9/77 to Municipal Management Consultant
Present Under contract to provide management services to cities and
businesses in the Dallas area. Work includes, but is not
limited to, the following:
Prepare recommendations and advise the City Councils on
matters requiring legislative action.
Keep the City Councils informed on all important items related
to city business.
Recommend ordinances, resolutions, and contracts.
Assist the City Councils and department heads in instituting
programs and policy changes as directed by the respective
councils.
Plan work programs and assist the City Councils in preparing
an annual budget.
Assist in the recruiting, interviewing, and hiring of city
employees.
Conduct special studies in such areas as financial
administration, capital improvement programs, cash flow
analysis, sanitation, budget preparation and administration,
and organizational management.

9/77 Administered the following city departments: Police, Fire,
Tax, Accounting, Water, Park and Recreation, Public
Works, and Library.
Responsible for all personnel matters involving 90 city
employees. Strengthened the city staff to include a City
Engineer, a Projects Engineer, a Park and Recreation
Director, and a Fire Marshal.
Initiated a new health insurance and a retirement program
for city employees.
Prepared and administered a $3 million annual operating
budget for all city departments.
Implemented a new budgetary accounting system and
computerization of the water billing system.
Planned and administered a $4. 45 million public works bond
program.
Planned and administered a $1. 85 million parks and fire
and police stations bond program.
Initiated and received for the City a $290, 000 grant from
the Bureau of Outdoor Recreation for a new park-athletic
complex and a $239, 000 grant for a new swimming pool.
Met with the Planning and Zoning Commission bi-monthly.
Made recommendation on zoning, sub-divisions, and site
plans.
In 1976, served as project director for a $10, 000 grant
from HUD in conjunction with the University of Texas at
Arlington and the North Texas City Management Association.
The grant funded five workshops for city managers with
academic input on such topics as: life planning, managerial
stress, professional courtesy, organizational systems, and
personnel mechanics.
12/71 to North Central Texas Council of Governments
3/73 Director of Administration. Responsible for personnel,
accounting, and budgeting of COG. Assisted in obtaining
federal grants for the various COG functions. Worked with
the Executive Director in implementing the goals and
objectives of the organization and the policies of the
executive board.

6/71 to City of Fort Worth, Texas -- Office of the City Manager
12/71 Promoted to Administrative Assistant to the Assistant City
Manager for Community Development, June 1971. Involved
in the establishment of the Community Development Agency
as a line organization between the City Manager and the
following departments: Water and Sewer, Public Works,
Planning, and Traffic Engineering. The FY 70-71
department budgets totaled approximately $27 million with
1, 650 employees.
Prepared a program evaluation with recommendations for
the Fort Worth refuse collection system. All recommendations
such as mandatory use of plastic bags, rate increase, and
curb pickup service were approved by the City Council.
Supervised a reorganization of the Street Division of the
Public Works Department with a resulting $70, 000 annual
cost savings.
Provided staff support to the Assistant City Manager and City
Manager. Supervised departmental budget preparation,
submittal, and execution.
8/69 to City of Fort Worth, Texas -- Research and Budget Department
6/71 Promoted to senior analyst responsible for all research
projects undertaken by the Research and Budget Department.
Supervised and coordinated the research work of five
Administrative Analysts. Prepared special reports in such
areas as solid waste collection and disposal, sanitation
staffing, and various park and recreation studies. Conducted
studies on a residential refuse collection proposal for Fort
Worth and a Park and Recreation revenue source.
Recommendations of both studies were fully adopted by the
City Council.
Prepared, reviewed, and administered the following
departmental budgets: Water and Sewer ($15, 663, 765 -- 584
authorized personnel), Public Works ($8, 183, 332 -- 890
authorized personnel), Park and Recreation ($3, 265, 650 --
359 authorized personnel).
