The City of Wylie has an exclusive contract that allows the sale of only Pepsi products within all park, recreation, community center
facilities, and other city facilities. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold, the
vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products.
An Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers.
Section 78-150 of the City Code of Ordinances states:It shall be unlawful for any person to solicit for sale,vend,peddle,sell or offer to
sell any cold drinks,cigars,tobaccos,cigarettes,fruits,candies,goods,wares or merchandise of any kind or nature whatsoever within

SUMMARY:
Due to the lengthening of the sports seasons for soccer and for baseball/softball staff is requesting the Board
emend the Athletic Field Policy to reflect the following changes, all changes are highlighted in 111111:

Athletic Field Policy
City of Wylie Parks and Recreation Department
This policy is to be administered by the City of Wylie Parks and Recreation Department(C.O.W.P.A.R.D.)in
regard to the use of outdoor public recreation areas for athletic activities. The purpose of this policy is to serve as a
guide for the comprehensive and effective usage of outdoor athletic areas owned,leased,scheduled or otherwise
controlled by the City of Wylie Parks and Recreation Department.
It is the intent of this policy to provide a basis for establishing the following objectives:
1) A method of communicating the available inventory of allocatable athletic facilities to qualified
requestors for usage of such facilities.
2) The implementation of a system of facilities allocation producing results most beneficial to those
persons living within the City of Wylie city limits and those living within the boundaries of the Wylie
Independent School District(W.I.S.D.)
3) The Athletic Field Policy is by the terms a guideline for the use and operation of the athletic facilities,
and as such the terms and provisions are necessarily subject to same variance and deviation. Provided,
however,that any such variance shall be allowed only on the written approval of the Superintendent or
Assistant Superintendent of Parks and Recreation,and such written approval shall be effective if all of
the following conditions have been satisfied:
A) The effect or result of the requested variance will not result in allowing any actions or activities
which are in conflict with the spirit and intent of the general purpose of the policy;
B) There is not sufficient time to bring the issue before the Park and Recreation Board and City
Council for approval;and
C) The variation is approved by the City Manager or his or her representative.

Athletic Field Allocation
Individuals,organizations or groups requiring facilities for practice and/or league games shall submit their request in
writing to the C.O.W.P.A.R.D.not earlier than 60 days nor later than 30 days prior to the beginning of the Sport
Season. Any request less than 30 days before the beginning of the Sports Season may be accommodated if all others
who met the 60/30-day requirement field needs have been met and fields are still available for play.
All requests shall address the following:
1) Individuals/Organization/Group name
2) Starting and ending dates for practice and league play
3) Day(s)of week,time(s)and field(s)being requested.
4) Participation estimates

