CALL TO ORDER
The Public Arts Advisory Board meeting was called to order at 6:38 pm by Vice Chairman Lynn Grimes.
Board members present included: Gaynell Reed, Britt Volker, and Lisa Green. Board member DeeAnn
Ross, Anne Hiney and Susan Spurgin were absent.
Russell Ratterree, Wylie High School Jazz Band Director and new board member Kathy Spillyards
were also present. PAAB liaison Ehrlich reported that Spillyards would take her seat on the board in
July.
Staff present included Carole Ehrlich.
DISCUSSION ITEMS
• Discussion regarding the 2015 Wylie JazzArts Festival and setting a date for the
event. (Anne Hiney, Chair)
Staff/Board Discussion
PAAB liaison Ehrlich reported that the first year event vendors and bands had been surveyed. She
explained that the survey results showed good reviews of the event including music, activities offered and
vendor satisfaction. Britt Volker noted that a few vendors were not happy with their assigned booths and
felt some booths did not receive the traffic. He suggested moving the event to the front of the building or
combining a portion in front and in back.
Russell Ratterree, WISD Jazz Band instructor commented that he was already receiving calls from
schools asking to return in 2015 and new inquiries about next year's event. He was asked by the board to
review possible dates that could be approved for the 2015 event. Mr. Ratterree replied that April 25, 2015
and the first Saturday in May would both be good dates to hold the event. Mr. Ratterree also asked that
some reimbursement be given to him for the day of the event to schedule and work the entire event.
Board members thanked Mr. Ratterree and presented him with a card and gift card in appreciation for his
involvement in this year's event.
• Discussion and Update regarding the 2014 Bluegrass on Ballard. (C. Ehrlich, PAAB

Staff Report
PAAB liaison Ehrlich gave an update to the board regarding applications received for the Bluegrass on Ballard
Event. She reported 39 booths had currently signed up. She explained that the booths were a variety of foods,
unique items and hand crafted items. She noted that staff would continue to accept application through the next
week and a half.
REGULAR AGENDA
1. Consider, and act upon, approval of the Public Arts Advisory Board minutes from
the May 15, 2014 Regular meeting. (C. Ehrlich, PAAB Liaison)
Board Action
A motion was made by board member Green, seconded by board member Volker to approve the May
15, 2014 minutes as presented. A vote was taken and the motion passed 4-0 with board members
Spurgin, Ross and Hiney absent.
2. Consider, and act upon, a recommendation to the Wylie City Council to approve a
contract between Sid Henderson and the City of Wylie, not to exceed $41,320, to
commission the final art design for the Public Safety Building art project. (C.

Staff/Board Discussion
PAAB liaison Ehrlich addressed the board stating that the Public Art Advisory Board approved artist
Sid Henderson to create and complete a final design for the Public Safety Building. Funds for the
project will be budgeted from the Public Art Fund to commission the sculpture. Base construction will
be funded by the City. PAAB created a committee including board members Anne Hiney, Gaynell
Reed, Lisa Green, and staff members Police Chief John Duscio and Fire Chief Randy Corbin to
oversee the design submission by artist Henderson for the art project.
Artist Sid Henderson was available by Skype. Ehrlich noted the cost for the sculpture had risen from
the original $30,000 to $41,320 due to separating the two figures almost completely and increasing the
height to 6 feet. Ehrlich also noted the final cost included insurance from the artist, shipping and
installation on site.
Once the six foot sculpture was completed in clay, the committee and board could review the design to
insure it was exactly what the bronze figures would be prior to the artist sending the figures to the
foundry for bronzing.
Board members spoke with Mr. Henderson via Skype and asked when the project might complete. Mr.
Henderson replied the final installation was scheduled for some time in late January, early February of
2015. He noted the foundry was agreeable to storing the sculpture, once completed, until the base and
site was fully prepared for installation. The storage would be at no cost.
Board Action
A motion was made by board member Volker, seconded by board member Reed to approve and
recommend to the Wylie City Council a contract between Sid Henderson and the City of

3. Consider, and act upon, setting a date for the 2015 Wylie JazzArts Fest. (C.
Ehrlich, PAAB Liaison)
Board Action
A motion was made by board member Volker, seconded by board member Green to select April 25,
2015 as the date for the 2015 JazzArts Fest. A vote was taken and the motion passed 4-0 with board
members Spurgin, Ross, and Hiney absent.

7:40 p.m. A vote was taken and the motion passed 4-0 with board members Spurgin, Ross and Hiney
