Mayor Jim Swartz called the meeting to order with the following Councilmembers
present: Bobby Jennings, Reta Allen, John Mondy, Steve Wright, Ortie Messenger, and Cleo
Adams.
10 PRESENTATION OF BADGE TO SERGEANT MIKE ATKISON
Chief of Police Dave Brungardt presented newly appointed patrol sergeant Mike
Atkison with his sergeant's badge and noted among Sergeant Atkison's many contributions to
the Wylie Police Department was the newly established intoxilizer program.

STAFF REPORTS
City Manager Steve Norwood noted for Council that the First Street project was
nearing completion and introduced the new chief accountant. He also reminded Council in
130 light of a recent playground accident in another city that the City of Wylie inspects
playground equipment regularly for structural integrity. He also noted that approximately 150
building permits had been issued in the current fiscal year for single family homes.
CITIZEN PARTICIPATION

Randy Swaney, 212 W. Marble, asked Council to take action against his landlord who
is not assisting in cleanup of his property. Council explained that the property owner had
been issued citations and that the issue was pending in municipal court.

Charles Taylor, 211 W. Marble, complained that Council was not informed of each
140 code enforcement action taken against citizens in Wylie.
EMERGENCY OPERATIONS CENTER TOUR
Council adjourned briefly into a worksession to tour a temporary EOC that staff had
145 designed to be activated in the event of an emergency. Fire Chief Shan English outlined the
purpose of the EOC and explained the general operations.
EXECUTIVE SESSION
150 Council adjourned into Executive Session at 8:40 p.m. under Section 551.074 of the
Government Code to consider appointment of a City Attorney and appointment to the Library
Board.
APPOINTMENT OF ABERNATHY, ROEDER, ROBERTSON & JOPLIN AS CITY

Upon reconvening into regular session at 10:15 p.m., Jennings made a motion to
appoint the firm of Abernathy, Roeder, Robertson & Joplin as consulting City Attorneys to
the City of Wylie. Wright seconded the motion. The motion was voted on and passed with

Consider approval of a Resolution Naming the Week of
October 23rd as Texas Pharmacy W�trtk
ISSUE
The Mayor has received a request for the week of October 23rd to be declared as Texas Pharmacy Week in
Wylie.
BACKGROUND
This week is meant to encourage patients to consult with their pharmacists on the proper use of medications
prescribed to them. Often, patients will take medications incorrectly, combine medications, or administer
medications to persons other than the one the medication was prescribed for. We are told by the resolution that
almost half of all prescriptions are taken incorrectly causing side effects, serious illness, hospitalization and
death.
STAFF RECOMMENDATION
This resolution has been passed in the form of a proclamation for the past two years. However, the Mayor has
instructed that it be brought before the Council in the form of a resolution providing more public exposure.
Staff recommends approval of the resolution.

Public Hearing and Ordinance emending Planned Development
for Vllyndharn Estates Phase II
Summary
Consider a recommendation for an amendment to the Comprehensive Zoning Ordinance to amend
a Planned Development known as part of Wyndham Estates Phase II, as adopted in Ordinance 86-
84A.
Background
Ordinance 86-84A was approved September 23, 1986 creating a Planned Development that would
encompass 5.1820 acres of the Francisco de la Pena Survey, Abstract No. 688. While the intent was
to restrict the development of this property to Single Family Dwellings with a zero lot line on one side
and a ten ft. side yard on the other, this information was never made part of the Ordinance leaving
these provisions unenforceable. After meeting with Baron Cook a copy of the Development Plan was
obtained setting out the restrictions and exceptions as they were intended to be adopted in the original
Ordinance. These provisions as presented in this recommendation were taken directly from that
Development Plan.
Financial Considerations
Builders have expressed an interest in these lots once the restrictions and exceptions are clarified.
Legal Considerations
This merely provides staff the tools necessary to ensure that the proper restrictions and exceptions
are applied during the development of these lots.
Board/Commission Recommendations
The Planning and Zoning Commission met Monday, October 3, 1994, and voted unanimously to
recommend approval.