Field allocations will be based upon total game units per week as per available in order to maximize use of all
facilities. The C.O.W.P.A.R.D.will respond to each request with a written approval,denial or statement of
conditions to be met upon acceptance of approval. Final registration estimates and current participant registration
figures must be submitted by each approved individual/organization or group two(2)calendar weeks after the start
of the specific sport season. If actual registration numbers are more/less than the registration numbers,the
C.O.W.P.A.R.D.may increase/decrease the individual/organization's or group's field allocations in order to insure
an equitable allocation of fields to all individuals/organizations/or groups.
Athletic Field Reservations
Athletic fields will be reserved as equitably as possible to accommodate as many individuals,organizations,or
groups as possible. Youth who live in the City of Wylie city limits or reside within the boundaries of the W.I.S.D.
will be given first priority on field scheduling in all sports. Youth will have priority over softball/baseball fields
March 1 though July 31 and August 1 through the third weekend in November on Monday, Tuesday,Thursday,
Friday and Saturdays. Adult teams with at least 70%of the players living or working within the City of Wylie city
limits or within the boundaries of the W.I.S.D.will be given second priority. Adults will have priority over
softball/baseball fields March 1 through July 31 and August 1 through the third weekend in November on
Wednesdays and Sundays. Youth and/or Adults who live outside the City of Wylie city limits or boundaries of the
W.I.S.D.will be given last priority.
Note-all league rosters shall be given to C.O.W.P.A.R.D.staff no later than two(2)weeks after the start of a
new sport season.Rosters shall include sport played and participant name/address.
The use of athletic fields by the general public during non-reserved/non-City maintenance times are on a first come
first serve basis. Reserved fields/City maintenance will take priority over non-scheduled activities. The
C.O.W.P.A.R.D.will be the final authority as to athletic field reservation use.
Athletic Field Reservation Time Slots
Athletic Fields will be reserved in one(1)hour increments with the first usage beginning at 8:00 a.m.and the last
usage ending at 12:00 midnight,Monday through Saturday. Sunday field usage begins at 12:00 noon and ends at
11:00 p.m.
Miscellaneous
Refer to Ordinance 2002-10 for all Athletic Field Fees.
The C.O.W.P.A.R.D.will provide home plate,pitching rubbers,and will drag and mark baseball/softball infields for
a fee paid game/tournaments reservations. Soccer fields will be marked for fee/paid game reservations.Athletic
fields for non-reserved general public use or reserved practices are accepted on an as-is basis.
A person may cancel a field's reservation up to 24 hours prior to the field reservation and be issued a credit or
refund. If less than 24 hour notice of cancellation is received,a credit or refund will be issued if the
C.O.W.P.A.R.D.is able to rent the athletic field(s)to another party or if field maintenance preparation of the
reservation has not started. This paragraph does not apply to Tournament use. (See Athletic Field Reservation for
Tournament use)
Any and all athletic field use may be canceled by the C.O.W.P.A.R.D.due to weather conditions,wet field
conditions or for necessary maintenance. If a reservation is canceled by the C.O.W.P.A.R.D.,a credit or refund will
be issued. It will be the responsibility of the C.O.W.P.A.R.D.to determine the playing ability of each field. Athletic
field information will be placed on the C.O.W.P.A.R.D.Athletic Hotline no later than 4:00 p.m.(during playing
seasons only),Monday through Friday. The Athletic Field Hotline Number is 972-442-8199.
In the event of said conditions occurring after 4:00 p.m.,Monday though Friday or all of Saturday and/or Sunday,
league officials,commissioners,or the umpires can cancel games. In the event that play is allowed and significant
damage is done to the athletic field(s),the responsible person/party who allowed play will be held responsible and
sanctions may be imposed.

Any and all parties seeking athletic fields for use accept responsibility for the well being and cleanliness of facilities
during and after their use.
A tournament is defined as a team competition involving the payment of an entry fee or additional fees in which to
participate and is separate and distinct from league play. Pre or post season league play shall not be considered to
be a tournament. League practices and/or games shall take priority over tournaments. A curfew of 12:00 midnight
shall be imposed on all tournaments utilizing lights,Monday through Thursday,and 1:00 a.m.on Friday and
Saturday. A curfew of 11:00 p.m.shall be imposed on Sundays.

SUMMARY:
The proposed Woodbridge South is a Planned Development located in the southern portion of the city near
.,.Pleasant Valley Road. The total acreage of the development is 352 acres, 62 of which are still waiting being
.nnexed into the City. Based on the acreage of the development the developer will need to dedicate approx. 77
acres of parkland (based on 1,541 residential lots), they are only dedicating approximately 50 acres. The
developer proposes that the balance of funds from the dedication would be used for trails in the dedication areas.
Per the Planning Department, approximately 75% of the dedicated areas allocated for open space are occupied by
utility easements, and portions of the proposed trail systems are 4 to 6 ft. wide rather than the required 8 feet.
This development will be reviewed in a joint work session between the Planning and Zoning Commission and the
City Council on Tuesday, January 25, 2005.

