2. Consider and act upon the concept plan for the Parkside Development. A presentation will be made by
Stephen Sallman of the Warner Group.

Parks and Recreation Board Agenda Communication for
July 26, 2004
Issue
Consider and act upon the concept plan for the Parkside Development. A presentation will be
made by Stephen Sallman of the Warner Group.
Background
The Skorburg Company submitted a conceptual plan for parkland dedication back in February
2004 and again in March 2004 regarding this same site being submitted by the Warner Group.
The development is located generally north of FM 544, east of the existing Lakeside Estates
development, and west of FM 1378 (Brand Tract).
The developer has recently visited with staff to discuss the application of the recently-adopted
Parkland Dedication Ordinance and fees and how they will be applicable to the proposed
developments. The developer has suggested the possibility of meeting the parkland dedication
requirements by a land dedication.
The developer estimates that there is a total of 43.76 acres of proposed parkland dedication in the
Brand Tract, and a significant portion of the proposed dedication is located within the floodplain.
However, the floodplain area has been identified as a desirable trail system in the Wylie Park,
Recreation and Open Space Master Plan.

Other Considerations
Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties
of the Park Board to serve in an advisory capacity to the City Council on the planning and
development of parks and recreation facilities and the regulations governing their use.

Planning and Zoning will make their recommendations at their August 3, 2004 regular meeting.

CONDITIONS FOR PLANNED DEVELOPMENT
ZONING CASE#2004—

GENERAL CONDITIONS:
1. This planned Development District shall not affect any regulations within the
Code of Ordinances, except as specifically provided herein.
2. AU regulations of the Single Family 8.5 District (SF-8.5/17) are set forth in
Article 3, Section 3.3 of the Comprehensive Zoning Ordinance (adopted as of
November 13, 2001) are included by reference and shall apply except as
provided herein.
SPECIAL CONDITIONS:
1. Maximum number of Residential Lots not to exceed 250 lots.
2. Lot Size
a. Minimum lot area of 6,000 square feet.
b. Minimum lot width of 50 feet.
3. Yard Requirements—Main Structures
a. Minimum side yard of 5 feet and side yard of corner lots 25 feet when
that side yard is on a key lot. A side yard adjacent to a side street shall
not be less than 15 feet in all other circumstances.
b. Minimum 1700 square feet shall be required for the main structure.
4. No Alley shall be required within the property.
DEVELOPMENT STANDARDS:
a. The dedication of 43.76 acres of land and developer to provide hike
and bike trail, shall serve in lieu of park fee requirements.