Summary
Consider a recommendation for an amendment to the Comprehensive Zoning Ordinance that would
remove the current requirements for minimum lot depths in the SF-1 and SF-2 zoning districts and
replace them with the requirements for minimum lot depth as set forth in the SF-3 zoning district
which requires the average depth to be one hundred (100) feet. Also providing for average widths
in the SF-1, SF-2 and SF-3 zoning districts.
Background
Under the current provisions the minimum required lot depth in the SF-1 and SF-2 zoning districts
is presently one hundred twenty(120)feet. With continued growth in our City it is inevitable that an
existing subdivision will be expanded or a new and larger subdivision will be created that will include
at least two if not all three of the single family zoning districts. To ensure proper street alignment in
the future, minimum lot depths should be the same in all three districts with the differentiating factor
continuing to be the minimum lot area. Also the requirements for minimum lot width in the SF-1, SF-
2 and SF-3 zoning districts should include the wording " The average width of the lot shall not be less
than .... etc." to provide for lots located on a curve or cul-de-sac.
Financial Considerations - None
Legal Considerations
This will provide developers with the flexibility to place SF-1 and SF-2 zoning districts adjacent
to existing SF-3 districts while maintaining existing street alignment.

The Planning and Zoning Commission met Monday, October 3, 1994, and voted unanimously to
recommend approval.

Request for Initiation of Public Hearings to Amend Sign Ordinance
ISSUE
Mr. Bowland has requested to be put on the agenda to request Council to initiate public hearings to consider
making certain amendments to the sign regulations.
BACKGROUND
The sign regulations in the City of Wylie are located within the Comprehensive Zoning Ordinance. This means
that whenever an amendment is requested, public hearings must be held before the Planning and Zoning
Commission as well as the City Council to consider the amendment. Mr. Bowland will be representing the
downtown merchants when he requests Council to make changes to this ordinance. While we do not know all
of the issues Mr. Bowland plans to raise, he did indicate that he wanted the sign regulations removed from the
Zoning Ordinance so amendments were not so time consuming, that he wanted projection signs allowed over
public property and that he believed special variances should be included in the ordinance for the downtown
area.
LEGAL CONSIDERATIONS
If Council chooses to initiate public hearings, advertisement will be made for a hearing to be held before the
Planning and Zoning Commission to consider an amendment to the text of the Zoning Ordinance. The notice in
the paper must be specific regarding the changes being proposed. "Amending the sign regulations" won't be
enough. Council will need to give staff direction regarding those issues raised by the applicant that Council
agrees to hold public hearings on. The motion to initiate should say something like . . "initiate public hearings
to consider amend the sign regulations of the Zoning Ordinance as they pertain to . . . ."
STAFF RECOMMENDATION
Without knowing the complainant's specific requests, staff is unable to make an educated recommendation. We
only know in general that Mr. Bowland wants the sign regulations changed. Once Council hears his
presentation, we would, therefore, ask Council to either:
(1) initiate the public hearings with the disclaimer that "Council is not necessarily in favor of the
change, but finds enough cause to request public input at a hearing"

(2) table the issue to give staff time to conduct research and bring back a recommendation

RESOLUTION REGARDING TRI-CITY ANIMAL SHELTER
ISSUE
The three cities of Wylie, Sachse and Rowlett are initiating plans to construct a tri-city animal shelter.
BACKGROUND
Last week the City of Sachse approved the resolution and Rowlett's was tabled due to a lack of a majority
vote. I was assured by both the City Manager and Mayor of Rowlett that their City Council would approve the
agreement. Two Council members were "caught of guard" by pressure from citizens but will be more
informed next meeting. Currently all three cities' shelters are inadequate and do not meet current demands and
provide no affordable means of expansion. The City of Rowlett has funds available for the construction of an
animal shelter as does Wylie. The City of Sachse does not, but their pro-rata share will not negatively impact
their ability to pay. The attached resolution is merely to begin the process of site acquisition and site planning.
The resolution outlines the form of participation by the three cities as well as operational and maintenance
concerns.
LEGAL CONSIDERATIONS
All legal considerations will be formally addressed once land purchased becomes imminent. The law firm of
Cowles and Thompson is drafting an interlocal agreement contract that will specifically outline each cities
responsibilities. Once the agreement is complete Richard Abernathy will review.
FINANCIAL CONSIDERATIONS
An exact financial commitment is undetermined at this time. However preliminary costs indicate a total
construction cost (including land) of between $290,000 to $350,000 with Wylie's pro-rata share between
$58,000 to $70,000.
STAFF RECOMMENDATIONS
Staff recommends approval of the Tri-City resolution with the cities of Sachse and Rowlett.

