Present were: Commissioner Ron Smith, Commissioner Dennis Larson, Commissioner Randy Owens, Commissioner Gilbert Tamez and Commissioner Mike McCrossin. Staff present was Renae' 011ie, Planning Director, and Jasen Haskins, Planner. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner McCrossin gave the invocation and Commissioner Tamez led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Johnston opened the Citizens Participation. With no one approaching the Commissioners, Chairman Johnston closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the May 27, 2014, Special Called Meeting. Board Action A motion was made by Commissioner Tamez, and seconded by Commissioner Smith to revise the Minutes from the May 27, 2014, under Citizens Comments to state that Chairman Johnston opened and closed the Citizens Participation. REGULAR AGENDA Regular Hearing Item 1 Consider, and act upon a Site Plan for Mansions at Wylie Seniors Apartments, Lot 1, Block A, creating a single lot, for the development of a 320 unit age restricted multi- Minutes June 3,2014 Wylie Planning and Zoning Board Page 1 of 4 Page 5 of 54 family complex, generally located approximately 1200 feet south of FM 544 on McCreary Road. Property zoned PD 2008-43. Staff Presentation Commissioner McCrossin recused himself due to Conflict of Interest. Mr. Haskins stated that the applicant desires to construct an age-restricted multi- family residential complex, on 13.125 acres. The property is part of the 280 acres of the Planned Development Woodbridge Crossing (PD 2008-43). The property is zoned for age restricted multi-family uses in accordance with the adopted Planned Development. The property is south of Target and east on McCreary Road. The proposed development is 24.2 dwelling units per acre, and the ordinance allows maximum 25 dwelling units per acre. Age restricted means that to be eligible for residency, the Head of Household for each unit must be at least 62 years old or 55 years old as the surviving member of the household. Board Discussion Commissioner Tamez questioned the age restriction. The Commissioners discussed at length the age restriction as defined in the Planned Development. Mr. Joshua Lincoln, with RKM and Associates, 1700 Alma Drive, Suite 227, Plano, represented Western Rim the developer, stated that the Fair Housing Act will be confirmed and the age requirements will be confirmed during permitting by Building Inspections. Board Action A motion was made by Commissioner Owens, and seconded by Commissioner Larson, to approve the Site Plan for Mansions at Wylie Seniors Apartments. Motion carried 5 —0, with Commissioner McCrossin being recused. Public Hearing Item 1 Hold a Public Hearing and consider a recommendation to the City Council regarding a change in zoning from Planned Development 2005-24 (PD-2005-24 Braddock Place) to Planned Development-Single-Family (PD-SF) to amend PD-2005-24, Section X Transition Zones to create a 30 foot common area landscape buffer and to adjust the minimum lot sizes of 7 lots along the north property line; on approximately 18.322 acres generally located west of FM 544 and approximately 400 feet south of Alanis Drive. ZC 2014-03. Staff Presentation Commissioner McCrossin came back to the meeting. Ms. 011ie stated that the plat was considered in 2013, but the developer desired to establish clear design guidelines for the landscape buffer along the northern border. In Minutes June 3,2014 Wylie Planning and Zoning Board Page 2 of 4 Page 6 of 54 the Planned Development Ordinance 2005-24, the conditions required a thirty foot buffer, maintained by individual property owners, on minimum lot size of 20,000 square feet. The proposed request is to allow minimum lot size of 13,500 and a separate common area lot owned and maintained by the Homeowners Association. In addition, the homebuilder will install along the rear lot line of the common area lot tubular steel fencing along the length of the lot abutting the existing property. Four notifications were mailed with zero comments returned in favor or opposing the request. The Final Plat for Braddock Place Phase 3 Addition is on the current agenda for consideration. Board Discussion Mr. John Arnold, Skorburg Company, 8214 Westchester Drive, Dallas, developer for the property, stated that the request was for a buffer adjacent to the abutting property owner and the proposed development. The buffer will extend seven lots, which abut to the existing property owner. Public Comments Chairman Johnston opened the Public Hearing. With no one coming forward, Chairman Johnston closed the Public Hearing. Board Action A motion was made by Commissioner Larson and seconded by Commissioner Smith, to recommend approval to the City Council for the change of zoning Planned Development 2005-24 (PD-2005-24 Braddock Place) to Planned Development-Single Family (PD-SF). ZC 2014-03. Motion carried 6—0. Regular Hearing Item 2 Consider, and act upon, a recommendation to the City Council regarding a Final Plat creating 53 single family residential lots and 2 open space lot on 18.322 acres for the Braddock Place Phase 3 Addition, generally located west of FM 544 and north of Wally Watkins Elementary School. Staff Presentation Ms. 011ie stated that the Final Plat will establish boundaries on the change of zoning amendments considered on the current agenda. The property totals 18.322 acres and will create 53 single-family residential lots. The applicant is requesting approval to the revised plat, which includes two added lots from original plat, and landscape buffer.
