Present with Chairman Johnston were; Vice Chairman David Dahl, Commissioner Mike McCrossin, Commissioner Gilbert Tamez, Commissioner Dennis Larson, Commissioner Randy Owens, and Commissioner Ron Smith arrived later. Staff present was Renae' 011ie, Planning Director, Charles Lee, Senior Planner, Jasen Haskins, Planner, and Mary Bradley,Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Vice Chairman Dahl gave the invocation and Commissioner McCrossin led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Johnston opened the Citizens Participation. With no one approaching the Commissioners, Chairman Johnston closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the March 4, 2014, Regular Meeting. Board Action A motion was made by Vice Chairman Dahl, and seconded by Commissioner Tamez, to approve the Minutes from the March 4, 2014 Regular Meeting, as submitted. Motion carried 6—0, Commissioner Smith arriving later. REGULAR AGENDA Regular Hearing Minutes March 18, 2014 Wylie Planning and Zoning Board Page 1 of 3 Item 1 Consider and act upon, a recommendation to the City Council regarding a Final Plat for Covington Estates Phase I, consisting of 14.308 acres for 44 Single Family Residential lots, generally located on South Ballard Avenue and approximately 1000' south of Alanis Staff Presentation Mr. Haskins stated that the plat totals 14.308 acres and will develop 44 single-family residential lots. The plat is the first phase of an overall Planned Development (PD 2014-03), which requires lot sizes of 10,000 square feet, and a minimum house size of 2,400 square feet. Mr. Haskins explained that the plat included in the packet showed a temporary access easement on Lots 3 & 4. However, Mr. Chris Seely, Engineering Design Concepts distributed revised plats, with the temporary access easement contained solely on Lot 4. The revised plat was reviewed by City Engineer prior to the meeting and there were no issues. Board Action With no questions for the applicant, a motion was made by Commissioner Owens, and seconded by Vice Chairman Dahl, to recommend approval to the City Council Final Plat for Covington Estates Phase 1. Motion carried 6 — 0, with Commissioner Smith arriving after the vote. Item 2 Consider and act upon a recommendation to the City Council regarding a Site Plan for Woodbridge Centre, Phase 1, Block B, Lot 10 (Rock Wood Fired Kitchen) developing a 7,731 square foot two-story restaurant facility, generally located south of FM 544 and west of Woodbridge Parkway. Staff Presentation Ms. 011ie stated that the plan proposes to construct a two-story restaurant, on 1.34 acres on Lot 10. The subject lot is immediately east of the fueling station on Lot 11 and is part of the overall Woodbridge Centre Phase I (PD 2003-01) development. Access to the property will be provided via an existing 30 foot fire lane and access drive adjacent to the southern boundary. The property does not have a cross easement to the fuel station to the west. The plan exceeds the required landscaping by three percent and exceeds the required parking by fifty percent. The property is located with the Creekside Planned Development (PD 99-32) and the fueling station use is allowed by right. The subject lot will be adjacent to Lot 1 of this development schedule for a WalMart Neighborhood Market (Grocery Store Use)which was approved in August of last year. Parking is addressed under the changes to the Ordinance enacted last year. The Ordinance requires parking based on the design, layout, and other factors of the site. It is staff's opinion that the provided parking is adequate as the fueling station, with no retail component, is the only use on the site. The site complies with the Zoning Ordinance's Site,Landscape&Architectural Design requirements.