AGENDA SUBJECT:
Hold a joint work session with the Planning and Zoning Commission to consider and provide direction on a
-)roposal by Herzog Development Corporation for the 351 acre Woodbridge South. ZC 2004-24
SUMMARY:
The request will allow as many as 1,541 residential lots and dwellings, of varied size and design/types. 1,204
:78%) of these lots are smaller than 8,500 square feet (smallest currently allowed by the Zoning Ordinance) with
houses smaller than 1,700 square feet. The following break-down of lots is proposed:
• 224 units of SF-10/19, constructed to standards of the ZO
• 113 units of SF-8.5/17, constructed to standards of ZO
• 452 units of SF-7.2, 1,500 sq. ft. houses on 60 ft. lots with 20 ft. front and 5 ft. side yards
• 151 units of SF-6, 1,400 sq. ft. house on 50 ft. lots with 20 ft. front and 5 ft. side yards
• 308 units of Patio-homes, 1,300 sq. ft. houses on 40 ft. lots with 15 ft. front and 0-3 or 7-10 ft. side yds.
• 293 units of Townhouses, constructed to standards of ZO.
The PD requires that the Land Design, Streets & Sidewalks and Architectural residential development
regulations (both Base and Desired) of the ZO will be achieved, and provides a listing of the applicable
tegulations.
Nonresidential requirements generally comply with the Community Retail standards of the ZO, except:
• Site Design incentives shall require only 30 rather than 60 points
• Landscape incentives shall require only 25 rather than 55 points, requiring only 15% of the site to be
landscaped rather than 20%
• One-way isles within parking lots shall be 20 rather than 24 feet(City Engineer recommends denial)
Internal minor streets to be 27 ft. pavement rather than 31 ft., and collector thoroughfares are to be 36 ft w//in 60
ft. right-of-way rather than 38 ft. w/in 65 ft. Alleys shall be provided to all residential smaller than 10,000 sq.
ft.,but shall have 15 ft. right-of-way w/5 ft. utility easement w/in the adjoining lot, rather than 20 ft. r-o-w. City
Engineer recommends denial of this stipulation.
0n-site detention of storm water shall not be required if all runoff is discharged into Muddy Creek. City
Engineer recommends denial of this stipulation.
Approximately 50 acres is illustrated on the Concept Plan as open space and much of this is to be connected by a
-rail system. The PD Conditions provide that this acreage and improvements shall satisfy the City's required
lark land dedication. The required park land dedication for the allowed 1,541 residential lots amounts to 77
acres. Furthermore, approximately 75% of the land allocated for open space is occupied by utility easements,
and the proposed trail is 4 to 6 ft. wide rather than the required 8 feet.
Financial Considerations—estimated annual at current levels
• Revenues, +/- $1,606,500 property tax
• Expenses, maintenance of streets, alleys and park land is currently unknown

Discuss Braddock Development(formerly called the"Rice Tract").

SUMMARY:
This development was formerly known as the"Rice Tract"and was presented by the Skorburg Corporation to the
Board at the February 2004 and March 2004 meetings. Below are comments from the February and March
ieetings:
February 2004 meeting comments-
Mr. Betz presented a design for a 22 acre Parkland Dedication which included: 6 acre linear park to include hike and bike
trails leading to the village center and a 16 acre park which would include a gazebo, benches, sitting areas, playing fields,
natural grasses and trees leading to the trail head. He explained that the plan was more natural in design and the proposed
play area would accommodate a passive play space and a middle school soccer field.
Board member Anne Hiney had some concern with the power line easement that ran through the edge of the proposed park.
Mr. Betz stated that he had been in contact with Texas Municipal Power, owner of the power lines and concluded that there
would be some vegetation that could be planted in the area where the power lines ran. He also commented that there were
approximately 11 acres of the proposed area that was not in the easement. Board member David Willey asked how the hike
and bike trails and the park area would be connected due to the land in between not purchased by Skorburg. Mr. Betz stated
that the trail instead of moving diagonal could be lengthened to connect from one side to the other on property owned by
Skorburg and then at some later date the property in question could be purchased.
Consensus of the board was for Mr. Betz to come back to the board with monetary values for the proposed improvements to
the parkland dedication for both tracts and to try and improve the proposed amenities to compensate for some of the
required parkland dedication fees.
March 2004 meeting comments-
Frankie Delgado wanted to know if this would take away from the Rice Tract. Ryan explained that it would not take away
from the Rice Tract,as that is a separate development.
,',ince the March 2004 meeting the development now called Braddock Place has been reviewed by the Planning
and Zoning and City Council numerous times. The development you are reviewing has been modified from the
original to now show all the lot sizes, potential school site, and park areas. The current version shows 13.4 acres
of parkland in the southwest corner, 13.7 acres in the north east corner for a total of 27.2 acres.
Here are the options that the developer has given for consideration in regards to the total number of lots:
Option 1-
: f we accept the parkland the development would have 500 lots.
)ption 2-
If the parkland is accepted and the school site approved the development would have 460 lots.
Option 3-
If the school site is accepted only then the development would have 560 lots and the dedication requirements
would be made in cash.
The total acreage of the site is 185.2 acres.
This development will be reviewed in again the City Council on Tuesday,January 25, 2005.

