The Chairman and Board request that all cell phones and pagers be turned off or set to vibrate. CALL TO ORDER DISCUSSION ITEMS • Discussion regarding a proposed 2014 Spring Art & Jazz Festival. (C. Ehrlich, PAAB Liaison) Executive Summary PAAB members have been discussing a spring art event here at the Municipal Complex in 2014. Vice Chair Anne Hiney, Craig Kelly and Carole Ehrlich met with Mike Lipe, WISD Director of Fine Arts to discuss school bands participating in this event. During the discussion Mr. Lipe had suggested adding jazz bands and coral groups for the event to create a jazz festival. He indicated that intermediate, junior high school and high school jazz bands could perform at the event. He also suggested reaching out to jazz groups in other area school districts to create a daylong event. In addition there was discussion regarding WISD art classes displaying their art at the event along with fine artist booths. April l8,2013 Wylie Public Arts Advisory Board Meeting Agenda Page 2 Staff is requesting direction from the board regarding the new event and inclusion of activities including notification to WISD, requesting bands, as they will begin planning for 2014 in April/May 2013. PAAB would need to make a recommendation to the Wylie City Council for funding the project during this year's budget cycle. • Discussion regarding updates to the Monthly Art Programs held at the Library, July Jubilee vendor participation. Ehrlich, PAAB Liaison) Executive Summary The board will discuss and receive an update on the July Bluegrass on Ballard event regarding the craft vendors registered for the event. • Update and overview regarding the recent Community Park CIP Art Dedication. (C. Ehrlich, PAAB Liaison). Executive Summary PAAB members will discuss the recently held Community Park Art Dedication that was held April 13, 2013. REGULAR AGENDA 1. Consider and act upon approval of the Public Arts Advisory Board minutes from March 21, 2013. (C. Ehrlich, PAAB Liaison) 2. Consider and act upon final approval of the Community Park CIP Art Project and final payment of $4,500 to artist Johnny Edwards. (C. Ehrlich, PAAB Liaison) Executive Summary Artist Johnny Edwards has completed his sculptures and each PAAB member has had the opportunity to view the completed sculptures. Staff is requesting authorization to approve the final art and remit final payment to the artist. Acting Chair Lynn Grimes called the meeting to order at 6:40 p.m. Board members in attendance were, Jim Lenox (arrived at 6:45) Gaynell Reed, Susan Spurgin, and Lisa Green. Vice Chair, Anne Hiney and DeeAnn Ross were absent. Staff present included Carole Ehrlich, board liaison/secretary. DISCUSSION ITEMS • Discussion regarding an Annual "Art Sponsorship". (C. Ehrlich, PAAB Liaison) Board Discussion Committee Chair Lynn Grimes addressed the board regarding an annual sponsorship program. She explained that the new brochure would include the Monthly Art Programs, the July Bluegrass Event and the Wylie Art Festival as part of the advertising package. Past Partners would also be displayed on the brochure. The logo will be named "Wylie Art Partners", a City of Wylie Public Arts Program. Staff passed out brochures and In and Around and The Connection magazines to take to prospective sponsors. She reported the sub-committee and Public Information Officer Kelly had completed the design and printed the new brochures. . • Discussion regarding future events including the spring Arts Festival to be held at the Municipal Complex, the Monthly Art Programs held at the Library, and July Jubilee vendor participation. (C. Ehrlich, PAAB Liaison) Board Discussion Bluegrass on Ballard: PAAB Liaison Ehrlich reported only one application had been received to date for the Bluegrass on Ballard craft show. She stated another e-mail would go out to prospective vendors in the next few days and she would report back at the next meeting on applications received. In other business regarding the Monthly Art Programs held in between the Library and Recreation Center March 21,2013 Wylie Public Arts Advisory Special Board Meeting Minutes 8' a 2 the first Saturday of the month, Lynn Grimes, chair reported the following events: April: Children's Music Art by Cheryl Mabry May: Wylie Acting Group June: Wylie Art Gallery July: Open painting in Olde City Park during the July Jubilee • Update regarding the Community Park CIP Art Project. (C. Ehrlich, PAAB Liaison. Staff Comments PAAB liaison Ehrlich reported plans had been finalized for the Community Park Dedication. She reported RACETRAC was scheduled to provide refreshments and artist Johnny Edwards would speak and autograph posters for the event. Ehrlich reported the sculptures were coming along but would take until March 22nd to complete. She noted that if inclement weather hindered the event she would notify the board and others involved in the event. The board directed that if the weather was dangerous and the leagues called off games it might be better to postpone the dedication. REGULAR AGENDA 1. Consider and act upon approval of the Public Arts Advisory Board minutes from February 21, 2013. (C. Ehrlich, PAAB Liaison) Board Action A motion was made by board member Grimes, seconded by board member Reed to approve the February 21, 2013 PAAB minutes as presented. A vote was taken and the motion passed 5-0 with board members Ross and Hiney absent. Department: Public Art Board (City Secretary's Use Only) Prepared By: C. Ehrlich Account Code: Date Prepared: 4-17-2013 Budgeted Amount: $4,500 Exhibits: 2 Subject Consider and act upon final approval of the Community Park CIP Art Project and final payment of$4,500 to artist Johnny Edwards Recommendation Motion to approve the final art sculptures for Community Park CIP Art Project, contingent upon the completion of all items listed in the agenda report regarding final completion and submission of required paperwork. In addition staff is directed to remit final payment of$4,500 to artist Johnny Edwards once all requirements for the items have been satisfied. Discussion Artist Johnny Edwards has completed the two art sculptures in Community Park. During the review of the final art, staff has found some items that need addressing. They are minor in nature but have not and should be completed prior to final payment and final approval. See list below: • Additional detail you mentioned on the mitt and small piece of tentacle coming out of the mitt needs to be painted • Detailed red sticking on the balls • Printing on the Wylie Public Arts Program stump closest to the Batter pillar • Return of the Maquette borrowed to complete the project; this will be on display at city hall. • Maximum weight for either of the two sculptures by the certifying engineer • Completion of the Maintenance Page of the Contract The board can approve both the final and final payment contingent on these items being completed at staff level or table the item until the next regular meeting. Johnny contacted staff this afternoon stating that he would be on site and have the material delivered to the office today. Staff will update the board at the meeting. In addition to the certification of maximum weight, the city attorney has advised that signage be placed by the Page 1 of 1 Page 2 of 2 art and an ordinance enacted by city council providing for prohibited acts such as climbing, hanging swinging or damage vandalisms or defacing of public art. While the board, council and city wish children to interact with the art (sitting on the art for photos, walking around the base of the art) it must be clear that specific acts are prohibited. The following is the wording recommended by the Public Arts Board and the city attorney to alert those interacting with the art, of polices in place addressing prohibited actions. ART IS INTENDED TO LIFT THE MIND, NOT THE FEET Octopitcher and Batterpillar are pieces of art created for the City of Wylie Community Park. Please enjoy the pieces safely and respectfully. To climb, hang,swing,jump,damage,vandalize, deface or inappropriately use public art is prohibited and violators assume any risk of injury (Ordinance No. 2013-20).
