Saturday, May 22, 2004.
Background
The Cowboys for Christ group has held events in the parks on prior occasions with no
noted problems.

Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the
Park Board to serve in an advisory capacity to the City Council on the planning and development of parks
and recreation facilities and the regulations governing their use.
Section 78-150 of the City Code of Ordinances states: It shall be unlawful for any person to solicit for sale,
vend, peddle, sell or offer to sell any cold drinks, cigars,tobaccos,cigarettes, fruits,candies,goods,wares
or merchandise of any kind or nature whatsoever within the city park or recreation or community center
facility; provided, however, that this section shall not apply to any person, organizations, firms or
corporations,or the agents of any person,or organization, firm or corporation, or employees of any person
who are recommended by the parks and recreation board and approved by the city council to operate a
concession or concessions for the sale of specified goods, wares, and merchandise within the city park or
recreation or community center facilities of the city.

Helpful Information
The City of Wylie has an exclusive contract that allows the sale of only Pepsi products within all park, recreation, community center
facilities, and other city facilities. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold,the
vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products.
An Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers.

The following groups have participated in providing vending services at the Summer Concert
Series in past years. A vendor schedule is not confirmed for the 2004 season,these are just a list
of potential vendors that could be used. Jolly Trolley Snocones of Texas will be the other vendor
used,we currently have a standing contract for this vendor so no approval is needed.

Issue
Discuss and consider dedication of parkland adjacent to two commercial sites off of
Sanden Boulevard.
Background
Following the adoption of the new Parkland Dedication Ordinance, commercial
properties are subject to parkland dedication requirements. Two sections of parkland
have been identified for dedication,the first section is behind Southern Fastening
Systems(RSR Addition-approximately 8.043 acres/$8,043.00 in fee dedication) and the
second section is behind the Wylie Economic Development Corporation's owned
property(Bayco Addition-approximately 8.285 acres/$8,285.00 in fee dedication)off of
Sanden Boulevard. The Southern Fastening Systems parkland dedication is 757'x 60'
equaling 45,390 square feet and the Wylie Economic Development Corporation's
dedication is 84'x 60'equaling 5,040 square feet. Both portions are identified in the
Recreation and Open Space Master Plan as desirable areas for future trail development.
Financial Considerations
In both of these cases land is being dedicated instead of the fee. Using a formula based
upon the purchase price,the Southern Fastening Systems portion is$0.25 per square foot
for the floodplain creating a value of$11,204.00 well in excess of the $8,043.00 fee.
However,based upon a purchase price of$0.32 per square foot for the Wylie Economic
Development Corporation's portion of the dedication can only be valued at $1,605.00,
well below the $8,285.00 fee. Due to the fact that the Wylie Economic Corporation is a
publicly funded development corporation under the City of Wylie umbrella, charging this
entity the fees would not meet the intent of the Parkland Dedication Ordinance.

Issue
Discuss and consider naming the future community built playground at Founders Park.
Background
The Blackland Prairie Playground Foundation has submitted a name for the future
community built playground at Founders Park. The Foundation submitted a list of names
to the Wylie I.S.D. for elementary students in Wylie to vote on their favorite names. The
top three names chosen were Kids' Adventure Playground, Pirate Cove Playground,and
Pirate Pride Playground. The winner was Pirate Cove Playground. Per the Park Naming
Policy, names must be approved by the Parks and Recreation Board and then submitted
to the City Council for approval.

Staff wants to make the Board aware that the names chosen for the playground do not
meet the original intent of the naming of facilities in Founders Park. The Founders Park
name was chosen to provide future opportunities to name facilities in Founders after
historical figures or events in Wylie i.e. Colonel Wylie.,

Dear Robert,
I hereby tender my resignation from the City of Wylie Parks and Recreation Board
effective April 30, 2004. Though I enjoy working on the Board and assisting the growth
and betterment of my community, my personal and professional lives have become more
demanding and require that I reallocate my time. I will not remain on the Board knowing
that I cannot perform my duties effectively and in a quality manner. I thank my fellow
Board members for all of their help during my tenure and I thank the members of the city
council for having faith in me to appoint me as a member of the Board. I have truly
enjoy d serving our growing community.