SUMMARY:
The City Manager has requested the Board review the qualifications needed for a park memorial. The Park
Naming Policy specifies that:
II. GUIDELINES FOR NAMING MUNICIPAL PARKS AND PARK FACILITIES
1. Names of municipal parks and facilities should be familiar to the majority of citizens, easy to
recall, unique and lasting.
2. The following guidelines are listed in order of importance. Municipal parks and facilities shall be
named:
a) By outstanding and/or predominate physical characteristics of the land such as:
1. Those naturally occurring, such as forested areas, streams,rivers, lakes and creeks;
2. Manmade features such as subdivisions, streets, office/industrial or commercial
complexes;
3. Landmark significance, such as an identifiable manmade or naturally occurring
monument;
4. Historical significance, such as the names of early residents or citizens and/or a
significant event.
b) In honor of a living or deceased national, state, or community leader.
c) Based on the activity, event, or function of the land.
Staff is researching what other surrounding cities do regarding park memorials. With Board recommendations
and research information staff will update the policy and bring back an amended version for approval. The new
policy will then be forwarded to the City Council for approval.

SUMMARY:
•n January 13, 2004,the Wylie City Council approved the Board's recommended changes to the Parkland
Dedication Ordinance. Section 7 of the ordinance states that"prior to one(1) year after the effective date of this
ordinance, the Park Board shall review the Parkland Ordinance and make any recommendations for revision to
the City Council."
During the past year,the Board has dealt with many issues concerning parkland dedication. Several issues
resurface occasionally. Specifically,the Board has encountered questions concerning the acceptance of
floodplain, easements, non-residential dedications, and dealing with potential Wylie Economic Development
Corporation(WEDC)dedications.
Floodplain issues involve the question of whether or not accepting land in the floodplain should count toward the
required dedication. Some areas of floodplain are identified on the City of Wylie Park, Recreation and Open
Space Master Plan as sites for future hike and bike trail systems. Other floodplain areas are not on the Master
Plan. It is anticipated that the Board would want to clarify the issue by addressing it in the ordinance.
Similarly, some developers offer dedications of land that are within one or more of the various water, gas,
electric, or private easements located throughout the City. Some easements have regulations concerning
permissible uses of land within the easement. For instance, under TXU overhead power lines, TXU does not
allow construction of any structures or the installation of any benches,trees, light poles etc. that they feel could
interfere with their easement on the land. The Board should consider addressing whether or not the dedication of
land within easements should count toward a required dedication or if certain conditions should apply to such
dedications.
"he Board also dealt with at least two non-residential dedications that involved the WEDC. The question arose
that since the WEDC helps attract and develop non-residential business to the city, and it is closely affiliated with
the City of Wylie, should they be held to the same dedication requirements as any other non-residential
developer. Particularly,the WEDC receives some of its funding from the City, and the question is whether or not
The current ordinance requires a minimum land dedication of five acres for developments up to and including
100 lots. Recently, a subdivision development containing 43 lots has been required to meet this requirement or
pay funds in lieu of to be in compliance with the ordinance. The Board may wish to consider imposing a smaller
..requirement for land dedication requirements and funds in lieu of for developments of 0 to 25 lots, 26 to 50 lots,
1 to 75 lots, 76 to 100 lots, etc.
The existing fee structure is also provided in the Exhibit. Staff is currently conducting a fee survey with other
municipalities to see if the Board would like to consider any revisions. The survey should be completed by the
date of the November meeting.
At the November 29,2004 meeting staff is recommending the Board review and make suggestions for changes
on Articles 1-4. At the January 2005 meeting Articles 5-6 would be reviewed and at the February meeting the
Board could recommend approval of the new ordinances.
At the November 29, 2004 meeting the Board requested changes and clarifications for staff to review and bring
back. At this meeting staff will provide the requested changes and ask the Board for any further changes to
articles 1-4 only. Staff will bring Articles 5-6 to the February 2005 meeting for review.
Note: Staff is still waiting for the electronic version from the City Secretary's office in order to make the
changes to the ordinances. A copy of the changes might not be included in your January 2005 meeting packet;
they will be available for review at the January meeting.

;UMMARY:
Staff will update the Board on the process of working with Akin and Groves Elementary regarding the naming of
those respective parks. Staff will then update the Board on the status of park development projects at Olde City,
Sage Creek North, and Cimarron Parks.
Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the Park Board to serve in an
advisory capacity to the City Council on the planning and development of parks and recreation facilities and the regulations governing
their use.

The Allen Parks Foundation was established in August 2001as a 501 (c)(3)
w), nonprofit corporation. The purpose of the organization is preserve, protect,
promote and enhance open space and the natural environment in Allen througl
cooperation and coordination with Allen Parks and Recreation. The organizatic
IIIMI exists to assist with the improvement of the city's park systems and recreations
facilities through acquisition and development efforts; to accept gifts, bequests
and donations in order to further organizational efforts and purpose; and to
support and improve recreational opportunities in the city.
