CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:36PM. Present with Chairman
Johnston were; Vice Chairman David Dahl,Commissioner Gilbert Tamcz,Commissioner
Dennis Larson, and Commissioner Mike McCrossin. Commissioner Ron Smith and
Commissioner F. Darnell Harris were both absent.
Staff present was Renae' 011ie, Planning Director, Charles Lee, Senior Planner, and Mary
Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Vice Chairman Dahl gave the invocation and Commissioner McCrossin led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation.
Several residents living outside the incorporated city limits and in proximity to a
proposed Zoning Change 2013-05,spoke in opposition to the development_
Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the August 6, 2013,
Regular Meeting.
Board Action
A motion was made by Commissioner Tamez, and seconded by Commissioner
McCrossin, to approve the Minutes from the August 6, 2013 Regular Meeting as
presented. Motion carried 5 0, with both Commissioners Harris and Smith being
absent.

1. Consider and act upon, a recommendation to the City Council regarding a Final Plat
for Alanis Crossing Phase I, consisting of 29.292 acres for 53 single family
residential lots and 2 open space lots dedicated for drainage purposes, generally
located west of F.M. 544,south of Alanis Drive.
Staff Presentation
Mr. Lee stated that the Final Plat for Alanis Crossing Phase I, is first phase of the
overall Planned Development Ordinance 2006-55, and will consist of fifty-three (53)
single family residential lots with two (2) open space lots for open space.drainage
purposes. The property is located south of Alanis Drive and west of FM 544.
Staff is recommending approval with stipulation that all open space including thirty
(30) foot landscape easement along Alanis Drive be maintained by the Homeowner's
Association.
Board Action
The Commissioners had no questions for the applicant. A motion was made by
Commissioner Larson, and seconded by Vice Chairman Dahl, to recommend
approval to the City Council for Final Plat for Alanis Crossing Phase I Addition, with
stipulation that the Homeowner's Association maintain all open space areas,
including the thirty (30) foot landscape easement along Alanis Drive. Motion carried
5 0. Commissioner Harris and Commissioner Smith were both absent.
2. Consider, and act upon a recommendation to the City Council regarding a Final Plat
for Braddock Place Phase III, establishing 51 single family residential lots and two
open space lots on 18.322 acres, generally located northwest of Elm Drive and F.M.
544.
Staff Presentation
Mr. Lee stated that the Final Plat is the third phase of Braddock Place. The overall
Planned Development Ordinance 2005-24 was approved in July 2005, with two lot
sizes, type "A" with a minimum 20,000 square foot and type "B" with a minimum
7,500 square foot lot size. The Plat does propose both Type "A" and Type "B" lot
sizes. The plat is located northwest of Elm Drive and east of FM 544, and is not the
final phase of the development.
Commissioner Tamez questioned screening from the school property adjacent to the
property.
Mr. Pat Adkins, Skorburg Company, 8214 Westchester Drive, Suite 710, Dallas,
Texas, stated that the school is approximately 600 feet from the end of the property
lines, and the single family lots will have privacy fences at the back of each lot.
Board Action
A motion was made by Vice Chairman Dahl, and seconded by Commissioner Larson,
to recommend approval to the City Council for Final Plat for Braddock Place Phase

III Addition. Motion carried 5 0_ Commissioner Han-is and Commissioner Smith
were both absent.
3. Consider, and act upon a recommendation to the City Council regarding a Replat for
Brown & Burns Addition, Block 2, Lot 26R consisting of 0.603 acres for a Church,
House of Worship on one lot, generally located southeast of Jefferson Street and N.
Jackson Avenue.
Staff Presentation
Mr. Lee stated that the Replat for Brown and Burns, Block 2, Lot 26R will combine
all three existing lots into one lot. The property consists of 0.603 acres for a Church,
House of Worship. The property has one of the oldest structures in the city, and was
developed in 1924.
Mr. Bryan Rogers, 511 Rustic Place, Wylie, representative for the applicant of the
Replat, stated that the applicant desires to remodel the oldest stricture, and to include
running water, nursery and restrooms.
Board Action
A motion was made by Commissioner Larson, and seconded by Commissioner
Tamez, to recommend approval to the City Council for Replat for Brown and Burns,
Block 2, Lot 26R. Motion carried 5 0. Commissioner Harris and Commissioner
Smith were both absent.
ADJOURNMENT
A motion was made by Commissioner Larson, and seconded by Vice Chairman Dahl, to
adjourn the meeting at 7:52pm. All Commissioners were in consensus.
