03-20-2014 (Public Arts Advisory) Minutes Public Arts Advisory Board CITY OF WYLIE Minutes Regular Meeting March 20, 2014— 6:30 p.m. Wylie Municipal Complex Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER The Public Arts Advisory Board meeting was called to order at 6:30 pm by Chairman Jim Lenox. Board members present included: Chair, Anne Hiney and board members, DeeAnn Ross, Britt Volker, and Lisa Green. Board members Susan Spurgin and Gaynell Reed. Staff present included Carole Ehrlich, board liaison. DISCUSSION ITEMS • Discussion regarding a proposed 2014 Spring Jazz & Art Festival (JazzArts Fest). (C. Ehrlich, PAAB Liaison) Executive Summary PAAB members updated further committee plans for the 2014 Spring JazzArts Festival. These include: Food-Gourmet Trucks — Lynn Grimes reported that three food trucks had been set up for the event. Board members requested that staff contact the BBQ and Mexican food truck vendors from the Wylie Arts Festival to see if they would be interested in submitting applications for the event. She noted that she would report back to the board once contacts had been made. Entertainment — Co-chairs Anne Hiney and Britt Volker reported that all spots for entertainment were reserved at this time. PIO Craig Kelly reported that all contracts were finalized and the bands were ready for their performances. He noted that a lot of logistics would be completed in the next couple of weeks. Artists/Artist Organizations/ISD Art Groups — Liaison Ehrlich reported that her office had contacted over 1,000 fine artists and over 50 art organizations to secure booths for the event. Ehrlich displayed 8 additional vendor applications and reported that currently there were approximately 30 artists committed, with more expected. Children's Activities —Ehrlich reported that her staff had secured the caricature artist as well as two face painters to provide services at the event. An artist has committed to facilitate the community canvasses and the board asked that library staff assist with a chalk art area in front of the main entrance to city hall. Sponsorships —Chair Hiney reported she had secured the sponsor for the Rad Hatter. Hat stickers for the dance company will be provided by the Rad Hatter to advertise the company. PIO Kelly reported on the overall budget which still showed under the allocated funding for the event. Many Wylie Art Partners would be included in the sponsor totals and advertising. • Discussion regarding a proposed 2014 Bluegrass on Ballard Festival. (C. Ehrlich, PAAB Liaison) Bobby Heath representing the Wylie Downtown Merchants addressed PAAB requesting that recommendations be made to handle vendors during the 2nd annual Bluegrass on Ballard. He suggested that Multi-level marketers such as Pampered Chief and Scentsy apply with the WDMA and all crafters, artists and individuals selling unique items apply with the City. He noted that there were a few food vendors that would be grandfathered in due to their loyalty to the WDMA. Those food vendors he requested only pay $75 for a booth and remain in the downtown area with the $75 fee going to the art fund. The board was agreeable and Mr. Heath explained he would take this information back to the WDMA board for final approval. • Discussion and update regarding the final art design and contract (Sid Henderson, Artist) for the art project at the remodeled Public Safety Building. Ehrlich, PAAB Liaison) Executive Summary PAAB liaison Ehrlich reported the project committee consisting of Chief Randy Corbin, Chief John Duscio, Anne Hiney, Gaynell Reed and Lisa Green met in January to discuss the project with artist Sid Henderson via Skype. She explained that artist Sid Henderson would be meeting with committee members on March 27th to review the final maquette prior to beginning fabrication of the final bronze. Ehrlich reported she would bring photos to the next meeting for the board to view and possible approval of the final design and contract for the art. REGULAR ITEMS 1. Consider, and act upon, approval of the Public Arts Advisory Board minutes from the February 19, 2014 Regular meeting. (C. Ehrlich, PAAB Liaison) Board Action A motion was made by board member Grimes, seconded by board member Volker to approve the February 19, 2014 Public Art Advisory Board minutes as presented. A vote was taken and the motion passed 5-0 with board members Spurgin, and Reed absent.
