08-06-2013 (Planning & Zoning) Minutes Wylie Planning and Zoning Commission CITY OF WYLIE Minutes Wylie Planning& Zoning Commission Tuesday August 6,2013—6:30 pm Wylie Municipal Complex—Council Chambers 300 Country Club Road, Building 100 CALL TO ORDER _ Chairman David Dahl called the meeting to order at 6:30PM. Present with Chairman Dahl were; Commissioner Gilbert Tamez, Commissioner Dennis Larson, Commissioner Mike McCrossin, and Commissioner Ron Smith. Commissioner F. Darnell Harris, and Commissioner Phillip Johnston were both absent. Staff present was Renae' 011ie, Planning Director, Charles Lee, Senior Planner, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Tamez gave the invocation and Commissioner Smith led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Dahl opened the Citizens Participation. Ms. Pat Martin,4040 Avion, Wylie, expressed opposition to upcoming zoning change off Ballard and Pleasant Valley Road (Dominion of Pleasant Valley). She urged the Commissioners to consider the probable additional flooding and storm water outlet. Ms. Alexis Tapp, 2250 Sachse Road, invited the Commissioners to come to an artist spread, being held at the 96 Winery, 103 Ballard Avenue on August 7,2013. Chairman Dahl closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the July 16, 2013, Regular Meeting. Board Action A motion was made by Commissioner Larson, and seconded by Commissioner Smith, to approve the Minutes from the July 16, 2013 Regular Meeting as presented. A vote was taken and passed 5 0,with Commissioners Harris and Johnston all being absent. Minutes August 6,2013 Wylie Planning and Zoning Board Page 1 of 3 REGULAR AGENDA Regular Agenda 1. Consider, and act upon a recommendation to the City Council regarding a Final Plat for Fire Station No. 4 Addition, generally located north of McMillen Road and west of Lewis Drive. Staff Presentation Ms. 011ie stated that the Final Plat will create three lots on 6.445 acres. Lots 1 and 2 will be developed as Fire Station Number 4. Lot 3 will be replatted and combined with the remainder of Tract 4 for a future multi-family development. The property is located north of McMillen Road and east of McCreary Road. Fire Chief Randy Corbin addressed the Commissioners, stating that there is no construction date set for the proposed Fire Station Number 4. Initially, lots 1 and 3 were obtained to develop, but due to the need for additional street access, lot 2 was obtained. Once finances are in place, lots 1 and 2 will be replatted into one lot. Battalion Chief Brandon Blythe stated that the plat dedicates right-of-way for the widening of McMillen Road. Board Action A motion was made by Commissioner Larson, and seconded by Commissioner McCrossin, to recommend approval to the City Council for Final Plat for Fire Station Number 4 Addition. Motion carried 5 - 0. Commissioner Harris and Commissioner Johnston were both absent. 2. Consider, and act upon a recommendation to the City Council regarding a Preliminary Plat for Inspiration, consisting of 11.142 acres for roadway infrastructure to accommodate a master planned development within Wylie's ETJ, generally located north of Parker Road (FM 2514)and east of Aztec Trail. Staff Presentation Mr. Lee stated that the Preliminary Plat is located within Wylie's Extraterritorial Jurisdiction and totals 11.142 acres. The plat will create roadway infrastructure to accommodate initial phase of a master planned single family residential development. The development is within St Paul's extraterritorial jurisdiction, and Lucas extraterritorial jurisdiction. Staff recommends approval subject to compliance with development agreement and additions or alterations as required by the Engineering Department. The applicant, Mr. Elvio Bruni, 8200 Douglas Avenue, Suite 300, Dallas, 75225, representative from Huffines Communities Development,stated that the development will create over 1,000 single family residential lots. The plat is for roadway infrastructure only; no lots are being proposed within Wylie's ETJ by this plat. Board Action A motion was made by Commissioner Tamez,and seconded by Commissioner Smith, to recommend approval to the City Council for Preliminary Plat for Inspiration. Motion carried 5 0. Commissioner Harris and Commissioner Johnston were both absent. ADJOURNMENT A motion was made by Commissioner Larson, and seconded by Commissioner McCrossin, to adjourn the meeting at 7:07pm.
