Present with Chairman Johnston were; Vice-Chairman Gilbert Tamez, Commissioner Ron Smith, Commissioner David Dahl, and Commissioner Ramona Kopchenko. Commissioner F. Darnell Harris and Commissioner Ruthie Wright were absent. Staff present was Renae' 011ie, Planning Director, and Mary Bradley, Administrative Assistant. Consider a recommendation to the City Council regarding a Final Plat for Woodbridge Centre Phase II, a 10.756 acre tract consisting of four lots for commercial/retail purposes. Subject property being generally located west of Woodbridge Parkway and Wylie High School and south of FM 544. Staff Comments Ms. 011ie stated that the Final Plat will create four lots. The property was part of a overall Planned Development 2003-01, which was amended in December 2011, to modify parking and landscape requirements with Planned Development Ordinance 2011-29. Lot 1 is 5.7 acres and will create a 57,787 square foot theater. Lots 2-4 will be outparcels and commercial/retail in nature. Commissioners Discussion The representative from engineering firm, Kimley-Horn and Associates was present to address questions or concerns. Board Action A motion was made by Commissioner Tamez, and seconded by Commissioner Dahl, to recommend approval to City Council regarding a Final Plat for Woodbridge Centre Phase II, a 10.756 acre tract consisting of four lots for commercial/retail purposes. The property is currently zoned A/30 and almost completely surrounded by property that lies outside city limits. The applicant is proposing to provide a residential development on lots that are smaller than normally required while adding architectural, landscaping, and site design elements to the development that offer a distinctive character to the development. The Comprehensive Plan designates this area as a Sub-Urban sector so the proposed development does fall within the land use guidelines. Page 1 of 2 Page 2 of 2 The applicant has provided a concept plan to serve as preliminary plat(Exhibit A) for this proposal as well as a list of Planned Development provisions (Exhibit B) that will establish design guidelines that may differ from or exceed those established in the Zoning Ordinance. The applicant has also been collaborating with Park's Department staff and the City's Park's Board in the dedication and construction of public hike &bike trails and open spaces (Exhibit C) that will be incorporated in the proposed neighborhood. At the April 22, 2013 Parks Board meeting; the Board tabled the applicant's proposal for parkland dedication until the applicant could provide more information regarding the detention pond and how that open space could be used. As a result the applicant and staff are asking for the Commission to table this item until the 6/4 meeting. The Parks Board recommendation which could be made at their 5/22 meeting, and other factors, may change the concept plan slightly. However, the applicant and staff would welcome any discussion, comments, or questions the Commission may have on the concept plan or PD conditions. Because this is a Public Hearing, the Commission should open the public hearing and allow any citizen to speak on this item, after which time, the Commission should table the request until June 4th.
