RECOMMENDED ACTION: N/a SUMMARY: ,. Per the January 2005 meeting, staff was to make final revisions to Article IV and then put Articles V and VI on the agenda to be discussed at the February meeting. A review of the Articles V and VI will be made at the February meeting and finalized at the March meeting. These revisions will then be forwarded to the City of Wylie Council for their review in April 2005. APPROVED BY: Initial Date Department Director: \ Park Memorial Policies Wylie Memorials are submitted by residents and approved by the Parks and Recreation Superintendent. Memorials can be placed in any park and memorials require no qualifications. Plano Plano designates a tree planting only in certain parks with no qualifications for having a memorial. Proceeds from the memorial goes to their foundation. Frisco Memorials are put in their"Memory Tree Grove" and the Rotary club oversees the memorials put in the park. Allen They do not have a memorial policy at this time;they are forming a committee to look into putting a policy together. Murphy They do not have a memorial policy at this time. RECOMMENDED ACTION: N/a SUMMARY: Staff needs input from the Board about constructing an ordinance prohibiting golfing in the park areas. Staff is concerned about the safety of park users and the destruction of parkland caused by divots left by golf clubs. With the growth of Wylie,maintenance staff has notified supervisors of an increase in the damage to sports turf at Community and Founders Park because of individuals playing golf and leaving their mark on the fields. The are currently numerous area cities that prohibit golfing in the parks i.e. Garland and Farmers Branch. If the Board agrees with staffs recommendation, an ordinance will be written and presented at the April 2005 meeting. RECOMMENDED ACTION: N/a SUMMARY: Staff needs input from the Board in regards to compiling a set of guidelines that would allow the Parks and Recreation Department to sanction athletic leagues. Currently there are no criteria set forth by the City for leagues operating in the City. The reason this has become an issue is the Wylie I.S.D. is now requiring all leagues requesting use of school facilities to be sanctioned by the City in order to receive the lower building usage fees. Staff has been contacted by the Wylie Baseball Association, Wylie Volleyball Association, Wylie Youth Football and Wylie Basketball Association in regards to the Wylie I.S.D.'s new policies. The following are areas staff feels needs to be addressed in the sanctioning guidelines: league operations(mission statement), list of board members, contact information, insurance requirements, non-profit status, safety instruction for coach's, and background checks for league coach's and officials. With some input and direction from the Board, staff will write the guidelines and then bring it back for the Board to approve. Dan Chesnut, Parks and Recreation Board Chairman,has been chosen to be on the City Bond Committee. Mark Witter,Public Information Officer,has provided the tape from the news story shown by Channel 8 WFAA, regarding the Wells Property purchase.
