Background In order to gain more donations for the Blackland Prairie Playground Foundation, the Foundation is requesting to sell fence pickets and hand-painted tiles at both Founders and Community Parks during the sports seasons through the Fall 2004 season. Financial Considerations N/A Other Considerations Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the Park Board to serve in an advisory capacity to the City Council on the planning and development of parks and recreation facilities and the regulations governing their use. Section 78-150 of the City Code of Ordinances states:It shall be unlawful for any person to solicit for sale, vend, peddle, sell or offer to sell any cold drinks,cigars,tobaccos, cigarettes, fruits,candies, goods,wares or merchandise of any kind or nature whatsoever within the city park or recreation or community center facility; provided, however, that this section shall not apply to any person, organizations, firms or corporations,or the agents of any person,or organization,firm or corporation,or employees of any person who are recommended by the parks and recreation board and approved by the city council to operate a concession or concessions for the sale of specified goods,wares, and merchandise within the city park or recreation or community center facilities of the city. Background Ms. Lawrence is a private vendor who would like permission to set up a booth at Community Park to sell photo buttons to the general public. She has sold buttons to the sports organizations in Wylie as a private photographer. The City does not have a contract or wishes to pursue a contract with this vendor. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold,the vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products. An Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers. Background The staff at the Bart Peddicord Community Center with the assistance of volunteers had a small haunted tunnel and game booths in 2002. This year the Parks and Recreation Department has budgeted funds and is coordinating with the same volunteers from 2002 to provide a larger haunted tunnel and game booths outside the community center. All admissions and funds raised by this event will go the Wylie Seniors Fund, a fund that is set up through the community center to fund senior events/activities. Background The Summit Church hosted a"Hallowfest Event" in 2001 at Olde City Park that featured game booths, music, and candy giveaways. At that time no problems stemmed from their use of the park. The Church is planning similar events and including more food vendors for this year. Collin County regarding food permits and have notified staff they will be using Pepsi products in the park. Parks and Recreation Board Agenda Communication for October 14, 2003 Issue Discuss and consider naming a park after former Councilman Joel Scott. Background The Board discussed development of a Park Naming Policy at the April 28, 2003 meeting. They requested that staff develop a draft policy for review at the next meeting. Staff developed a draft of the policy for board comment and approval. The Park Naming Policy was approved by the Park Board at the June 3, 2003 meeting, and then it was approved by the City Council. The Board discussed park names at the August 25, 2003 meeting and September 22, 2003 meetings. At the September 22, 2003 meeting Board members expressed interest in naming a park after former City of Wylie Councilman Joel Scott. This item is now being brought to the Park and Recreation Board as a formal action agenda item.
