1. Consider a recommendation to the City Council regarding a Final Plat for Kirby-Stone Addition,
Lots 1-5. The plat dedicates rights-of-way for Kirby-Stone Connector and five (5) out-parcel lots
on 3.09 acres, generally located east of Birmingham Street extending west to Ballard Street.
2. Consider a recommendation to the City Council regarding a Final Plat for BVSDB Addition.
The plat creates one (1) commercial lot located within the City's ETJ, generally located north of
SH 78 and approximately 1,150 feet east of Skyview Court.

CALL TO ORDER
Chairman Larson called the meeting to order at 7:03PM and stated that a
quorum was present. In attendance were: Chairman Larson, Commissioner
Ames, Commissioner Finnell, Commissioner Onufreiczuk, Commissioner
Bennett, Commissioner Gregg, and Commissioner Goss being absent.
Staff members present were Renae 011ie, and Mary Bradley.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Onufreiczuk gave the invocation and Commissioner Bennett led
the pledge of allegiance.
CITIZENS COMMENTS
No one approached the Commissioners.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the
February 6, 2007 Regular Meeting.
A motion was made by Commissioner Onufreiczuk, and seconded by
Commissioner Ames, to approve the minutes from February 6, 2007, regular
meeting as submitted with no changes or corrections noted. Motion carried 5 —
0, with Commissioner Gregg abstaining.

ACTION AGENDA ITEMS
1. Consider a recommendation to the City Council regarding a Replat
for Premier South. The replat creates three (3)
commercial/industrial lots on 24.96 acres, generally located
southeast of S.H. 78 and Martinez Lane.
Ms. 011ie stated that the proposed name of Premier South is similar to an existing
filed subdivision within the city limits. The applicant agreed to rename the Replat
to Premier Plaza. The applicant has now decided not to dedicate the tract of
land designated as lot 3 as Parkland. Therefore the Replat will create two (2)
commercial/industrial lots.
Commissioner Gregg questioned the parkland fees. Ms 011ie stated that the
applicant will pay the fees.
A motion was made by Commissioner Ames, and seconded by Commissioner
Finnell, to recommend approval to the City Council for a Replat creating two (2)
commercial/industrial lots for the Premier Plaza Addition generally located on the
southeast corner of SH 78 and Martinez Lane. Motion carried 6 — 0.
ADJOURNMENT
A motion was made by Commissioner Gregg, and seconded by Commissioner
Onufreiczuk to adjourn the meeting at 7:06PM. Motion carried 6 — 0.

Recommendation
Motion to recommend approval to City Council for a Final Plat for Kirby-Stone Addition, Lots 1-5, located
between Birmingham Street and S. Ballard Avenue.
Discussion
This plat is a final step associated with an item on the City's 1999 Bond Program, providing for transportation
infrastructure improvements accommodating an efficient east-west vehicular & pedestrian link to S Ballard Avenue
from State Highway 78.
The plat dedicates 1.65 acres for rights-of-way, approximately 820 linear feet of roadway, with widths ranging from
(40' to 100') forty to one-hundred feet.
Properties were acquired between 1999 and 2003; construction began in May 2003 and was completed in February
2004. The completed four-lane divided thoroughfare with raised landscaped median and four feet sidewalks
provides vehicular and pedestrian links from surrounding residential neighborhoods to the elementary school and
neighborhood service uses along FM 544/SH 78 corridor. In acquiring property for this project several out parcels
were created and these lots are being established at this time. (Lots 1-5) Some of the adjacent property owners have
shown an interest in purchasing the out parcels and this may be a possibility in the future.
The Final Plat complies with all applicable technical requirements of the City of Wylie.

Addition, generally located north of SH 78 and approximately 1,150 feet east of Skyview Court.
Recommendation
Motion to recommend approval to City Council for a Final Plat creating (1) one commercial lot, generally located
north of SH 78 and approximately 1,150 feet east of Skyview Court.
Discussion
The property totals 4.863 acres and will create (1) one commercial lot. The rectangular shaped property has
approximately 252 feet of frontage along SH 78, and approximately 900 feet of depth due north. An existing
drive to the south provides access to the property via SH 78.
The property is not zoned and it is outside the City of Wyle's city limit boundary, but lies within the City's
Extraterritoral Jurisdiction Area (ETJ). Site Plan Review & Building Permits are not required for development
of properties outside the City of Wylie's municipal boundary. Further, the Zoning Ordinance (use, area, yard
and bulk) is not regulated and/or enforced beyond the City's municipal boundary. However, State Law (Texas
Local Government Code, Chapter 212) provides municipalities with rights regarding the control and approval of the
subdivision of land within the City's ETJ. For the purpose of promoting safe, orderly and a healthy development of
properties within the City's ETJ; conformity to the City's Subdivision Ordinance is applicable to the plat.
The Final Plat complies with all applicable technical requirements of the City of Wylie including the
Subdivision Ordinance.
