01-27-2014 (Parks & Recreation) Minutes CITYOF WYLIE Parks and Recreation Board Meeting Minutes Monday,January 27,2014—6:30 p.m. Wylie Municipal Complex—Council Chambers 300 Country Club Road, Building 100 Wylie,Texas 75098 CALL TO ORDER Board Chairman Rose called the meeting to order at 6:30 p.m.with Board Member Chesnut,Board Member Harris, Board Member White,Board Member Ward and Board Member Ulmer present. Board Member Jones was absent from the meeting. Staff members present: Parks and Recreation Superintendent,Robert Diaz and Parks Board Secretary,Janet Hawkes. CITIZENS PARTICIPATION No citizens addressed the Board. BUSINESS ITEMS 1. Consider and act upon approving the Minutes from the December 9,2013 meeting. Board Action: Board Member Chesnut made a motion,seconded by Board Member Ulmer,to approve the minutes from the December 9,2013 meeting. A vote was taken and passed 6-0. 2. Consider and act upon approving a vendor application from the Wylie Advocates for Senior Activities (WASA) Group for a fundraiser at the Wylie Senior Recreation Center on February 22,2014. Board Action: Superintendent Diaz informed the Board that the vendor application is a new event for WASA,a local non-profit group that has supported the renovation efforts for the Senior Center by having fundraising events. WASA is requesting this event titled"Dinner at Twilight"to raise money for the Senior Center in order to fund items at the center such as fitness equipment. WASA plans to hold the event at the Wylie Senior Recreation Center and garner support for their event from the First Baptist Church of Wylie in providing a dinner prepared and served by the Wylie Culinary Arts students,along with activities and a special speaker. They expect to have approximately 21 tables set up for 120 or more attendees. Superintendent Diaz advised that it was not typical to permit Senior Center rentals but that this is a one- time event wherein the WASA committees will provide their own set up and clean-up,with a few City of Wylie staff present as well.Board Member Harris made a motion,seconded by Board Member Ulmer,to approve the WASA vendor application for a fundraiser at the Wylie Senior Recreation Center on February 22,2014. A vote was taken and passed 6-0. 3. Consider and act upon approval of the 2014 Board meeting calendar. Board Action: Superintendent Diaz presented the Board with a tentative 2014 meeting calendar. He recommends that the November meeting be omitted with the option to reschedule it later in the year if deemed necessary. Board Chairman Rose suggested moving the December meeting to the 15`h. Board Member Chesnut agreed with Board Chairman Rose in his suggestion to move the December meeting to the 15`h but felt the November meeting should remain on the calendar for the 10`h. Board Member Ward noted that 33 percent of the PARB meetings do not end up falling on the fourth Monday as typically targeted and suggested we consider changing our meetings to the third Monday of every month as a standard monthly target. Superintendent Diaz stated that he would need to check the Board Bylaws and any current ordinances to see if any change to the standard monthly date would need to be approved by the Wylie City Council and to see if there was any other Board meetings already scheduled for the third Monday of each month. Superintendent Diaz agreed to research a different standard date option and get back to the Board promptly through email. Since there was not a consensus to approve a 2014 meeting calendar due to a suggestion by Board Member Ward to move the current date,the Board took"no action"on this item in order to allow staff to do more research and bring back to the Board more information. ADJOURNMENT There being no further business a motion to adjourn was made by Board Member Harris and seconded by Board Member Ulmer. A vote was taken and passed 6-0.
