CALL TO ORDER
Chairman Ron Smith called the meeting to order at 6:30PM. Those present were:
Commissioner Randy Owens, Commissioner Dennis Larson, Commissioner Jerry Stiller,
Commissioner David Williams, and Commissioner Mike McCrossin. Commissioner
Diane Culver was absent.
Staff present was Renae' 011ie, Planning Director, Jasen Haskins, Planner, Charles Lee,
Senior Planner, and Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE

Commissioner McCrossin gave the invocation and Commissioner Owens led the Pledge
of Allegiance.
CITIZENS COMMENTS
Chairman Smith opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Smith closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the September 2, 2014,
Regular Meeting.
Board Action
A motion was made by Commissioner Stiller and seconded by Commissioner Larson
to approve the minutes as submitted. Motion carried 5—0, with 1 abstaining.

Item 1
Consider and act upon a Site Plan for Century Business Park, Block C, Lot 1 R-A
developing a 6,900 square foot one story retail / warehouse facility, located at 1303
Century Way.
Staff Presentation
Mr. Haskins stated that the applicant is proposing to develop a single-story
commercial building of 6,900 square feet for Napa Auto Parts Store. The
property is approximately 0.70 acres.
The subject property is part of an existing Planned Development Ordinance
2003-19. The PD was created to allow drive-through for Dickey's Restaurant
which is located to the east.
Board Action
A motion was made by Commissioner Owens and seconded by Commissioner
McCrossin to approve the Site Plan for Century Business Park, Lot 1 R-A,
Block C for development of a Napa Auto Parts Store. Motion carried 6—0.
Public Hearing
Item 1
Hold a Public Hearing, and consider a recommendation to the City Council regarding
amendments to: Article 3 (Residential Standards), Article 5 (Use Regulations) of the City
of Wylie Zoning Ordinance No. 2001-48, and amending the zoning from Single-Family
10/24 (SF-10/24) to Single-Family Estate District (SF-ED) as amended, related to Low-
Density Residential Districts. (ZC 2014-07)
Staff Presentation
Ms. 011ie stated that the item is a zoning change and a public hearing. A work session
was held with the Commissioners and Staff was given direction to move forward to
amend the Zoning Ordinance for properties located south of McMillan Road and west
of Country Club Road. The properties are currently zoned Single-Family Residential
10/24 (SF-10/24). In 2006 the city did a citywide rezoning where the minimum lot
size 10,000 square feet and dwelling size 2,400 square feet.
Staff is requesting the properties have agriculture use, allow house size to 1,900
square feet with a minimum lot size of 43,500 square feet; therefore creating a zoning
district of Single-Family Estate District (SF-ED). Currently there are seven lots that
are legally non-conforming. The zoning request SF-ED would bring a majority of the "1
properties to conformance.

A brief survey was completed for twenty properties. Of those twenty, staff received
five comments; two properties responded that there is no livestock but want the
agricultural use, two properties responded that they have livestock and want to
pm, continue the agricultural use, and there was one response that has no livestock and
does not want to have agricultural use. Primary concerns received were the type of
animals allowed, the number, and the offensive smells. The subject area includes
three vacant lots, and seventeen existing single family residential structures.
Forty-three public comment forms were mailed to surrounding property owners. Two
comments forms returned were in favor and two opposing the request.
Ms. 011ie stated that within the provisions for definitions of Single Family Estate
District (SF-ED), item e should be removed.
Board Discussion
Commissioners discussed the type of animals allowed in depth. Ms. 011ie presented
the definition between a commercial based animal production and the definition
allowing animals on large lots. The Commissioners were interested in obtaining
comments from the public for direction.
Chairman Smith opened the Public Hearing.
Public Comments
Mr. Marvin Fuller, 355 Donna Drive, Wylie, spoke in favor of the request, just
purchased 1335 Country Club Road. Mr. Fuller requested clarification on the number
of animal units, which is defined on the size of the animal and not by the head
number of animals. An animal unit could be one horse, or a cow and calf or six goats.
Mr. Tom Langston, 1355 Country Club Road, spoke in favor of the request and stated
that he does not have livestock but enjoys the country relaxed zoning.
Ms. Molisa Fuller, 355 Donna Drive, spoke in favor of the request and allows two
head per acre livestock.
Chairman Smith closed the Public Hearing.
The Commissioners discussed animal units and agreed to incorporate Standard
Practice definition of animal units.
Board Action
A motion was made by Commissioner Larson, and seconded by Commissioner
Owens, to recommend approval to the Zoning Case 2014-07, with the following
stipulations; animal per acre be listed as two animals unit per acre as defined Standard
Practice, and removing Item E of Section 4 of the draft. Motion carried 6—0.
Item 2
Hold a Public Hearing, and consider a recommendation to the City Council regarding
change in zoning from Townhouse (TH) to Planned Development (PD-TH. Proposed
single-family attached dwellings on separate lots, generally located at the southeast
0., corner of Westgate Way and Fleming Street. (ZC 2014-08)

