Community Center for the Wylie Country Fair. Background The City of Wylie, Chamber of Commerce, and the Downtown Merchants Association have been participants in sponsoring the Wylie Country Fair for many years. The City sponsors the main stage/concert areas, prepare Olde City Park/BP Community center for use, and assist in coordination of the entire event. The Chambers' role is set up a games area, find acts for the main stage, and assist in coordination of the entire event. The Downtown Merchants Association oversees the food and arts/crafts vendors at the park and community center. Financial Considerations N/A Other Considerations Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the Park Board to serve in an advisory capacity to the City Council on the planning and development of parks and recreation facilities and the regulations governing their use. Section 78-150 of the City Code of Ordinances states: It shall be unlawful for any person to solicit for sale, vend, peddle, sell or offer to sell any cold drinks, cigars, tobaccos, cigarettes, fruits, candies, goods, wares or merchandise of any kind or nature whatsoever within the city park or recreation or community center facility; provided, however, that this section shall not apply to any person, organizations, firms or corporations, or the agents of any person, or organization, firm or corporation, or employees of any person who are recommended by the parks and recreation board and approved by the city council to operate a concession or concessions for the sale of specified goods, wares, and merchandise within the city park or recreation or community center facilities of the city. "Soccer Fest." Background The Wylie Youth Soccer Association is requesting to use the Community Park and the pavilion for their"Soccer Fest." This is the second year of this event. The event is used to market soccer to the Wylie community, celebrate the new season, and as a fundraiser for the Wylie Youth Soccer Association. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold, the vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products. An Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers. Parks and Recreation Advisory Board Agenda Communication for August 26, 2002 Issue Discuss and consider the Preliminary Plat for the Southplace Estates Phase V and Phase VI. Background Following the recommendations from the July 22, 2002 Park and Recreation Board Meeting another Preliminary Plat has been submitted by the developer for the Southplace Estates Phase V and VI, which is located in the south central portion of the City adjacent to Ballard Street just north of the Twin Lakes Subdivision. This Preliminary Plat offers an approximately 3,125 sq. foot piece of parkland dedication on the east side of development next to the west side of Community Park in order to offer access to Community Park for residents of Southplace. In order to meet the parkland dedication ordinance requirements of the property, the development will need to provide 1.14 acres (1.5 acres per 100 lots) of parkland or $39,500 (79 lots x $500) in fees or some combination. The parkland dedication value is approximately $170, thus a balance of $39,330 will be paid in fees. Background Staff has been working with a graphic designer and Parks and Recreation Board member Anne Hiney in the design of a new emblem for the department. The emblem decided upon includes the city"W,"a park bench, and tree. This emblem is what staff would like to use for shirts, banners, signage, and included in the completion of the Parks and Open Space Master Plan.
