CALL TO ORDER
Chairman Ron Smith called the meeting to order at 6:30PM. Present were:
Commissioner Diane Culver, Commissioner David Williams, Commissioner Randy
Owens, Commissioner Tommy Pulliam and Commissioner Mike McCrossin.
Commissioner Dennis Larson was absent.
Staff present was Renae' 011ie, Planning Director, Chris Hoisted, City Engineer, Charles
Lee, Senior Planner, Jasen Haskins, Planner and Mary Bradley, Administrative Assistant.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the March 6, 2012,
Regular Meeting.
Board Action
A motion was made by Commissioner Pulliam, and seconded by Commissioner
McCrossin to approve the minutes as written. Motion carried 6 —0.
REGULAR AGENDA
Work Session
Item 1
Work Session on Land Use Assumptions, Capital Improvements Plan, and modification
of impact fees.
Staff Presentation
Mr. Holsted, City Engineer presented a slide show to the Commissioners
stating that the definition of Impact Fees from Texas Local Government Code
— Chapter 395, "means a charge or assessment imposed by a political
subdivision against new development in order to generate revenue for funding
or recouping the costs of capital improvements or facilities expansion
necessitated by and attributable to new development." It is basically a way to

offset costs for roadway expansion for new development coming into the city.
The Service Area cannot be greater than six miles, therefore the city is divided
into two (2) Areas, a Western Service Area and a Eastern Service Area. The
Standard Service Unit is number of trips generated by a specific land use type
during the PM peak hour (vehicles) multiplied by the average trip length
(miles) for that land use. The trip length is a maximum of three miles.
Currently the Western Service Area is $424.82, the proposed maximum
updated fee up to 50 percent is $846.57. The Eastern Service Area is $718.50,
the proposed maximum updated fee is $1,871.22.
The written comments by the Committee will be submitted to City Council on
September 23, 2014. The Committee may choose to have another work
session on August 19, and take an action consideration on September 2, 2014.
Board Discussion
Commissioners directed Staff to present a comparison from surrounding cities
including the new cities that Council recommended during the Compensation
Study. Staff cautioned the Commissioners when reviewing the fees to
consider the traffic, number of residential homes and tax base.
Commissioners expressed concern of the two service areas, and the cost
difference between the two. An option that was discussed was to have the two
service areas have the same costs. Another option Staff recommended was to
have zones for Downtown Historic District or South Ballard Overlay District,

having the fees waived or a fee waived in order to encourage redevelopment
to spur growth in those areas.
Mr. Sam Satterwhite, Director, WEDC, stated that the high rate of the impact
fees is deterrent to some new businesses coming into City of Wylie, and
significant issue.
Board Action
The Commissioners directed Staff to submit a comparison from the
surrounding cities.
The Commissioners desired to have another work session on August 19, 2014,
to discuss having a separate zone possibly in the Downtown Historic District.

ADJOURNMENT
A motion was made by Commissioner Williams, and seconded by Commissioner
McCrossin, to adjourn the meeting at 8:40pm. All Commissioners were in consensus.
