CALL TO ORDER
Announce the presence of a Quorum.
PAAB Chair Jim Lenox called the meeting to order at 6:30 p.m. Board members in attendance were, Vice
Chair Anne Hiney, Lynn Grimes, and Dee Anne Ross. Lisa Green, Gaynell Reed and Susan Spurgin
were absent. Also present was former board member Kathy Spillyards.
Staff present included Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Discussion regarding a proposed 2014 Spring Art & Jazz Festival. (C. Ehrlich, PAAB
Liaison)
Board Comments
PAAB members were updated on the new spring art event to be held at the Municipal Complex in 2014. Vice Chair
Anne Hiney, Craig Kelly and Carole Ehrlich met with Mike Lipe, WISD Director of Fine Arts to discuss school bands
participating in this event. During the discussion Mr. Lipe had suggested adding jazz bands and coral groups for the
event to create a jazz festival. He indicated that intermediate, junior high school and high school jazz bands could
perform at the event. He also suggested reaching out to jazz groups in other area school districts to create a
daylong event. In addition there was discussion regarding WISD art classes displaying their art at the event along
with fine artist booths.
Mr. Lipe had requested the board send a flyer advertising the event so he could share it with his fine arts
departments and with other ISD and community colleges. Board members viewed a sample logo and informational
flyer. Ehrlich noted the flyer had been created by PIO Craig Kelly and if it met with the board's approval, a final
would be created for distribution.
Staff is requesting direction from the board regarding the new event and inclusion of activities including notification to
WISD, requesting bands, as they will begin planning for 2014 in April/May 2013. PAAB would need to make a
recommendation to the Wylie City Council for funding the project during this year's budget cycle.
Direction from the board was to move forward with the flyer to the school districts once completed, and recommend
the event to the Wylie City Council for additional funding in 2014 from the Occupancy Fund.

• Discussion regarding updates to the Monthly Art Programs held at the Library, July
Jubilee vendor participation. (C. Ehrlich, PAAB Liaison)
Board Comments
Monthly Art Programs Chair Lynn Grimes reported the event in April to be a success with many children attending
the Children's Music Art by Cheryl Mabry. She reported the next event will be the first Saturday in May and will
include performances by the Wylie Acting Group. This group is made up of young children who audition for parts in
a variety of plays. The June first Saturday will be oil and acrylic painters from the Wylie Art Gallery and July will
include painters in Olde City Park to coincide with the Bluegrass on Ballard event.
• Update and overview regarding the recent Community Park CIP Art Dedication. (C.
Ehrlich, PAAB Liaison).
Board Comments
PAAB members discussed the recently held Community Park Art Dedication of April 13, 2013. Consensus of the
board was that there was a nice presentation of Batterpillar vs. Octopitcher, and the event was well attended.
REGULAR AGENDA
1. Consider and act upon approval of the Public Arts Advisory Board minutes from
March 21, 2013. (C. Ehrlich, PAAB Liaison)
Board Action
A motion was made by board member Grimes, seconded by board member and chair Lenox to approve
the minutes from March 21, 2013 as presented. A vote was taken and the motion passed 4-0 with board
members Green, Spurgin, and Reed absent.
2. Consider and act upon final approval of the Community Park CIP Art Project and
final payment of$4,500 to artist Johnny Edwards. (C. Ehrlich, PAAB Liaison)
Staff Comments
PAAB liaison Ehrlich addressed the board stating that artist Johnny Edwards has completed his sculptures and each
PAAB member has had the opportunity to view the completed sculptures. She explained that there were several
items on the punch list that needed to be completed prior to final payment.
She noted that one of those items on the artist's punch list was the maximum weight allowance for the sculptures
and maintenance procedures in Exhibit A of the original contract. She explained that there was some staff
conversation with regard to the maximum weight allowed on the sculptures and it was recommended that signs be
posted at all art sites to allow citizens to enjoy the art, take photos but warn citizens about climbing, jumping,
defacing and other prohibited acts. She reviewed a staff prepared sign that had been reviewed by legal to place at
all art sites to insure citizens were aware of prohibited acts to protect the art and safeguard from injury
Ehrlich explained this ordinance would be considered by the Wylie City Council on April 23rd.

Ehrlich noted, the signage would change with each piece of art but for the purpose of Community Park art the
wording would be as follows:
ART IS INTENDED TO LIFT THE MIND, NOT THE FEET
Octopitcher and Batterpillar are pieces of art created for the City of Wylie Community Park. Please enjoy the pieces
safely and respectfully.
To climb, hang, swing,jump, damage, vandalize, deface or inappropriately use public art is prohibited and violators
assume any risk of injury (Ordinance No. 2013-20).
Board Action
A motion was made by board member Hiney, seconded by board member Grimes to approve the final art
sculptures and final payment of$4,500 to artist Johnny Edwards, contingent upon the completion of the list
of items below, and direct staff to remit payment to Mr. Edwards once those items have been resolved.
List:
• Additional detail you mentioned on the mitt and small piece of tentacle coming out of the mitt
needs to be painted
• Detailed red sticking on the balls
• Printing on the Wylie Public Arts Program stump closest to the Batter pillar
• Return of the Maquette borrowed to complete the project; this will be on display at city hall.
• Maximum weight for either of the two sculptures by the certifying engineer
• Completion of the Maintenance Page of the Contract
A vote was taken and the motion passed 4-0 with board members Green, Spurgin, and Reed absent.
ADJOURNMENT
With no other business before the board, a motion was made by board member Grimes, seconded by
board member Hiney to adjourn the meeting at 7:15 p.m. A vote was taken and the motion passed 4-0
with board members Green, Spurgin and Reed absent.
