09-12-2005 (Parks & Recreation) Minutes MINUTES CITY OF WYLIE PUBLIC HEARING PARKS AND RECREATION BOARD Monday, September 12, 2005— 6:30 p.m. Wylie Municipal Complex—Council Conference Room 2000 State Highway 78 North CALL TO ORDER Board Chairman Daniel Chesnut called the meeting to order at 6:30 with the following Board members present; Anne Hiney,Benny Jones,Brandi Lafleur,Ronnie Rogers and David Wiley. Board member Eugene Garner was absent. Staff members present were Mike Sferra,Public Services Director,Bill Nelson,Parks Superintendent, and Robert Diaz,Assistant Parks Superintendent. CITIZENS PARTICIPATION There were no citizens present for Citizens Participation. INDIVIDUAL CONSIDERATION Board Chairman Daniel Chesnut requested that the Board move to Item 2. 2. Consider and act upon a request from the Lions Club to sell"Picnic Packs"as a fundraiser during the fall 2005 and spring 2006 sports season at Community and Founders Park. Staff Comments Assistant Parks Superintendent Robert Diaz discussed the Lions Club request to sell"picnic packs"at Community and Founders Park. Board Discussion Board member Anne Hiney requested clarification regarding the drink contract held with Pepsi. Assistant Parks Superintendent Robert Diaz stated that the contract stipulates that only Pepsi products may be sold and suggested that the vendor coordinate with the concessionaire to provide drinks for their program. Chairman Chesnut inquired about the possibility of multiple vendors requesting to do similar fundraisers. The Board discussed the price in which the drinks should be sold and the need for input from the vendor and concessionaire. Requestor Comments Lions Club representative Angel Wygant expressed the need to have drinks available for purchase to accompany meals. Ms. Wygant stated that she had no objections to coordinating with Dale Hawkins, the concessionaire, regarding the sale of drinks in order to avoid any conflict. Board Action The Board was in agreement to table Item 2 and requested that the Lions Club representative, concessionaire and City Staff meet to discuss the sale of drinks. Chairman Chesnut made a motion to table the request.Board member Ronnie Rogers seconded the motion.A vote was taken and passed 5-0 with Board member Anne Hiney abstaining and Board member Eugene Gamer absent. Hold a Public Hearing on changes to Chapter 78- Parks and Recreation of the City of Wylie Code of Ordinances. All interested persons shall be given an opportunity to be heard,either for or against any item on the proposed changes. At the end of the hearing, the Parks and Recreation Board will make final recommendations to the City Council for their approval. Chairman Chesnut opened the Public Hearing at 6:55 p.m. Jim Griffin,residing at 301 W Kirby#222,stated his desire to work toward new facilities and expressed his appreciation to the Park Board for their attempts in developing a quality park program. Chairman Chesnut closed the Public Hearing at 7:05 p.m. Board Discussion The Board discussed revisions made by City Council within Section 78-110"Prohibited Acts". Board Action Board member David Willey made a motion to accept the revisions as submitted. Board member Anne Hiney seconded the motion. A vote was taken and passed 6-0 with Board member Eugene Garner absent. ADJOURNMENT Board Action With no further business, Board member David Willey made a motion to adjourn the meeting.