Staff Presentation
Ms. 011ie stated that the applicant is Friendship Properties. The property is zoned
Townhouse District and the request is Planned Development Townhouse District. The
applicant is requesting to change the zoning to allow for some flexibility in the
development standards within the Townhouse District. The property is a ten acre site.
Primary changes are in lot size, dwelling size, and setbacks. The proposed request
side yard setbacks of five feet for corner lots as opposed to 15 feet, a rear yard
setback of 15 feet in lieu of 25 feet. The front yard setback remains the same at 20
feet.
The applicant is proposing 15 feet alley as opposed to the required 20 feet wide
alleys. In addition, the PD Conditions call for 26 feet streets width in lieu of the
standard width of 31 feet. The Fire Chief and City Engineer recommend the standard
31 feet of pavement face-to-face and 50 feet right-of-way be maintained. In addition,
the Fire Department recommends parking restricted to one side of the street only.
The applicant is proposing guest parking spaces along the east-west collector Street.
Staff recommends that these spaces be parallel and placed outside of the public right-
of-way of the street instead of head in.
Fifty-six notifications were mailed; with no response returned favoring the request
and two (2)responses received in opposition of the request.
Board Discussion
Mr. Ron Nail, 2250 East Brown, applicant for the subject request, stated that he has
developed several townhouses in the metroplex and desires to bring asset by
constructing development in Wylie. The price of the land prohibits constructing the
development to the standards in the current ordinance. The size of the width of the
streets should be 31 feet.
Mr. Gary Nail, represented the builder, stated that driveway length is twenty(20) feet.
The parking can be revised to parallel parking. Commissioners expressed concern of
the length of the driveways and narrow streets.
Ms. Debbie Harris-Nail, stated that the street width can be revised to 31 feet. The
community will have a Homeowners Association to regulate the development. The
desire is to have the dwelling size from 1,700 to 1,750 square feet. All of the
townhouses will be two story and some three story. The alleys will be 15 feet wide,
and possible one-way. Commissioners expressed concern for fences blocking the
visibility of vehicles in the alley. The ordinance requires 20 feet wide alleys.
Ms. Harris-Nail stated that if a property owner has a fence it would be four feet. Ms.
011ie stated that the ordinance allows fencing up to six foot, and recommended that
the height of the fence be spelled out in the PD Conditions. The Commissioners are
considering the Concept Plan as part of the zoning request. A final Site Plan will be
submitted after the approval of the zoning request. If the final Site Plan differs from
the Concept Plan the zoning request would be re-opened.

Chairman Smith opened the Public Hearing.
pis Public Comments
Ms. Ramona Kopchenko, 1201 Lake Ranch, spoke in opposition of the request,
questioned the exterior façade materials and setbacks.
Commissioners questioned the exterior façade material and not noted within the PD
Conditions. Mr. Nail stated that the front exterior façade material will be brick and
stone with hardiboard on the back. Ms. 011ie stated that within the PD Conditions the
type of exterior façade material needs to be spelled out.
Board Action
A motion was made by Commissioner Larson, and seconded by Commissioner
Williams to table the Zoning Case 2014-08, and continue the Public Hearing until
October 21, 2014, in order for the applicant to submit revisions to the street width,
Section C defining brick and stone on back exterior façade material, and revised
Concept Plan showing parallel parking on one side of the street. Motion carried 6—0.
ADJOURNMENT
A motion was made by Commissioner McCrossin and seconded by Commissioner Stiller
to adjourn the meeting at 9:00PM. All Commissioners were in consensus.
