CALL TO ORDER
The Public Arts Advisory Board meeting was called to order at 6:30 pm by Chairman Anne Hiney.
Board members present included: Vice Chair Lynn Grimes, Britt Volker, Gaynell Reed, DeeAnn Ross,
and Lisa Green. Board member Susan Spurgin was absent. .
Staff present included Carole Ehrlich, board liaison and Public Information Officer Craig Kelly.
DISCUSSION ITEMS
• Discussion regarding a proposed 2014 Spring Art & Jazz Festival. (C. Ehrlich, PAAB

Board/Staff Discussion
PAAB members were updated regarding further plans for the 2014 Spring JazzArts Fest. Entertainment
Committee co-chair Hiney reported that the committee had met with Mike Lipe, Director of Fine Arts at
WISD and Jazz Band Director Russell Ratterree to discuss the high school/junior high band
participation. Mr. Ratterree and his students volunteered to facilitate the bands and musical programs
the day of the event. The committee also discussed the school procuring a sponsor to provide a key
board and possibly a drum set for the large and smaller stages. WISD also confirmed providing a
smaller stage to alternate the entertainment during the day and the sound equipment to run the second
stage.
Plans were discussed to charge each ISD band a fee of $100 per band and hiring a professional
instructor to critique each band after their performance. Each ISD participating would receive a plaque
denoting their participation in the first annual event.
Contracts for the professional bands and confirmed scheduling including warm up times, performance
times and take down times will be provided at a later date.
The Vendor Committee consisting of Lynn Grimes and Gaynell Reed reported that two of the art
organizations contacted had indicated they would be interested in showcasing some of their artists.
Ehrlich noted her staff had been working hard to provide contact information for at least 1,000 Texas

artists that could be contacted for participation in the event.
PAAB chair Anne Hiney asked Public Information Officer Kelly to provide a sponsorship brochure for
the new event so members of the board could solicit sponsors. PIO Kelly replied he would provide that
brochure.
• Discussion regarding updates to the December 7, 2013 Wylie Arts Festival. (C.

Staff/Board Discussion
PAAB liaison Ehrlich reported that a meeting had been held on December 12, 2014 by members of the
board to discuss the cancellation of the 2013 Wylie Arts Festival due to the ice storm. Ehrlich reported
that the board had voted to refund all craft and food vendors due to the extraordinary circumstances
even though the application specifically stated no refunds due to weather. She explained to the board
that she was in favor of the refunds and believed it showed good will, however she wanted the board to
know that providing the paperwork to refund over 100 vendors was very time consuming for several
staff members and took several weeks to complete.
Board members discussed the refunds and agreed that the circumstances of public safety regarding
the ice storm was an extreme case and refunds in the future due to rain or snow would be considered
as inclement weather and no refunds would be issued per the application.
PIO Kelly provided the 2014 WAF application brochure, with changes requested by the board, for final
approval. The application continues to state no refunds for inclement weather. The board approved
the new brochure with one addition on the back of the brochure under Item 12.
• Discussion regarding an art project for the remodeled Public Safety Building. (C.

Executive Summary
PAAB liaison Ehrlich presented two artists and their proposals for the art project at the Public Safety
Building located at 2000 N. Highway 78 in Wylie. The board had previously requested staff to reach out
to an artist recommended by Seikilos FX Studio and Sid Henderson, an artist who had proposed for the
Community Park Project.
Ehrlich presented four proposals by Julie Pitman Gleber an artist recommended by Seikilos FX Studio.
The first proposal was a bronze plate sculpture standing 7' high by 4' wide by 1" thick. The proposal
was a firefighter and a police officer in the midst of a fire. The sculpture was proposed at a cost of
$34,840. The second proposal was for a Carrara Marble Sculpture with a police officer, firefighter and
child standing back to back. The sculpture would stand 38.3" by 16.5" deep by 13.4" wide. The
sculpture was proposed at a cost of $28,842. The third proposal was for the same sculpture as Option
#2 but was constructed of Cream Limestone standing 7' high by 4'deep by 3' wide, at a cost of$36,600.
The fourth and final proposal was for the same sculpture as Option 2 and 3 but was constructed of
concrete and air brushed to look like a bronze patina. The sculpture would stand 7' high by 4' wide by 3'
deep, at a cost of$25,080.
Ehrlich presented several sketches and a maquette by artist Sid Henderson. Artist Henderson
presented a life size sculpture in bronze of a firefighter and police officer. The figures were designed
back to back to keep the costs close to the budgeted amount of$30,000. The police officer has his/her

hand outreached in assistance and the firefighter is holding a child. The proposed cost for a 6' bronze
of both officers was $37,000 and the same sculpture of both officers in a 5' bronze was $30,000.
Ehrlich explained that both artists were more than willing to work with the board and staff to complete a
design that fit the site and was within the final approved budget. Ehrlich noted that some of the designs
were above the $30,000 budged by PAAB but could be completed at a slightly higher cost within the
funds available in the Public Art Fund. All costs for the pedestal would be covered by the Public Safety
building construction fund.
Ehrlich explained that an action item was included on the meeting agenda to give approval to work with
one of the artists presented tonight for the final design and commissioning the artist or the board could
request a call for other artists, to obtain additional proposals.

November 25, 2013 Regular PAAB meeting and the December 12, 2013 Special

Board/Staff Discussion
Vice chair Grimes commented that she felt artist Sid Henderson was providing a life size sculpture of
both officers in bronze at a cost that was close to the budget. She stated that she liked the life size
bronze and felt Henderson was giving more for the price. Chair Hine commented that she liked Mr.
Henderson's proposals but wondered if the board and staff would have some input in the final design
as there were features that she felt could be changed and details that needed to be added. She asked
PAAB liaison Ehrlich if this could be accomplished. PAAB liaison Ehrlich explained that both artists
were willing to work with staff for a final design and the board could volunteer members along with the
public safety staff to communicate with either artist to accomplish a final design.
Hiney asked why there was such a difference in the two artists' proposals and costs. Ehrlich replied
that she could not speak for the artists but indicated that Mr. Henderson had explained that he did not
have a lot of previous sculptures for his portfolio and was willing to provide a sculpture at a lower cost
to gain items for his portfolio. Ehrich stated that the life size bronze Henderson had completed in
Navasota Texas had a tremendous amount of detail and in checking the references for that piece found
him to be very easy to work with. Ehrlich explained there could also be a difference in logistics with
regard to the foundry being used and costs to cast the bronze.
Board Action
A motion was made by board vice chair Grimes, seconded by board member Green to approve the
PAAB minutes from the November 24, 2013 and December 12, 2013 Public Art Board meetings. A
vote was taken and the motion passed 6-0 with board member Spurgin absent.

Board Action
A motion was made by vice chair Grimes, seconded by board member Reed to approve Sid Henderson
to work with the committee to provide the final sculpture based on his proposal and 6' in height at a cost
of $37,000. The final design will be brought back to PAAB for final approval and a contract to
commission the art. A vote was taken and the motion passed 6-0 with board member Spurgin absent.
ADJOURNMENT
A motion was made by board member Volker, seconded by board member Green to adjourn the PAAB
meeting at 7:40 p.m. A vote was taken and the motion passed 6-0 with board member Spurgin absent.
