05-20-2005 (Parks & Recreation) Minutes MINUTES CITY OF WYLIE PARKS AND RECREATION BOARD Friday, May 20, 2005 —3:00 p.m. Wylie Municipal Complex—Council Conference Room 2000 State Highway 78 North CALL TO ORDER Board Chairman Daniel Chesnut called the meeting to order at 3:15 with the following Board members present; Eugene Gamer, Anne Hiney and David Willey. Board members Frankie Delgado, Brandi Lafleur, and Ronnie Rogers were absent. Staff members present were Mike Sferra, Public Services Director, Bill Nelson, Parks Superintendent, Robert Diaz, Assistant Parks Superintendent,and Rachael Hermes, Park Board Secretary. CITIZENS PARTICIPATION , There were no citizens present for Citizens Participation. INDIVIDUAL CONSIDERATION 1. Consider and act upon approving the Minutes from the April 25,2005 meeting. Board Action Board member David Willey made a motion to approve the minutes as submitted. Board member Eugene Garner seconded the motion. A vote was taken and passed 4-0 with Board members Frankie Delgado, Brandi Lafleur, and Ronnie Rogers absent. Board Chairman Daniel Chesnut requested that the Board move to Item 3. 3. Consider and act upon a request from the following groups to sell items at the Summer Concert Series: Wylie Chamber of Commerce,Friends of the Smith Library,Wylie Teens that Care, Blackland Prairie Playground Foundation,and Downtown Merchants Association. • Board Action Board member David Willey made a motion to approve the request. Board member Eugene Garner seconded the motion. A vote was taken and passed 3-0 with Board member Anne Hiney abstaining and Board members Frankie Delgado, Brandi Lafleur,and Ronnie Rogers absent. Board Chairman Daniel Chesnut requested that the Board move back to Item 2. 2. Consider and act upon approving the changes/updates to the Parks and Recreation Section,Chapter 78, in the City of Wylie Code of Ordinances(Article I through Article VI). Staff Comments Assistant Parks Superintendent Robert Diaz explained that the attorney had reviewed the changes/updates and made some additional changes to the articles. Minutes—May 20,2005 Wylie Parks and Recreation Board Page 1 Board Discussion Board Chairman Daniel Chesnut inquired if the attorney had been asked about the possibility of duplicating Section 78-131 and incorporating the regulations into the Section regarding disorderly conduct. Board member David Willey noted Section 78-108 and stated that he felt it had been addressed. Board member Anne Hiney inquired about the difficulty in enforcing regulations if there are already penalties within the Ordinance. Public Services Director Mike Sferra suggested having the Police Chief review the changes/updates and provide his input regarding enforcement. Board members were in agreement that Section 78-108 and Section 78-109 needed clarification to ensure that penalties are clearly written and established within the Ordinance. Public Services Director Mike Sferra read aloud Section 1-9 of the Code of Ordinances that is referenced in Section 78-109. Board members agreed that the section addressed their concerns regarding penalties. Board members asked that a Section 78-111 be added to further reference penalties and that Staff discuss enforcement with the Police Chief. Parks Superintendent Bill Nelson noted Section 78-101(c)and suggested that the word"employee"should be added. Board Action Board member Eugene Garner made a motion to approve the item with the discussed additional changes/updates. Board member Anne Hiney seconded the motion. Staff updates on current park development projects: Board tour dates,Information from the"Vision North Texas"meeting from Anne Hiney,and status on Eureka and Riverway Parks. Board Discussion Board member Anne Hiney discussed her attendance at the "Vision North Texas" meeting. Ms. Hiney explained that the focus of the meeting was regarding the effects of urban sprawl in North Texas. Chairman Chesnut stated that the current park development projects would be viewed on the City Tour. AnteMENT Board Action With no further business,Board member David Willey made a motion to adjourn the meeting at 3:50. The motion was seconded by Eugene Garner.
