CALL TO ORDER
The Public Arts Advisory Board meeting was called to order at 6:30 pm by Vice Chairman Anne Hiney.
Board members present included: Britt Volker, Gaynell Reed, Lynn Grimes, DeeAnn Ross (left at 7:10),
Lisa Green, and Susan Spurgin.
Staff present included Carole Ehrlich, board liaison and newly appointed board member Britt Volker
who will take his seat at the July meeting.
DISCUSSION ITEMS
• Discussion regarding a proposed 2014 Spring Art & Jazz Festival. (C. Ehrlich, PAAB
Liaison)
Board Discussion
PAAB liaison Ehrlich reported that discussion regarding the funding of this proposed event would take
place during the budget process; She informed the board of her presentation to the council regarding the
event and choice to have school bands and/or professional bands with the cost rising from $15,000 to
$20,000 if professional jazz bands were brought in. She explained that the council did not take action but
directed the board to continue researching plans for the event with the assumption that $20,000 may be
available however the council wanted an opportunity to discuss the plans with the board prior to the final
plans being set.
Board members discussed committees to research the individual features of the event. A suggestion was
made by board liaison to try and contact art promoters and organizations that promoted artists to ask for
sponsorships to allow 5-10 of their artists to attend and display their art. Britt Volker suggested having the
school bands early in the day and then procuring a few professional bands for the evening portion of the
event.

The board discussed procuring the information needed from each committee and reporting back to the full
board for discussion of final plans at the next scheduled meeting in August.
• Discussion regarding updates to the Monthly Art Programs held at the Library.

Board Discussion
Committee Chair Grimes reported that she was still working on the August program but with the heat was
having some difficulty finding artists that wanted to participate. She reported she would let the board know
if she found someone for the August event.
• Discussion regarding the Bluegrass on Ballard Event and vendor space. (C. Ehrlich,
PAAB Liaison).
Board Discussion
PAAB liaison Ehrlich reported event was a huge success and the Revenue from the vendor booths totaled
$3,600 which will go into the art fund. She noted there were no expenses for the event. Staff will meet with
the Wylie Downtown Merchants for a post event meeting and to discuss next year's event.
REGULAR AGENDA
1. Consider and act upon approval of the Public Arts Advisory Board minutes from
June 20, 2013 Regular PAAB meeting and the Special Called meeting of July 2, 2013.

Board Action
A motion was made by board member Grimes, seconded by board member Reed to approve the minutes
from the June 20, 2013 and July 2, 2013 PAAB meetings as presented. A vote was taken and the motion
passed 6-0 with board member Ross absent.
2. Consider and act upon the appointment of a Public Arts Advisory Board Chair for a
term beginning July 2013 and ending July 2014. (C. Ehrlich, PAAB Liaison)
Staff Comments
PAAB liaison Ehrlich addressed the board stating that each July the board appoints a PAAB Chair and
Vice Chair to conduct the meetings during the year. Currently the chair is Jim Lennox who is no longer on
the board and the Vice Chair is Anne Hiney. Members will nominate from the board a chair for the coming
year.
Board Action
A motion was made by board member Reed, seconded by board member Grimes to appoint Anne Hiney
as the PAAB Chair for a term beginning July 2013 and ending July 2014. A vote was taken and the motion

passed 6-0 with board member Ross absent.
3. Consider and act upon the appointment of a Public Arts Advisory Board Vice Chair
for a term beginning July 2013 and ending July 2014. (C. Ehrlich, PAAB Liaison)
Staff Comments
PAAB liaison Ehrlich addressed the board stating that each July the board appoints a PAAB Chair and Vice Chair to
conduct the meetings during the year. Currently the Vice Chair is Anne Hiney. Members will nominate from the board
a Vice Chair for the coming year to conduct meetings in the absence of the Chair.
Board Action
A motion was made by board member Reed, seconded by board member Spurgin to appoint Lynn Grimes
as the PAAB Vice Chair for a term beginning July 2013 and ending July 2014. A vote was taken and the
motion passed 6-0 with board member Ross absent.
ADJOURNMENT
A motion was made by board member Reed, seconded by Vice Chair Grimes to adjourn the PAAB
meeting at 8:24 p.m. A vote was taken and the motion passed 6-0 with board member Ross absent.
