the administrative, technical and supportive police services necessary to embrace
and accomplish the police mission.
For simplification purposes the police department will be divided into divisions. The divisions will
have a overview of what duties are done on a daily or regular basis.
CHIEF'S OFFICE DUTIES - The function and duties of the Chiefs office is to ensure that all
aspects of the departments "operations" and "Administration process" are delivered economically,
safely, and effectively. some of these combined duties are:
• To handle walk-in complaints - Internal or criminal in nature.
• Ensure the scheduling of personnel for shift work, court duty, or special events.
• To review criminal investigations for proper follow up and prosecution.
• Ensure that the working environment is one of safe and professional setting.
• Ensure fleet maintenance is being done. Oil changes, tune-ups, etc....

• Ensure that radio equipment is in working order or sent out for repair.
• Attend meetings with City Staff and City Manager.
• Attend meetings with vendors on products already received, products that have
been purchased, but not received and future planning of products for the
departments needs.
• Discuss, prepare and propose interlocal agreements for the department.
• Ensuring the basic printing needs for the department, such as report forms, memo's
etc...
• Ensure mandatory training is provided for officers, supervisors and
telecommunicators.
• Ensure a safe jail environment for prisoners, from the booking process through
releasing process.
• Taking care of requests from other agencies.
• Ensuring all walk-in for open record requests are taken care of.
• Ensuring all mailed in request for records are taken care of
• Interviews with media on various topics.
• Ensure payroll documentation is completed for the department.
• Continuously controlling the expenses from the departments budget.
This is not inclusive of all duties performed,just a simple overview.
PATROL DIVISIONS DUTIES - The duties and functions of the Patrol Division on a daily
basis is as follows:
• Respond to emergency and non-emergency calls for service.
• Conducts preliminary investigations.

• Detect and arrest violators of city, state and federal laws.
• Gather, protect and preserve evidence at crime scenes.
• Traffic enforcement, accident investigations, and fatalities investigations.
• Testifying in appropriate court.
• Direct traffic when signal lights are out or at accidents.
• Serve warrants.
• Transport prisoners to county jail.
• Transport mental patients.
• Transport juveniles to detention center.
• Assist motorist
• Write police and non-police reports, affidavits, witness statement etc...
• Required to feed prisoner and house city prisoners.
This is not inclusive of all duties performed by the patrol division,just a simple overview.
CRIMINAL INVESTIGATION DIVISION- The duties and functions of the Criminal
Investigation division on a daily basis is as follows:
• Investigate unsolved, but solvable crimes
• To detect and arrest perpetrators
• To collect, preserve, analyze and evaluate evidence
• To interview victim(s) and witnesses to a crime
• To interrogate suspects
• To determine in detail the exact circumstances of an offense

• Determine if other crimes may have been committed by the suspect
• Reporting of information obtained
• Preparing cases for court presentation
• Responding to major crime scenes
• Review cases with victims
• To develop leads
• To testify in the appropriate court
• To prioritize cases in terms of case management
This is not inclusive of all duties performed by the Criminal Investigation Division,just a simple
overview.
COMMUNICATIONS DIVISION DUTIES - The duties and functions of the
communications division on a regular or daily basis is as follows:
1 . TELEPHONE- as part of their duties they handle:
• Non-emergency calls for service.
• Calls for C.I.D. and Admin.
• E911 Calls
• Collin County Transfers
• TDD(Teletype Deaf Division) Calls
• Language Line for Interpretation
• Transfer Calls for Ambulance/County
2. RADIO OPERATIONS- As a daily part of their duties they are required to:
• Dispatching police units to calls.

• Dispatching Wylie Fire units to calls.
• Dispatching for(4) four other volunteer fire departments.
• Maintain a daily radio log and Directed Patrol/Park&Walk log.
3. COMPUTER OPERATIONS - As a daily or regular part of their duties they are required to:
• Enter and retrieve drivers license, vehicle registration, stolen vehicle and wanted
person request.
• Enter and retrieve criminal history checks.
• Entering and clearing of warrants.
• Entering and clearing of stolen items.
• Entering and clearing of missing persons.
• TCIC/NCIC validation process
• Entering and retrieving administrative messages.

