In accordance with Section 551.042 of the Texas Government Code, this agenda has been posted at the Wylie
Municipal Complex, distributed to the appropriate news media, and posted on the City website:
www.wylietexas.gov within the required time frame. As a courtesy, the entire Agenda Packet has also been posted
on the City of Wylie website: www.wvlietexas.gov.
The Mayor and City Council request that all cell phones and pagers be turned off or set to vibrate. Members of the
audience are requested to step outside the Council Chambers to respond to a page or to conduct a phone
conversation.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for disabled
attendees must be requested 48 hours in advance by contacting the City Secretary's Office at 972.442.8100 or TD

1. Conduct a Public Hearing on the proposed tax rate of $0.73325 for Fiscal Year

Executive Summary
In accordance with the "Truth in Taxation" laws of the State of Texas, on August 14, 2007, the City
Council took a roll call vote on the proposed tax rate and scheduled two public hearings on the tax rate.The
first public hearing is to be held on August 23,2007.The second public hearing is scheduled for August 28,
2007. The notice for the two public hearings was published in the McKinney Courier-Gazette and Rowlett

News on August 16,2007,and the Wylie News on August 22,2007. The purpose of both public hearings is
to give the taxpayers an opportunity to express their views on the tax rate.At the end of the second hearing,
the City Council must set and announce the date,time,and place of the meeting at which it will vote on the
final proposed tax rate. Currently the date has been set for September 11,2007.

hearing is to be held on August 23, 2007. The second public hearing is scheduled for August 28, 2007. The

August 16, 2007, and the Wylie News on August 22, 2007. The purpose of both public hearings is to give the
taxpayers an opportunity to express their views on the tax rate. At the end of the second hearing, the City
Council must set and announce the date, time, and place of the meeting at which it will vote on the final
proposed tax rate. Currently the date has been set for September 11, 2007.
The official detailed effective tax rate calculations are available in the office of the Collin County Tax
Assessor/Collector (Kenneth L. Maun) in McKinney. A copy is also maintained in the Finance Department for
the Council and public to view.
The proposed budget is based on the tax rate of $0.73325 per $100 valuation. This is the rate previously
proposed by the Council. Any change in the proposed tax rate will require revision of the proposed budget.
The City is required by law to follow certain meeting and notice (publication) guidelines.