Discuss and Consider approval of a Contract for engineering Services with
Hogan Corporation
ISSUE
The city needs to consider initiating engineering plans for the future construction of a water tower and related
transmission mains.
BACKGROUND
It is no secret now, that the city will soon be required to construct an elevated water tower and related
transmission main. This requirement is necessary to meet minimum state standards as prescribed by the Texas
Natural Resource Conservation Commission (TNRCC). A key point to consider is for a water tower to be
operational by June 1996. The construction schedule will take approximately one year. With another bond
election slated for February 1995 it is recommended that the city begin immediately to complete the engineering
prior to Fe ruary. This will enure that bidding and contract review will be finalized by May 1995. In a letter
dated 1ic.4.1 3,/l/ / to TNRCC officials the city outlined our timetable for meeting their
guidelines. This letter is also attached for your information.
FINANCIAL CONSIDERATIONS
Total costs for engineering/design services along with construction review is $110,500. The total project cost is
estimated at $1,625,000. The engineering/design represents approximately 7% of the total project impact fee
funds will be used to pay for engineering costs.
LEGAL CONSIDERATIONS
There are no legal considerations applicable other than a potential state enforcement order from the TNRCC
should the city fail its attempt to construct these improvements.
STAFF RECOMMENDATIONS
Staff recommends approval of engineering services to the Hogan Corporation for the construction of a 750,000
gallon capacity water tower along with related transmission means.

CITY OF WYLIE,TEXAS
This will constitute authorization by the City of Wylie, Texas (Owner), for The Hogan Corporation,
Engineers-Planners-Consultants, Dallas, Texas (Engineer), to proceed with the following described
engineering services.
A. PROJECT DESCRIPTION
The Owner proposes to construct waterworks system improvements, which will include two
major projects -- a 750,000-gallon elevated water storage tank and associated water
transmission mains.
The services described herein are to be performed in accordance with the applicable sections of
the Agreement for Engineering Services by and between the Owner and the Engineer, as
approved on July 27, 1993. A description of each project is as follows:
Elevated Water Storage Tank
A 750,000-gallon elevated water storage tank is proposed to be constructed near the
intersection of Regency Parkway and F.M. 544.
The design of this storage facility will include the piping, valves, fittings, site grading, fencing,
paint systems, foundations, telemetering system, and other related appurtenances.
The specifications and bidding documents will be prepared to include alternatives for receiving
bids for an all-steel fluted column and a composite (concrete column w/steel bowl) types of
elevated water storage tanks.
Additive alternate bids will also be received for vehicle doors, a floor slab, a condensate ceiling,
and any other items requested by the Owner.

Water Transmission Mains
The proposed water mains will include approximately 3,000 linear feet of 24-inch diameter
pipe, 7,000 linear feet of 20-inch diameter pipe, and 2,500 linear feet of 16-inch diameter pipe,
with fire hydrants, valves, fittings, highway crossing, and other related appurtenances. The
proposed water mains will connect the proposed elevated tank with the high service pumps
located at the NORTEX ground storage tank.
A breakdown of the projected costs for constructing the proposed water system improvements
is as follows:

The cost projection included above is prepared for budget purposes only and is not guaranteed
as the exact amount which will be bid for furnishing and installing the proposed improvements.
A map is attached to show the general location of the proposed waterworks improvements.
The Engineer shall perform the necessary engineering and related technical services for the
Design and Construction Phase Services, including necessary Additional Services, for
development of this project.
B. PRE-WORK CONFERENCE
The Engineer will meet with the Owner to discuss the design criteria, alignments, work
program and schedule, procedures of communication, additional surveys, preparation of
preliminary layouts, assignment of personnel, and any other matters that may have a direct or
indirect effect upon the completion and results of this project. Other work and review
conferences will be scheduled throughout the progress of the Design Phase, Construction
Phase, and the related Additional Services required in each phase.

