Hold a Public Hearing and consider a recommendation to the City Council regarding a change in zoning from Planned Development 2005-24 (PD-2005-24 Braddock Place) to Planned Development-Single-Family (PD-SF) to amend PD-2005-24, Section X Transition Zones to create a 30 foot common area landscape buffer and to adjust the minimum lot sizes of 7 lots along the north property line; on approximately 18.322 acres generally located west of FM 544 and approximately 400 feet south of Alanis Drive. Present were: Commissioner Dennis Larson, Commissioner Randy Owens, and Commissioner Mike McCrossin. Commissioner Ron Smith and Commissioner Gilbert Tamez were absent. Staff present was Renae' 011ie, Planning Director, Charles Lee, Senior Planner, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner McCrossin gave the invocation and Commissioner Larson led the Pledge of Allegiance. CITIZENS COMMENTS Vice-Chairman Dahl opened the Citizens Participation. With no one approaching the Commissioners, Vice-Chairman Dahl closed the Citizens Participation. CONSENT ITEMS 1. Board Action A motion was made by Commissioner Larson, and seconded by Commissioner McCrossin, to approve the Minutes from the May 6, 2014 Regular Meeting, as submitted. Motion carried 4—0. Commissioners Smith and Tamez were both absent. REGULAR AGENDA Regular Hearing Item 1 Consider, and act upon, a recommendation to the City Council regarding a Final Plat creating 11 single family residential lots and 1 open space lot on 23.267 acres for the Minutes May 27,2014 Wylie Planning and Zoning Board Page 1 of 3 5/28 Creekside Estates Subdivision, Phase VII, generally located east of Phase of Phase VI, west of Riverchase Subdivision and Rita Smith Elementary. Staff Presentation Mr. Lee stated that the Final Plat is for Creekside Phase VII and is 23. 267 acres and will create eleven single-family residential lots and one open space. The property is part of an overall Planned Development (PD Ordinance 1999-32), and 6.210 acres that was recently annexed into the city. The annexation will provide connectivity between Phase VII and the Estates of Creekside, a Planned Development to the north. The original plat was approved in 2012,but did not include the 6.210 acres. The residential lots will be restrictive and deep due to Muddy Creek Reservoir along the eastern portion of the property. Board Action A motion was made by Commissioner Owens, and seconded by Commissioner McCrossin, to recommend approval for Final Plat for Creekside Estates Phase VII. Motion carried 4—0. Chairman Johnston stated that there was not a quorum for the following two items, due to a Conflict of Interest. Item 2 Consider, and act upon, a recommendation to the City Council regarding a Preliminary Plat for Mansions at Wylie Seniors Apartments, Lot 1, Block A, creating a single lot, for the development of a 320 unit age restricted multi-family complex, generally located approximately 1200 feet south of FM 544 on McCreary Road. Property zoned PD 2008-43. Ms. 011ie stated that the Preliminary Plat will go straight to City Council on June 8, 2014,with recommendation of approval. Item 3 Consider, and act upon a Site Plan for Mansions at Wylie Seniors Apartments, Lot 1, Block A, creating a single lot, for the development of a 320 unit age restricted multi- family complex, generally located approximately 1200 feet south of FM 544 on McCreary Road. Developer: Western Rim Investors The property totals 13.125 acres and will create a single lot for an age restricted multi-family residential community. The subject property is part of the 280 acres of the Woodbridge Crossing development approved in 2006. The applicant is proposing 320 age restricted dwelling units in 4 four story buildings, as well as a club house/office building, a maintenance building, and ample open space. The subject property is zoned for age restricted multi-family uses in accordance with the adopted Planned Development 2006-01. The zoning ordinance allows for a maximum density of 25 dwelling units per acre. The proposed development is 24.2 dwelling units per acre. Age restricted means that to be eligible for residency, the Head of Household for each unit must be at least 62 years old or 55 years old as the surviving member of the household. The complex will consist of efficiency, 1, and 2 bedroom units. The primary access to the site is a divided entrance off McCreary Road, with a secondary access also off McCreary at the southern property line. A 40' landscape buffer with 8' meandering sidewalks is proposed along the western property line, in addition to the required side and rear landscape buffers. The Preliminary Plat is on the current agenda for consideration. This Site Plan meets the required site, landscaping and architectural design standards and is recommended for approval subject to additions and/or alterations to the engineering plans as required by the Engineering De I artment. Corporation Applicant: Skorburg Company The applicant is requesting to establish clear design guidelines for the landscape buffer along the northern property line of the subject property as established in Section X Transition Zone of the PD Conditions (Exhibit"B"). The previous conditions required that the developer plant evergreen trees thirty feet on center in an established edge, one lot deep, of lots along the northern property line that have a minimum lot size of 20,000 s.f. to create a 30' landscape buffer between the Pulliam property and Braddock Place.
