CALL TO ORDER
Announce the presence of a Quorum.
Members present: Mindy Ayers, Todd Abronowitz, Dorothy Corbin Brand, Shirley Burnett,
Kathy Schwarz, Gerri Washington, William Whitney & Rachel Orozco (Board Liaison)

CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
No citizens were present at the meeting.

ACTION ITEMS
The Library Board Minutes of Monday, September 9, 2013 were approved as written.
DISCUSSION ITEMS
The Texas State Library and Archives Commission preserves and archives records of the state
plus they serve libraries in the state. The grants that we have received have been through this
entity. Combining last year and this year we will receive about $52,000 from the state. That
doesn't include the $32,000 we received for the BTOP Grant. Since we have opened our new
facility we have received approximately $80,000 from the state.
The term "Maintenance of Effort" means since we are accredited by the state we have to show
that the city is funding the library at a certain level so we can obtain money from the state. The
state has the same obligation and must show they are funding the Texas State Library and
Archives Commission so they can get federal funds. The state is supposed to do the bulk of the
funding and the federal government supplements it. The cities and the counties are supposed to

support their own libraries with the state giving supplemental funding. Due to the drastic cuts
that were made in the budget the Texas State Library and Archives Commission didn't meet the
maintenance of effort which, in turn, caused them not to meet the accreditation standards for
federal funding. There is a large amount of money that will be lost due to this decision.
The Texas State Library requested a waiver stating why they couldn't meet the maintenance of
effort and why they were cut so drastically. The federal government responded stating there was
not enough reason to support the waiver. The state library was cut 64% which is equivalent to
$34 million and was larger than cuts to other state agencies. One of the biggest cuts was the
Lone Start Grant which provided money based on our open access. The more the library is
available to surrounding areas larger amounts of money would be given. This will result in an
approximate loss of $9,000 & $13,000 which is a large hit for most libraries. We were able to
utilize these funds in any area where it was needed.
The budget cuts at the state level will impact the availability of grants we can apply for. The
grants help with items such as paying for our databases, funding for our courier service for inter-
library loans, Tex-Share, summer reading club and continuing education training.
Because the Lone Star Grant no longer exists, there is not an incentive for open access. Plano,
Frisco and Dallas are all cities that are now charging. There is a reciprocal agreement which
allows for a city that doesn't charge for library cards to get their cards for free. For example, we
don't charge for library cards so Wylie residents can get a Plano library card at no charge.
The Board will look through all the information they were given and determine how they would
like to proceed to advocate on behalf of the library.
The county funding did come through and our library will get approximately $29,000.00 from
them. However, these funds will be deposited into the general fund for the city.

In-n-Out Cover to Cover Book Club
October 5 to November 16
The In-n-Out Cover to Cover book club starts Saturday October 5! Kids ages 4-12 can get a free
In-n-Out burger by reading 5 books. Just come by the children's desk to register and get your
log. Stop by the children's desk for more information. Open to kids ages 4-12 only.
Computer Classes are back!
The schedule for October and November is now available. Classes in Word, Excel and
QuickBooks are starting soon. Check website for schedule and more information.
Family Game Night
Tuesday, November 12 - 6:00p.m.