C. DESIGN PHASE
1. Preliminary Planning and Layout
a. Obtain, from the Owner, all available property plats, easements, street right-of-
way widths, record drawings of the existing utilities, planning reports,
benchmark elevations, and other data that may be pertinent in considering the
location and construction of the proposed elevated water storage tank and
water transmission mains.
b. Take photographs of the existing conditions along the routes of the project
sites to identify areas of special concern in design and possible problems to
resolve.
c. Determine from field reconnaissance reviews of each of the project areas,
general alignments for the new water mains, considering the following:
(1) Alternate alignments, where feasible, for the proposed water main
improvements;
(2) Areas of street paving, driveways, and landscape restoration along
alternate alignments (trees, shrubs, curb and gutter, drainage,
walkways, etc.);
(3) Additional permits, right-of-way, and easement requirements;
(4) Access for future maintenance and operation;
(5) Location of other utilities;
(6) Projections of construction costs and recommendations;and,
(7) Future parallel pipelines.
d. Present preliminary planning alternatives, cost projections, and
recommendations to the Owner, and proceed with the field surveys for design,
as directed, of the selected alignments.
2. Engineering Design
a. Preliminary Drafting
(1) Prepare preliminary work on plan sheets for:
(a) Cover sheet;
(b) Location map;
(c) Title block, north arrows, scales,benchmarks, etc.; and,
(d) Miscellaneous standard details.

(2) Prepare preliminary work on specifications for:
(a) Standard specifications;
(b) Special conditions;
(c) Cover sheet;and,
(d) Proposal,bid schedule, and contract documents.
b. Preliminary Design
(1) Reduce and plot field notes of the topography, profile, and cross-
sections.
(2) Prepare preliminary layouts of the proposed pipeline, elevated storage
tank (with alternatives), connecting water mains, and other
appurtenances.
(3) Investigate conflicts with existing utility (water, sewer, drainage, gas,
telephone, electric)locations, depths, etc.
(4) Field-check preliminary design.
(5) Coordinate preliminary layout of improvements with utility companies,
Texas Department of Transportation(TxDOT), and others.
(6) Present preliminary drawings and specifications with preliminary cost
projections to the Staff of the Owner for review and comments.
c. Final Plans and Specifications
(1) Draft construction plans to conform with final comments of the Owner
from the preliminary design review.
(2) Prepare final details.
(3) Prepare quantity of materials.
(4) Prepare final bid schedule, special conditions, specifications, proposal,
and contract documents.
(5) Prepare projected cost of construction.
(6) Present to the Owner for final approval and proceed with the
advertising for bids, as directed by the Owner.
3. Additional Services for Design
a. Perform field surveys to include:
(1) Establish existing right-of-way and easements widths;
(2) Establish centerline and horizontal ground controls;
(3) Obtain additional field data and topography;
(4) Obtain, with assistance from the Owner's staff, locations, sizes, and
depths of all existing storm drainage pipe, water mains, and sewer
mains;and,

