05-16-2013 (Public Arts Advisory) Minutes • Public Arts Advisory Board CITY OF WYLIE Minutes Regular Meeting May 16, 2013 — 6:30 p.m. Wylie Municipal Complex Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER The Public Arts Advisory Board meeting was called to order at 6:39 pm by Chairman Jim Lenox. Board members present included: Vice Chair, Anne Hiney and board members Gaynell Reed and Lisa Green. Board members absent included: Lynn Grimes, Susan Spurgin, and DeeAnn Ross. Staff present included Carole Ehrlich, board liaison. DISCUSSION ITEMS • Discussion regarding a proposed 2014 Spring Art & Jazz Festival. (C. Ehrlich, PAAB Liaison) Staff/Board Discussion PAAB liaison Carole Ehrlich addressed the board stating that the board has been discussing a spring art event here at the Municipal Complex in 2014. Vice Chair Anne Hiney, Craig Kelly and Carole Ehrlich met with Mike Lipe, WISD Director of Fine Arts to discuss school bands participating in this event. During the discussion Mr. Lipe had suggested adding jazz bands and coral groups for the event to create a jazz festival. Staff mailed a flyer to Mr. Lipe for distribution to the campuses and to other ISD campuses. Mr. Lipe responded that he has scheduled and put on the calendar participation by both high schools jazz bands, both Junior High jazz bands and will continue to reach out to WISD and other ISD jazz groups. PAAB liaison Ehrlich requested a committee be put in place to handle the preparation of the event and report back to the full board. She suggested staff members be placed on the committee to allow them to participate in the event planning and implementation in addition to the board members. PAAB Chair Lenox suggested waiting until the June meeting when all members of the board were present to discuss the committee appointments. Direction from the board was to recommend the event to the Wylie City Council during the budget discussion and request funding from the Occupancy Fund in the amount of $15,000. Direction was given to staff to move forward with the flyers to the other schools including the area community colleges. • Discussion regarding updates to the Monthly Art Programs held at the Library. Ehrlich, PAAB Liaison) May 16,2013 Wylie Public Arts Advisory Special Board Meeting Minutes I' ,t c 2 Staff/Board Discussion Chair Lenox reported that board member Grimes was not present to give an update regarding the Monthly Art Programs. Staff was directed to move forward with the final art brochure now that the art projects had been completed including a virtual art tour that could be accessed on the web site.. • Discussion regarding the Bluegrass on Ballard Event and vendor space. (C. Ehrlich, PAAB Liaison). Staff/Board Discussion PAAB members discussed the upcoming Bluegrass on Ballard Event. The vendor committee reported that several vendors had been approved and pricing for food vendors had been determined. The committee reported that food vendors with booths no larger than 12' X 12' would have a cost of$100 and larger booths/trailers would have a fee of $200. The event is scheduled to be held July 6, 2013 in Older City Park. REGULAR AGENDA 1. Consider and act upon approval of the Public Arts Advisory Board minutes from April 18, 2013. (C. Ehrlich, PAAB Liaison) Board Action A motion was made by board member Hiney, seconded by board member Reed to approve the PAAB minutes from April 18, 2013 as presented. A vote was taken and the motion passed 4-0 with board members Spurgin, Ross and Grimes absent. 2. Consider and act upon the appointment of a committee to oversee the new JAZZarts event to be held April 26, 2014 at the Municipal Complex. (C. Ehrlich, PAAB Liaison) Staff/Board Discussion PAAB liaison Ehrlich addressed the board stating that during the April 18th PAAB meeting it was suggested that a committee be appointed to oversee the new event proposed for April 26, 2014 at the Municipal Complex. The committee will oversee the scheduling of booths, group performances and food vendors for the event. They will work closely with staff in marketing and logistics. Committee members will report back to the board regarding proposed plans. Staff member may be included as committee members to attend meetings and collaborate with the board for planning purposes. The City Council will discuss the event funding during the 2013-2014 budget discussion in July 2013. Chair Lenox suggested tabling Item 2 until the June PAAB meeting so all members could be available to volunteer for the committee. Board Action A motion was made by Vice Chair Hiney, seconded by Chair Lenox to table consideration of the . , appointment of a JAZZart Festival committee until June 20, 2013 so all board members could be present. A vote was taken and the motion passed 4-0 with board members Spurgin, Ross and Grimes absent.
