Issue
Discuss and consider request from the Wylie Merchants Association, Wylie Seniors
Group, Wylie Lions Club, and Friends of Smith Library to sell concessions at Olde City
Park during the Summer Concert Series beginning June 5, 2003 until July 17, 2003.
Background
The not-for-profit groups listed above have all been groups that have participated in
selling items at the Summer Concerts since its inception in 2001. Now that the Parks and
Recreation Department has implemented this permit policy, staff is now bringing forth
these requests to comply with the established permitting process.

Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify
the duties of the Park Board to serve in an advisory capacity to the City Council on the
planning and development of parks and recreation facilities and the regulations governing
their use.
Section 78-150 of the City Code of Ordinances states: It shall be unlawful for any person
to solicit for sale, vend, peddle, sell or offer to sell any cold drinks, cigars, tobaccos,
cigarettes, fruits, candies, goods, wares or merchandise of any kind or nature whatsoever
within the city park or recreation or community center facility; provided, however, that
this section shall not apply to any person, organizations, firms or corporations, or the
agents of any person, or organization, firm or corporation, or employees of any person
who are recommended by the parks and recreation board and approved by the city
council to operate a concession or concessions for the sale of specified goods, wares, and
merchandise within the city park or recreation or community center facilities of the city.

Helpful Information
The City of Wylie has an exclusive contract that allows the sale of only Pepsi products within all park, recreation, community center
facilities, and other city facilities. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold, the
vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products.
An Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers.

Issue
Discuss and consider the conceptual plan for Creekside Estates Park in the Creekside
Estates Subdivision.
Background
A Concept Plan has been submitted for Creekside Estates park located within the
Creekside Estates Subdivision, Phase 2, which is located in the western portion of the
City north of McMillen Rd. The developer has met the parkland dedication requirements
per the preliminary platting process. The Concept Plan shows a dedication of
approximately 17.1 acres.
Financial Considerations
The developer is proposing to develop certain areas of the parkland and that the City of
Wylie could assist in this development with approximately$95,480 toward the cost of the
improvements (see attachments).

Discuss and consider the conceptual plan for Wylie Lakes Subdivision.
Background
A Concept Plan has been submitted for the Wylie Lakes Subdivision located in the
northeastern portion of the City north of Hwy 78. The developer is proposing to build
352 homes requiring approximately 5.28 acres of parkland dedication or $176,000 in
funds in leiu of the parkland dedication requirements. The developer is proposing for the
City of Wylie to pursue a lease agreement with the U.S. Army Corps of Engineers for
developing parkland near the development.

(a) Procedures for naming park lands and facilities.
(1) The park and recreation board ("board") or other board as appropriate;will be responsible for recommending a
name for municipal parks.
(2) The board shall be responsible for research,study and recommendation of a proposed name to the city council.
Rationale for the recommended name shall be given in writing and accompany the recommendation.
(3) The recommended name will be forwarded to the city council for its consideration and approval.
(4) Municipal parks shall be named immediately prior to or during development, generally not later than 60 days
after acquisition or commencement of construction.
(5) Municipal parks shall be named in their entirety. No discrete section of a named park shall be eligible for a
different name than the name given to the entire park.
(6) A park name may be changed no more frequently than once every ten years.
(b) Guidelines for naming municipal parks.
(1) Names of municipal parks should be familiar to the majority of citizens,easy to recall, unique and lasting.
(2) The following guidelines are listed in order of importance. Municipal parks shall be named:
a. By outstanding and/or predominate physical characteristics of the land such as:
1. Those naturally occurring,such as forested areas,streams, rivers, lakes and creeks;
2. Manmade features such as subdivisions,streets,office/industrial or commercial complexes;
3. Landmark significance,such as an identifiable manmade or naturally occurring monument;
4. Historical significance, such as the names of early residents or citizens and/or a significant
event.
b. In honor of a deceased community leader.
c. In honor of a deceased national or state leader.
d. Based on the activity, event, or function of the land.

Sec. 15-24. Duties and responsibilities.
The parks and recreation planning board shall have the following duties and responsibilities:
(1) Review and make recommendations regarding the acquisition of park land.
(2) Periodically review and make recommendations regarding the park master plan.
(3) Annually review and make recommendations regarding the parks and recreation capital improvement program.
(4) Review and approve master plans for the development or improvement of parks and recreation facilities.
(5) Analyze the long range parks and recreation facility needs of the community.
(6) Make recommendations regarding parks and recreation board referenda to meet community needs for parks
and recreation facilities.
(7) Review and make recommendations regarding the establishment of or revisions to park facility user fees.
(8) Provide opportunities for citizen input regarding appropriate parks and recreation issues of major community
importance.
(9) Name parks and recreation facilities.If a park or recreation'facility is to be named after a living person,

A. The chairman of the park board shah name a committee that will be responsible for recommending a name for park lands
and facilities to the park board.
B. The cpmmittee shall be responsible for research, study and recommendation of a proposed name to the park board.
Rationale for the section of the recommended name shall be given in writing.
C. The perk board shall approve or disapprove the name recommended by the committee:
1. If the committee's recommendation is disapproved by the park board,then the matter may be referred back to the
committee for further action.
2. If approved,the recommended name will be forwarded to the city council for their consideration and approval.
D. Park lands and facilities shall be named within 60 days after acquisition,construction completion,or at the earliest possible
date.

are donated to the City of Coppell.