(5) Perform surveys (vertical and horizontal control) for the highway
crossing in sufficient detail to prepare the permit applications for
installing the utility improvements.
b. Arrange for and coordinate the subcontract services of a geotechnical
consultant to perform the soils investigation.
c. Prepare, as required,information for the permit applications for construction of
utilities within the right-of-way of F.M. 544.
d. Prepare the field note description and boundary survey plat for property to be
acquired for the new elevated storage tank.
D. CONSTRUCTION PHASE
1. Advertise and Receive Bids
a. Prepare construction plans and specifications for final printing.
b. Notify individual qualified contractors of the project and contact the Texas
Contractor and Dodge Reports for publishing the description of the project and
date for receiving bids.
c. Assist the Owner in securing, opening, tabulating, and analyzing of bids. The
Engineer will furnish recommendations on the award of the contract, based on
the lowest qualified bidder.
d. Assist in the engineering phases of the preparation of the formal contract
documents between the contractor and the Owner.
2. General Review of Construction
a. Meet (Pre-Construction Conference) with the Owner and the contractor to
discuss the total work program and schedule, procedures of communication,
additional surveys, field testing and inspection, assignment of personnel, and
any other matters that may have a direct or indirect effect upon the completion
and results of this improvement program.
b. Make periodic visits to the project site (as distinguished from continuous
services of Resident Project Representatives).
c. Consult and advise with the Owner during construction.

d. Review shop and working drawings.
e. Review tests of materials.
f. Prepare monthly and final estimates for payment to contractor.
g. Conduct final review of the project in the accompaniment of the Owner.
3. Additional Services for Construction Phase
a. Arrange for and coordinate the services for printing the construction plans and
specifications to be used in the distribution to prospective bidders.
b. Provide, in the contract documents, for the construction contractor to furnish
field layout and staking for construction with the option for the City to accept
or delete this provision,whichever is in the best interest to the Owner.
c. Arrange for and coordinate the services of a materials testing firm to perform
on-site observations of the construction procedures, holiday and mil thickness
testing of the paint systems, steel plate sandblasting, and required tests on the
welded seams, review of the concrete batch design, sampling and testing,
• compaction (density) testing of foundation subgrades, and other such testing
and inspection services required for quality control of the project.
d. Perform observations of the construction work for the elevated tank project at
appropriate times and as directed by the Owner, which shall be in addition to
the periodic routine visits to the project site included in the General Review of
Construction services. The frequency and time of the additional trips to the
project site for observation of specific areas of the elevated tank construction
will be as required by the Owner. For budgeting purposes, the time allowed
for this service is approximately 250 manhours. If additional time is required
by the Owner, the Engineer shall be paid in accordance with the Basis of
Compensation outlined in part F.3.c., on Page 8, of this Scope of Technical
Services.
E. RESPONSIBILITY OF THE OWNER
1. Provide the Engineer the assistance needed for collecting data for the design of the new
additions to the waterworks system.

2. Provide qualified personnel for daily observation of construction for the water
transmission main.
3. Prepare daily reports of construction activities, with copies of reports furnished to the
Engineer.
4. Advise Engineer by telephone, on a weekly basis, of the progress of work, problems
encountered in construction, quality of work performed, and other matters concerning
the project status.
5. Confirm the percentage of completion for work performed, as submitted by the
contractor, during each month.
F. BASIS OF COMPENSATION
1. Availability of Funds
The Owner agrees that funds, to the extent required, are currently available and
sufficient to complete all phases of the proposed engineering services authorized under
this Proposal.
All invoices submitted by the Engineer and approved by the Owner shall be paid within
thirty(30)days of the invoice date.
For any payments not made within thirty (30) days, a charge will be made monthly in
the amount of one and one-half percent (1-1/2%) of the unpaid balance, beginning
thirty(30)from the date of the statement.
2. Design Phase
a. Engineering
The Owner shall make payments to the Engineer for performing the
engineering services described in the Design Phase on a monthly basis in
proportion to that part of the services proposed herein which has been
accomplished, as evidenced by monthly statements submitted by the Engineer
and approved by the Owner. Final payment shall be due upon completion of
these services.
The compensation for the design services performed shall be based on a lump
sum amount of $92,000.00.

