Issue
Discuss and consider a road that would connect Founders Park to Hensley Lane.
Background
Staff provided an update to the Parks and Recreation Board on the development of the
Wylie Independent School District (WISD) football stadium project near Founders Park
at the October 28, 2002 regular meeting. At that time Board members requested that an
action item be placed on the meeting's agenda for November 18, 2002 concerning
construction of a permanent, concrete, park access road built from Hensley Lane into the
south side of Founders Park.

Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify
the duties of the Park Board to serve in an advisory capacity to the City Council on the
planning and development of parks and recreation facilities and the regulations governing
their use.

Staff Recommendations
Staff has been working with the WISD contractor and the City Engineer on alignment of
a road between Hensley Lane and Founders Park. Staff recommends a road of either
concrete or asphalt be constructed to connect Founders Park to Hensley Lane for safety
and for traffic concerns.

Staff provided an update to the Parks and Recreation Board on the current status and
balance of the parkland dedication fee account at the October 28, 2002 regular meeting.
Board members requested that an action item be placed on the November 18, 2002
meeting's agenda concerning acquisition of land parcels generally located between West
Brown Street and FM 544.
