04-02-1985 (Parks & Recreation) Minutes 1 MINUTES PARKS & RECREATION BOARD TUESDAY, APRIL 2, 1985 The Parks & Recreation Board for the City of Wylie, Texas met in regular session in the council chambers at City Hall on Tuesday, April 2, 1985 at 7 :00 p.m. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those present were Chairman Retha Tibbals, Derek Ammerman, Don Hughes, Curtis Hale, John Morgan and Don Whitt. Absent were Lowell Brewster and Duane Helmberger. Representing the City Staff were City Manager, Gus Pappas; Direcor of Public Works, Bill Windham; Secretary, Barbara LeCocq; Secretary, Susan Marquardt; and Parks Supervisor, Marlin Goen. ITEM NO. 1 APPROVAL OF MINUTES - Chairman Tibbals asked if there were any additions or corrections to the minutes of March 5, 1985. Don Hughes made motion to approve the minutes as submitted. Motion seconded by Curtis Hale. Motion carried 4-0, ITEM NO. 2 PROGRESS ON THE PLAYGROUND EQUIPMENT - Bill Windham stated that he had done some research on playground equipment. On the 3 H swing structure now cost $3,413.00. The price for the same thing including the labor is $1 ,031 .38, buying material and putting together ourself. Bill Windham also informed the board that we looked into some Weeping Willows to put along the ditch. Putting them 30 feet between, we will need 22 of them. The lowest bid so far is $17 .96 each this was from two bids waiting on the third. There was a lenghthy discussion and the board also told Bill Windham to use his own discretion on the retainer wall . Don Whitt moved to proceed with construction on our own, and Don Hughes seconded the motion. Chairman Tibbals motion has been made and seconded that we proceed by building our own. Motion carried 5-0. Chairman Tibbals asked John Morgan if he would like to start discussion concerning the sprinkler system, it'was turned over to Derek Ammerman. Derek Ammerman had a report on a sprinkler system out of Richardson. The system is a computer type where you punch in the days and time period you want to water; its a Toro System Commercial Super with rubber covers with pop up heads. For a 380 foot radius would be $4,100.00 a field. After a lenghthy discussion Chairman Tibbals recommended to the board that we have action on this recommedation. John Morgan representing the WSA will take the recommendation to his board next Monday. Don Hughes will address the City Council concerning matching funds with WSA. The board also were in agreement to get a formal written bid on the sprinkler system. Don Whitt asked the board if all are in agreement to go ahead and take action on the system tonight. Don Whitt motioned. Derek Ammerman seconded. The motion was carried 5-0. Chairman Tibbals made a recommendation of putting up a volleyball court in the park. Derek Ammerman motioned. John Morgan seconded. Approved 5-0. 2 Bill Windham stated that we were working with T.P. & L to get lights stretched out from the road up to the Library on up to the parking lot down to the pavilion. John Morgan asked if we could get the field lights repaired. Gus Pappas was going to check into it but he thought there was a major problem with those lights . Don Hughes motion for adjournment.