b. Additional Services For Design Phase
For performing the Additional Services for the Design Phase,the Engineer is to
be paid on a monthly billing basis at a per diem rate of the personnel's salary
cost times a multiplier of 2.5. The Engineer is to be reimbursed for all direct
non-labor,field surveys, and other subcontract expenses at the invoice cost.
3. Construction Phase
a. Advertising and Receiving Bids
The Owner shall make payments to the Engineer on a monthly billing basis for
the services performed as outlined herein. Upon completion of all work
authorized, the Engineer shall be paid the remainder of the charge for this
phase of the work.
The total compensation for the Advertising and Receiving Bids shall be based
on a lump sum amount of$2,500.00.
b. General Review of Construction
The Owner shall make payments to the Engineer on a monthly basis in
proportion to the services performed. Upon completion of all work authorized
in the Construction Phase, the Engineer shall be paid the remainder of the
charge for this phase.
The compensation for the General Review of Construction shall be based on
the lump sum amount of$16,000.00.*
* Based on a construction time allowance of 365 calendar days. Compensation
for engineering services, as directed by the Owner beyond the 365-calendar day
construction time allowance,will be on a per diem plus expenses basis.
c. Additional Services For Construction Phase
For performing the Additional Services For Construction Phase, the Engineer
is to be paid on a monthly billing basis at a per diem rate of the personnel's
salary cost times a multiplier of 2.5, with reimbursement of all direct non-labor
and subcontract expenses at the invoice cost.

G. COMPLETION SCHEDULE
The design work to be performed, as authorized herein, is estimated to be completed within
ninety (90) calendar days after the approval of this Proposal. The construction phase is
estimated to be complete within three hundred sixty-five (365) calendar days after the Notice
to Proceed has been issued to the contractor.

Enclosed is a letter from the Texas Natural Resource Conservation Commission
(TNRCC) dated August 3, 1994. This letter was in response to a survey that was
conducted on July 25, 1994. In short, this letter addresses our failure to meet the
requirements of their agency's "Minimum Water Supply Capacity Requirements.'
Also attached is a copy of our response letter dated September 2, 1994 from
Mayor Jim Swartz. As you can see, Mayor Swartz has assured the TNRCC that
we are implementing a schedule of adherence and that we are making every
effort to comply in a timely manner.

On July 25, 2994, our representative, Mr. Charles S. McReynolds, P.
E. , in company with Mssrs. Jack Jones & Phil Blakely, completed a
sanitary survey of the subject water system. As a result of this
survey, remedial measures must be taken to correct the following
deficiencies so that the water system may be operated and
maintained in accordance with the requirements for a "Superior"
public water supply. References after each listed violation are to
Title 30, Chapter 290 of the Texas Administrative Code (§290. ) .
1. Your water system fails to meet this Agency's "Minimum Water
System Capacity Requirements. " These requirements include:
a. a total storage capacity of 200 gallons per connection at
the Steele Road Pump Station. (§290. 45 (b) )
b. an elevated storage capacity of 100 gallons per
connection in the main city pressure plane. (c290.45 (b) )
c. The use of continuously operating booster pumps at the
Steele Road Pump Station to maintain pressure in the
distribution system is unacceptable due to the immediate
loss of pressure in the event of a power failure. You
must provide pressure maintenance facilities consisting
of either 100 gallons per connection of elevated storage,
or a pressure tank capacity of 20 gallons per connection.

d. Auxiliary power to deliver water to the distribution
system in the event of the loss of normal power supply or
an emergency interconnection with another public water
supply must be provided. Under emergency conditions, the
combined systems must be able to supply at least 0.35
gallons per minute per connection. (§290. 45 (b) )
e. Our regulations require the system be able to purchase
treated water at a rate of 0. 6 gallons per minute per
connection. The maximum authorized daily purchase rate
specified in the water purchase contract must authorize
this rate. (§290.45 (f) (4) )
Consequently, the system must secure a written contract,
a signed document of specific terms, or a memorandum or
letter of understanding between the purchaser and
wholesaler which authorizes the purchase of water at a
rate sufficient to meet these requirements.

