Those present were: Commissioner Randy Owens, Commissioner Jerry Stiller, Commissioner David Williams and Commissioner Diane Culver. Commissioner Mike McCrossin arrived late. Minutes November 04,2014 Wylie Planning and Zoning Board Page 1 of 3 REGULAR AGENDA Regular Hearing Item 1 Consider, and act upon, a recommendation to the City Council regarding a Final Plat for Kreymer Estates Phase II consisting of 23.171 acres for 60 single family residential lots and 2 open space lots dedicated to the City of Wylie, generally located west of W.A. Allen Boulevard, south of E. Brown Street. Staff Presentation Ms. 011ie stated that the property is 23.171 acres and will create sixty single- family residential lots and two open space lots for park and recreational purposes. The subject property is part of overall Planned Development District(PD 2013-33), approved in August 2013. Staff recommends approval subject to additions and alterations as required by the City Engineer. Board Action With no questions for the applicant, Douglas Properties, a motion was made by Commissioner Culver and seconded by Commissioner Stiller, to recommend approval to the City Council for Final Plat Kreymer Estates Phase 2. Motion carried 5 —0. Item 2 The Site Plan for Dollar Tree was tabled at the October 21, 2014. A motion to remove from table. Board Action A motion was made by Commissioner Owens and seconded by Commissioner Culver to remove from the table the Site Plan for Dollar Tree. Motion carried 5 —0. Consider, and act upon, a Site Plan for a single store 10,000 square foot retail building, being Lot 4A, Block A of the Wylie Retail Office Park shopping center. Situated on 1.151 acres and generally located southwest of SH 78 and Kreymer Lane. Staff Presentation Ms. 011ie stated that the owner, Dollar Tree, did approve the changes for the architectural design as per the Board comments and the developer is requesting additional time to revise the plans. The request is to table to the November 18, 2014 regular meeting. A motion to remove from the table and continue the Public Hearing. Board Action A motion was made by Commissioner Owens and seconded by Commissioner Culver to remove from the table Replat for Wylie Retail Office Park. Motion carried 5 —0. Hold a public hearing and consider a recommendation to the City Council regarding a Replat for Wylie Retail Office Park, Block A, Lot 4A generally located at the southwest corner of SH 78 and Kreymer Lane. Staff Presentation Ms. 011ie stated that the applicant is requesting to continue the Public Hearing, in order to work on issues of the Replat. The applicant is requesting to table to November 18, 2014. Motion to remove Site Plan for Dollar Tree from table Per direction from the Commission, the applicant has revised the plans to include the four foot offset on the front (north) façade as well as the articulation along the eastern face of the building. In addition, the revisions reflect modification to the north elevation displaying a flattened entrance to be compatible with the existing retail center located to the south. The applicant is proposing to develop a single-story, 10,000 square foot retail building on 1.151 acres one lot(Lot 4A) located at the southwest corner of SH 78 and Kreymer Lane. The vacant property is located within the Wylie Retail Shopping Center. This center was established in Spring 2006 consisting of 5 commercial lots on approximately 8.7 acres. Since that time, the junior anchors and retail lease space were constructed towards the rear of the property. This item will be one of the outparcels situated towards SH 78 frontage. The site plan, landscape plan and exterior elevations conform to the Zoning Ordinance's Non-Residential Design Standards as well as surrounding developments. The proposed plan is recommended for approval subject to additions and/or alterations to the engineering plans as required by the Engineering Department. Discussion The property totals 29.765 acres and will create seventy-four (74) single-family residential lots and three (3) open space lots for park and recreational purposes. The subject property is part of the overall 101 acres of the Kreymer Estates development approved in January 2012 as a Planned Development District (PD 2012-04 . The overall PD was broadened and expanded in August 2013; therefore the designated and adopted zoning is PD 2013-33. The plat shall also dedicate necessary rights-of-way, utility easements and floodway and drainage easements. Discussion APPLICANT: Glenn Engineering Developer: Apartment Development Services The property totals 18.474 acres and will create a single lot for multi-family residential community. The applicant is proposing 158 dwelling units in eight three-story buildings and two two-story buildings. The site will also include an amenities center,a dog park,and a trail connection to the City's Master Plan (to be built at a later date). The subject property is currently zoned SF 1024 which is single family. However, the property is being developed under the MF (multi-family)zoning that was in place when the property was platted in 2002. The zoning ordinance allows for a maximum density of 15 dwelling units per acre in MF districts. The development is being proposed at 12 dwelling units per acre. The complex will consist of 1, 2 and 3 bedroom units. The primary access to the site is a divided entrance off Brown Road, with a secondary access also off Brown at the western property line. A 40' landscape buffer with 5' meandering sidewalks is proposed along the southern property line. Because of a 30' NTMWD easement (in which no trees, fencing, or masonry signs are allowed) a 3' grassy berm is being proposed in lieu of the normally required trees at 40' spacing. A median cut will be required on Brown to allow for access from east bound traffic on Brown. This Site Plan meets the required site, landscaping and architectural design standards and is recommended for approval subject to additions and or alterations to the engineering plans as required by the Engineering De•ailment. The applicant is proposing to develop one single story commercial building of 12,047 square feet for a Recreational, Entertainment, and amusement use(Cheer Gym). The Use is a permitted by-right use within the LI District. The proposed building will be constructed primarily of face brick with stone accents. There is a 60' NTMWD easement that runs along the south side of the property. The applicant, and staff, has received approval from the District to build the parking over the easement. The applicant went before the Zoning Board of Adjustments in August of this year and was approved for less than the normally required parking. Under the Ordinance 80 parking spaces would be required, however as the actual use is less intensive than the use category the applicant was approved for less parking and has provided 65 spaces. There is also a Replat on this agenda to combine the two current lots into one. The proposed plan meets or exceeds the base design standards and is recommended for approval.