FINANCE DEPARTMENT
The Finance Department is comprised of three operating divisions: accounting,purchasing, and
administrative. In addition,three other separate departments are administrated under Finance.
Finance Administration -Routine Tasks
+Review and initial all checks prepared by accounts payable
♦Interpret personnel rules for all employee's, counsel department heads on employee concerns and
provide guidance on the compensation plan
+Answer questions and train all employee's on matters concerning budgets, accounting, and human
resources
+Assists all departments with questions concerning selection, service and repair, installation,
specifications, and purchasing of computer systems
+Resolve customer service issues in the following areas: utility bills, meter reading,trash pickup, and
new customers
+Try to scan the daily newspaper and the Wall Street Journal on a daily basis to keep up with financial
trends, local items of concern to Wylie, changes in State or Federal rules that could impact the City
+Work closely with the City Manager in providing information, recommendations, develop and
initialize new polices and programs,particularly in the areas of but not limited to :financial matters,
budgeting, human resources, long term planning, accounting, and project management
+Work directly with major service providers such as: TML on medical/worker's comp insurance, BFI,
First Southwest, City Attorney, City Engineer,NTMWD, etc
+Planning, goal setting, directions, and on the fly training for all divisions and departments

UTILITY BILLING and METER SERVICES DEPARTMENT
ROUTINE TASKS
+Takes applications for new accounts and receives deposits
+Sets up new accounts and input changes to current service accounts on the utility
billing system
+Processes final bills, calculates deposit refunds, and directs
meter services to turn off/on service for finaled and new accounts
+Inputs cash all receipts for the City and balances cash drawer on a daily basis
+Prepares daily bank deposit for the City
+Processes incoming mail for the Finance group, postage meters all outgoing City mail,
and delivers bulk mailings to the Post Office
+Pickup water payments from IGA and Provident Bank
+Records meter readings by routes on a daily basis and re-reads accounts/meters
flagged by the computer program
+Read, bill, and collect payments from over 3,600 accounts in three separate billing
cycles
+Issue past due and cut-off notices
+Coordinates past due and cut-off notices with Southfork Mobile Home Park

PAYROLL,BUDGET AND TECHNICAL ASSISTANCE -ADMINISTRATIVE DIVISION
ROUTINE TASK
*Calculate time sheets and process payroll including preparation of payroll transfer and payroll tax
deposit on a bi-weekly basis. This includes preparation of checks for deductions to credit union,
deferred compensation and child support. Make all necessary changes to the employee masterfile.
*Prepare Texas Municipal Retirement System report and check on a monthly basis.
*Answer phone-Tax inquiry questions- answer ones that I can and refer others to the necessary
agency.
*Organize and file all documents relating to the Finance Department.
*Capital Project Reporting-just starting project- once setup it will require ongoing maintenance
on a weekly basis.
*Budget Preparation including the following:
-Produce budget packets
-Product preliminary budget for budget workshops
-Prepare final budget document
-Prepare special project analysis upon request
*Invoice the Army Corp. of Engineers for Lake Patrol on a monthly basis beginning in May and
going through September.
*Invoice the WISD on a quarterly basis for their portion of the school crossing guard salaries.
*Prepare and file quarterly 941 reports and TEC (unemployment) reports.
*Provide assistance and support to all departments for:

ACCOUNTING,TREASURY AND AUDIT - ADMINISTRATIVE DIVISION
1. Prepare journal entries, in accordance with GAAP and City policy, including:
/Wire transfer receipts and payments (ad valorem tax, sales/beverage tax,
bond proceeds/payments, and investment transactions).
/Cash receipts (received into clearing accounts to be moved to appropriate
account.
/Fleet replacement transfers.
✓Interest calculation and distribution.
/Returned checks (includes reconciliation report).
/Operating transfers.
/Miscellaneous (corrections of automated entries, accounting transactions
that don't fit any other category, etc...).
/Development Corporation of Wylie (entries recording all receipts,
payments, adjustments, etc...).
2. Reconcile bank accounts to general ledger (usually results in additional journal
entries).
3. Research specific questions from staff(usually budget related), vendors(payment
related), and citizens (ad valorem questions). Sometimes results in journal entries.
4. Monitor cash and investment balances. Invest or liquidate as required.
5. Prepare Sales Tax Remittance report and check request.
6. Prepare Sales Tax revenue report and reconcile to general ledger.
7. Print trial balance and prepare fund equity reconciliation.
8. Print budget reports for departments and distribute.
9. Prepare and distribute monthly financial statements (Council Reports).
10. Maintain general ledger chart of accounts (add, delete, and edit accounts,
departments, and funds).
11. Assist users of CPS system with various problems and maintain system records.
12. Match invoices with appropriate purchasing paperwork, prepare PARS for certain
payments, and enter accounts payable (receive PO items and transfer for payment,
enter DPO and PAR invoices directly into accounts payable).
13. Enter requisitions and print purchase orders.
14. Print, sign and distribute checks.
15. Print reconciling reports for accounts payable and encumbrances (purchase orders).