Your water system must be modified to meet these requirements
to assure an adequate supply of water at all times.
2 . All community water systems shall post a legible sign at each
of its production, treatment, and storage facilities. The
sign must be located in plain view of the public and must
provide the name of the water supply and an emergency
telephone number where a responsible official can be
contacted. (§290. 46 (w) )
Effective January 1, 1993 , all chemicals and all newly installed
pipes and related products must conform to American National
Standards Institute/National Sanitation Foundation (ANSI/NSF)
Standard 60 for direct additives and ANSI/NSF Standard 61 for
indirect additives. Conformance with these standards must be
obtained by certification of the product by an organization
accredited by ANSI. (§290.43 (i) ) (§290.44 (a) (1) )

Because of the nature of the violations enumerated in this letter
and the fact that this system is listed as a "SUPERIOR" public
water supply, we shall expect a reply in writing addressing each of
the items no later than September 8, 1994. Your reply must
indicate a firm commitment on your part to comply with State Law,
contain a detailed explanation of the course of action to be
followed, and a timetable for the correction of all deficiencies.

Dear Mr. Slocum:
This letter is in response to your letter dated August 3, 1994 regarding deficiencies in the City
of Wylie's public drinking water supply. The city is acutely aware of the deficiencies within our
water system, those being the city's lack of elevated water storage.
On July 16, 1994, the voters of Wylie rejected a bond proposal that would have corrected all the
deficiencies stated in your letter. The city's plans are to construct a 750,000 gallon elevated tank
on the west side of town along with related transmission lines. The construction of both will
enable the city to eliminate the Steel Road Pump Station and provide adequate water pressure
and available water supply for Wylie's 9,000 residents.
The city is planning another bond election in early 1995 (January or February) to once again ask
for voter approval to make necessary improvements to Wylie's water system. Should the voters
reject the proposal again, the city is committed to securing other financial sources in order to
meet the TNRCC's concerns.
The City of Wylie is definitely concerned about the condition of our water system and desires
to operate it as efficiently and effectively as possible. Below is a timetable for implementation.
SCHEDULE FOR IMPLEMENTATION
September 1994: Initiate engineering on 750,000 gallon elevated storage
tank and related transmission mains.
December 1994: Engineering complete.
January or February 1995: Conduct bond election to fund elevated tank and related
main improvements.
April 1995: Initiate formal bid documents on both projects.
May 1995: Construction letting.
June 1995: Construction begins.
June 1996: Construction complete.
As you can see, the City of Wylie has no plans to delay these improvements and is making every
effort to comply in a timely manner.
As far as your other concerns of auxiliary power and posting of signs, immediate action has been
taken. Auxiliary power can be secured within one to two hours from private firms in the Dallas
area. The city does not have back-up generators at each site, but auxiliary power can be quickly
obtained from outside sources. The posting of signs at each water facility is currently on order
and should be in place within the next 30 to 45 days.
The City of Wylie is aggressively working toward the implementation of the timetable listed in
this letter. We are hopeful that TNRCC will view the city's response favorably. If additional

Appointments to Park Er Recreation facilities Development Corporation
ISSUE
The purpose of this item is consider appointments to the seven (7) member Board of Directors to the Wylie
Parks and Recreation Facilities Development Corporation.
BACKGROUND
The By-laws of the Wylie Park and Recreation Facilities Development Corporation establishes that the property
and affairs of the Corporation shall be managed and controlled by a Board of Directors under the guidance and
direction of the Wylie City Council. The By-laws establishes that the Board will consist of four (4) City
Council members and three Citizen members. The Citizenmember appointees will include at least one member
from the Park and Recreation Board, and one from the Library Board. All must be residents of the City of
Wylie. Any director may be removed from office by the City Council at will.
Terms of office shall be two (2) years with the right of any officer to be reappointed. All officers shall be
subject to removal from office at any time by vote of a majority of the city council.
FINANCIAL CONSIDERATIONS
Directors shall not receive any salary or compensation for their services as directors. However, they shall be
reimbursed for their actual expenses incurred in the performance of their official duties as directors.
LEGAL CONSIDERATIONS
The City Council approved a resolution adopting the Articles of Incorporation for the Wylie Park and
Recreation Facilities Development Corporation on June 14, 1994. By-laws for the Corporation were approved tr.
Resolution by the City Council on September 13, 1994. The Corporation will be required to approve it's By-
laws at their first meeting. This meeting will be tentatively scheduled for October.
