09-02-2014 (Planning & Zoning) Minutes Wylie Planning and Zoning Commission CITY OF WYLIE Minutes Wylie Planning& Zoning Commission Tuesday September 2,2014—6:00 pm Wylie Municipal Complex—Room 230 Conference Room 300 Country Club Road,Building 100 CALL TO ORDER Chairman Ron Smith called the meeting to order at 6:03PM. Commissioners present were: Commissioner Diane Culver, Commissioner Randy Owens, Commissioner Dennis Larson and Commissioner Jerry Stiller. Commissioner David Williams arrived late and Commissioner Mike McCrossin was absent. Staff present was Renae' 011ie, Planning Director,Jasen Haskins, Planner,Chris Hoisted, City Engineer,and Mary Bradley,Administrative Assistant. Chairman Smith and the Commissioners welcomed newly appointed Commissioner 0.11 Stiller. INVOCATION& PLEDGE OF ALLEGIANCE Commissioner Culver gave the invocation and Commissioner Owens led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Smith opened the Citizens Participation. With no one approaching the Commissioners,Chairman Smith closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the August 19, 2014, Regular Meeting. Board Action A motion was made by Commissioner Culver, and seconded by Commissioner Owens to approve the minutes as submitted. Motion carried 5 — 0. Commissioner Williams arrived after the vote. sima Minutes September 2,2014 Wylie Planning and Zoning Board Page 1 of 2 REGULAR AGENDA Regular Hearing Item 1 Consider and act upon a Site Plan for Red Door Dance Academy, Block B Lot 1 of Hooper Business Park, generally located at northeast corner of Hooper Road and Security Court. Staff Presentation Mr. Haskins stated that the applicant is proposing to develop a single-story commercial building of 5,761 square feet for a dance studio. The Use is classified as a Personal Service Use, and is allowed by-right within the Light Industrial District. The property totals 0.75 acres. A sixty foot NTMWD easement runs along the south side of the property. The applicant did receive approval from NTMWD to develop concrete parking over the easement. However,due to the easement, trees, as part of the landscaping requirement along street frontage will be moved to other areas on the property. On the east side of the property is another utility easement, hindering trees being planted in that area as well. Overall, the basic landscaping design standards are met or exceeded on the property. egg Board Action A motion was made by Commissioner Culver, and seconded by Commissioner Owens, to approve the Site Plan for Red Door Dance Academy. Motion carried 6—0. ADJOURNMENT A motion was made by Commissioner Culver, and seconded by Commissioner Owens, to adjourn the meeting at 6:10PM.
